Juma Kapuya broke the good news when tabling his ministrys 2008/09 budget estimates in the National Assembly yesterday. The bridge, to be built across the Kurasini creek, will link metropolitan Dar es Salaam to the Kigamboni suburb, whose residents have endured serious transport problems for decades.
Most currently depend on the off and on services of two dilapidated pontoons - MV Alina and MV Kigamboni to cross the creek. Smaller vessels usually chip in when the pontoons are grounded, with safety far from guaranteed. ``The National Social Security Fund will co-ordinate the Kigamboni Bridge construction project. As Prime Minister Mizengo told the House when tabling the budget estimates of his office recently, the government has already sanctioned the construction of the bridge,`` said Prof Kapuya. The Fund was in the process of getting a strategic investor to partner with it in executing the project, he added, echoing a pledge made several times in recent years.
Meanwhile, House Community Development Committee chairperson Jenista Mhagama said they had been informed of the existence of a cabinet circular on the project that had already been endorsed by a committee of ministerial permanent secretaries. ``The respective circular is now ready for presentation in the cabinet, as proposed by the committee,`` she said. She noted that the government was to blame for shelving the project for years, calling for a time-frame to guide the implementation. Speaking on behalf of the opposition, Labour, Employment and Youth Development shadow minister Salim Abdallah Khalfan, said his camp was happy ``now that the government has decided to implement the project``.
Nasikia kuna mpango wa kuleta mtaalamu wa kushauri umuhimu wa kujenga daraja la Kigamboni badala ya kuendelea kutegemea mitumbwi na pantoni!

Nilihisi na kuliongelea swala hili la location of the bridge huko mwanzo, sasa naona technically we are all swiming in the same direction!! We should all support the project!!
Inawezekana mkuu, remember tuna tatizo la low IQ ya viongozi wetu (politicians) hivyo si ajabu kukuta mtu anaamua kugharamia mtaalam kutaka China au India aje atushauri kama kuna umuhimu wa kujenga choo ili tuweze kuwa na sehemu nzuri ya kuchimbia dawa badala kwenda chini ya nkorosho na kuumwa na siafu kwenye vichimbio.
Cha kushangaza unaweza kukuta wataalam wetu wanayo majibu lakini mawazo yao yanadharauliwa.
Tunaishi kwenye nchi ambayo kifo cha watu 10 au 20 kwa mwaka hapo kivukoni, au kuchelewa kazini kwa walala hoi wachache wanaoishi kigamboni sio tatizo kubwa kwa viongozi wetu. Watu wanalala usingizi bila shida. Viongozi wetu wanakuwa na busara zaidi na kuona umuhimu au kuyatambu matatizo ya wananchi kipindi cha uchaguzi tu. uchaguzi ukipita akili za viongozi wetu zinajaa funza na wanafanya mambo ambayo hata ukija uchaguzi mwingine akili zikiwarudia wanayaona kuwa ni dhambi (wakati huo) na ni wepesi kuyakanusha.

KIGAMBONI BRIDGE PROJECT
INVITATION FOR EXPRESSION OF INTEREST FOR JOINT DEVELOPMENT OF THE KIGAMBONI BRIGDE
UNDER PUBLIC PRIVATE PARTNERSHIP
1.0 Background
1.1 Kigamboni area is located south east of Dar es Salaam City. Currently, there are two ways of reaching Kigamboni from Dar es Salaam city side. First is through ferry services which are not adequate and reliable. The second is through a ring road which is approximately 54 kms from the Central Business District.
1.2 In view of the above, the National Social Security Fund (NSSF), in co-operation with the Government of the United Republic of Tanzania has conceived a project to construct a bridge to link Dar es Salaam City and Kigamboni peninsular.
1.3 The project is aimed at taping the vast resources and opportunities currently not utilised due to lack of reliable means of transportation across the creek. After completion, the bridge will be operated as a toll bridge during the concession period expected to last for 25 years.
1.4 The key objective of the Kigamboni Bridge project is to facilitate movements between Dar es Salaam City side and Kigamboni peninsular for the purpose of opening up and improving the economic activities and social services in Kigamboni. Socio-economic projects which are likely to be implemented in Kigamboni include:-
 Export Processing Zones (EPZ)
 Industrial parks
 Hotels
 Commercial and Community Centres
 Housing estates
 Port Development
 Golf courses
1.5 Therefore, the project has been assessed to be economically viable.
2.0 Description of the Project
2.1 The proposed project entails undertaking construction of the following:-
 A 640m long six-lanes (three on each side) toll bridge, 400 metres south of dockyard;
 six lanes of 1 km each of an approach roads on the City side and 1.5 km on the Kigamboni side. The approach road on the city side will be located adjacent to the Kurasini Creek, north of the natural stream avoiding the two bridges (railway and road bridges along the Mandela Road) and will cross the TAZARA railway line and connect Mandela Road at grade;
 a two lanes connecting road on the Kigamboni side with an estimated total length of 6.6 km to Mjimwema Road; and
 provision for a railway line on the Bridge.
3.0 Invitation
3.1 NSSF has been mandated by the Government of the United Republic of Tanzania to undertake the project on Public Private Partnership (PPP) under Build Operate and Transfer (BOT) arrangement during the concession period.
3.2 Being the Procuring Entity, NSSF now invites prospective investors to submit Expressions of Interest to join hands with the Fund in the construction of the Bridge under the Public Private Partnership (PPP). The investor may be a single entity or a group of entities (consortium).
4.0 Short listing Criteria
4.1 A private sector participant will be short listed on the basis of, but not limited to the following factors:
Detailed profile of the company, joint venture or consortium and the company strength in terms of key personnel (technical and managerial);
Financial capability, proposed financial structure and the companys contribution to the project;
Relevant experience in PPP projects of similar nature;
Audited Accounts for the last 3 years; and
Any other advantage(s) the investor has that will add value to the project.
4.2 Those short listed will be invited to submit proposals, based on a Request for Proposal (RFP) document.
5.0 Submission of Expression of Interest
5.1 Interested investors may obtain further clarifications from NSSF Headquarter offices on 11th floor Block B, Benjamin William Mkapa Pension Towers, at the corner of Azikiwe/Jamhuri Streets, Dar es Salaam, Tel. No. + 255 (22) 216 3432.
5.2 Expressions of Interest properly addressed to the Director General, National Social Security Fund P.O Box 1322, Dar es Salaam should be delivered to the NSSF Tender Box, located on 16th floor, Block B, Benjamin William Mkapa Pension Towers, at the corner of Azikiwe/Jamhuri Streets, Dar es Salaam.
5.3 The deadline for submission of the Expressions of Interest shall be at 15:00 hours local time on Friday, August 29, 2008 and will be opened immediately thereafter at the NSSF Conference Room, situated at the 16th Floor of the said building. Expression of Interest received by Telegraph, Telex, Telefax and E-mail, or received after the deadline for submission SHALL NOT BE ACCEPTED.
5.4 Expression of Interest must be submitted in one original plus one copy properly prepared and enclosed in plain sealed envelope clearly marked EXPRESSION OF INTEREST FOR PARTICIPATION IN THE KIGAMBONI BRIDGE PROJECT.
