It failed because people have common sense
Our country isn't like yours. People can buy land and build houses of their dream at a cheaper price than gated communities. Why would anyone spend more for less while he can spend less for more? We have options, we choose the logical one. Kameze wembe

Speaking of modernity bado mnatumia train ya diesel, hamna electric train, your biggest city depends on Matatu, you don't have BRT, Mko na slum nyingi kuliko nchi yoyote East Africa, mko na ugly bus stations all over the country, your markets are outdated.
