1) Borrowing is for projects not paying salaries
2) Show us any nation that heavily borrows (except kenya) and doesnt have healthy exports
3) show us any nation that plugs depts into its GDP

and finally
4) show us any nation that has EXTRNAL dept above 50% of annual GDP and has slums
