Again, you measure cities by political boundaries. The best way to measure the size of a city is it's urban conurbation, not political boundaries - otherwise I could say Naivasha is bigger than Dar for having larger area within its political boundaries.

You're a dunce and you have no idea what a political map is. That is the map of Arusha province, not Arusha City. The political map of Arusha City (Municipality) is the small part surrounded by Arumeru.
Mombasa City on the other hand has grown beyond its municipality boundaries (Which coincide with County boundaries. Mombasa County land area is 219 sq. km but the total urban conurbation is much larger. Remember places like Likoni and Mtwapa are politically outside Mombasa City but within the Mombasa metropolis. You people are stupid.
