What happened between Kenya and Tanzania was that magufuli wanted Kenya to only import maize floor and not the grains. Magufuli did that juu alijua we over rely on Tanzania to get maize ya kufill in the deficit. So venye kamwana aliona hivo akadecide to show magu-fool the middle finger by going to Mexico to get maize.

First there's no pipeline going to Uganda, the furthest our pipeline reach is Kisumu and Eldoret. From there they taken by trucks and ships to reach the destination. So what you should ask me is the amount of oil delivered to Uganda na sio pumped.
