I don't understand that gentleman, he can clearly see the GoK has invested in two plants so far. But he will bring all writeups in the internet to disagree.
No matter the volume of thesis, It doesn't negate the fact that GoK has started manufacturing or assembling-the choice of words will be his. But some dollars on importing will surely be saved.
ELDORET Also has bullet manufacturing plant for the longest.
If we told him DE LA RUE Is only found in a few country's and Kenya's is HQ to East African and minor Asia he will disagree.

The problem with GoK is the priority selection, Kenya has very basic fundamental problems to deal with, guns have never be priority in Africa and else where around the world, the demand of small guns in Kenya is almost negligible, less than 0.05% of Kenyan citizens buys gun for self defense, actually guns bring more insecurity in the country than otherwise.

Each Ministry has its core KPIs or deliverable. If the ministry of interior is doing its deliverable we can't say that it should have been the ministry of agriculture.
Gov is a huge machinery. Each department has its own budget. Some squander others deliver.

What we should be doing is condeming the ministry of agriculture for slacking and not doing its best as its counter part.

And yes I agree with you we have alot of basic things which we need. But let each minister deliver on his KPIs. Matiangi decided his will be e guns I bet
