Tukisema private sector tunamaanisha local private sector. Sio kampuni ya Uturuki. Halafu serikali yenu haina uwezo wa kujenga hio SGR. Hata serikali yetu haina huo uwezo. Ndio maana yetu tukampa Mchina nanyi mkampa Mturuki. Sasa Mchina sisi hatumhesabu kama private sector ya Kenya. La hasha, yeye anakuja na vifaa vyake anajenga na kuenda zake. Sawia na Mturuki ambaye anakuja na vifaa vyake anajenga na kuenda zake. Kwa hivyo Mturuki Yapi Merkezi sio private sector ya Tanzania. Huyo ni contractor tu aliyepewa kazi ajenge akishamaliza afunganye virago na kuenda zake. Private sector ya Tanzania ni makampuni ambayo yapo hapo long-term kama Azam na Mohamed industries. Hizi ni kampuni za private sector ya Tanzania. Kampuni za private sector ya Kenya ni pamoja na KCB bank, Equity bank na Safaricom. Lakini kampuni ya Uchina ya CRBC iliyotujengea SGR sio miongoni mwa kampuni za private sector ya Kenya.
