The diplomatic relationship between Kenya and Somalia is an an all time low right now because of Kenya's support for the state of Jubaland in Somalia. There is also the issue of the maritime case. By meeting with the president of Somaliland, Uhuru is just playing geopolitics to spite the federal government of somalia in Mogadishu.

In terms of security Somaliland is safe. It's literally a fully functional country with its own organs of government completely separate from Somalia.The terrorism you hear about everyday in Somalia is unheard of in Somaliland. It's a good ally to have for Kenya, to enhance security in the region.
