INVITATION FOR BIDS FOR CONSTRUCTION OF DAR ES SALAAM BUS RAPID TRANSIT (BRT) INFRASTRUCTURE – PHASE 3 – LOT 1: ROAD WORKS (23.33 KM) INCLUDING BUS STATIONS ALONG AZIKIWE/MAKTABA, BIBI TITI/NYERERE ROAD, TAZARA/UHURU ROAD AND SHAURIMOYO/LINDI STREETS

This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the United Nations Development Business online and dgMarket of 26th September 2019.

The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of the Dar es Salaam Urban Transport Improvement Project (DUTP), and intends to apply part of the proceeds to cover eligible payments under the works contract for construction of Dar es Salaam Bus Rapid Transit (BRT) Infrastructure Phase 3 – Lot 1: Road Works (23.33 Km) including Bus Stations along Azikiwe/Maktaba, Bibi Titi/Nyerere Road, TAZARA/Uhuru Road and Shaurimoyo/Lindi Streets.

Tanzania National Roads Agency (TANROADS) on behalf of the Ministry of Works, Transport and Communication, hereinafter referred to as the “Employer;” now invites sealed Bids from the eligible bidders for the proposed Works that shall consist of the following: Construction of 23.33 km of asphalt concrete surfaced roads including 6.70 km of service roads and paving blocks surfaced non-motorized lanes on the periphery of the motor lanes, together with associated storm water and sewer system along Azikiwe/Maktaba, Bibi Titi/Nyerere Road, TAZARA/Uhuru Road and Shaurimoyo/Lindi Streets;
Construction of two (2) Terminal Stations with concrete surfaced pavements;
and Construction of Bus Stations, Feeder Stations, Terminal Sheds and Pedestrian Bridges.


The Contractor shall ensure proper traffic management during the construction period and comply with statutory Environment and Safety protection guidelines.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non- Consulting Services under IBRD Loans and IDA Credits &
Grants by World Bank Borrowers;January 2011, revised July 2014 ("Procurement Guidelines"), and is open to all eligible Bidders as defined in the ProcurementGuidelines.

In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's Policy on Conflict of Interest.

Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria asprovided under Volume 1 – Part 1: Section III: Evaluation and Qualification Criteria (without Prequalification Criteria) of the BiddingDocument which includes: Experience as Prime Contractor they should have successfully completed at least two (2) projects of similar nature andcomplexity within the last ten (10) years, each of minimum value US$ 90 million or one contract of minimum value USD 180 million;
Average Annual Turnover calculated as total certified payments received for contracts in progress or completed, within the last five (5) years of USD 140 million;
Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of USD 23 million;
and Further details and complete qualification requirements are provided in the Bidding Document.

Bidders should also note that the Works must be completed within a period of twenty (20) calendar-months inclusive of three (3)calendar-months classified as mobilization period.

As an alternative approach, all responses to clarifications will be posted in the referred above link on the same TANROADS website and bidders are solely responsible for monitoring the respective website during the bidding process for all clarifications/amendments with respect to this particular IFB. Bids must be delivered to The Secretary, TANROADS HQ Tender Board, 2nd Floor, 10 Shaaban Robert Road/Garden Avenue Junction, P.O. Box 11364, Dar es Salaam, Tanzania on or before 10:00 hours local time (East Africa) on 4th August 2020.

Electronic bidding will not be permitted except e-mail submission as detailed in ITB Section II: Bid Data Sheet (BDS) Clause 22.1.

In view of COVID-19, there are additional bid submission options as detailed in the referred ITB BDS 22.1.

Late Bids will be rejected.

Bids will be publicly opened in the presence of Bidders’ designated representatives and anyone who choose to attend at the TANROADS Conference Room, 2nd Floor, 10 Shaaban Robert Road/Garden Avenue Junction, P.O. Box 11364, Dar es Salaam, immediately after submission deadline.

In view of COVID-19, the public opening will also be live streamed and video recording will be posted for viewing through the TANROADS’s website: www.tanroads.go.tz accordingly.

All bids must be accompanied by a Bid Security in original and in an acceptable form in the amount of TZS 4,000,000,000 (Tanzania Shillings Four Billion only) or its equivalent in any freely convertible currency.

Bidders have an option of submitting an original Bid Security through the SWIFT (Society for Worldwide Interbank Financial Telecommunication) Message duly countersigned by a reputable local Commercial Bank.

The Bid Security shall be clearly addressed to the Chief Executive Officer, TANROADS, P. O. Box 11364, Dar es Salaam.

The Bid Security shall be valid for twenty-eight (28) calendar-days beyond the bid validity period, i.e. 148 calendar-days after the bid’s submission deadline.

The Employer shall coordinate the on-line pre-bid meeting and subsequent site visit virtually by live telecast through the website: www.tanroads.go.tz or another dedicated social media platform, that shall be advised before the scheduled date on 23rd June 2020 at 10.00 hours local time (East Africa).

For the benefit of all prospective Bidders, a high-resolution aerial site video clip together with coloured photographs shall be posted through the above referred Employer’s website.
