    Ten years ago, one of our renowned intellectuals, Professor Issa G. Shivji, published a chapter titled "Critical Elements of a New Democratic Consensus in Africa (pp.25-38). It was featured in a book by the late Professor Haroub Othman (ed.), and the book was titled: "Reflections on Leadership in Africa: 40 years of independence. In this Book, Professor Issa Shivji reproduces, a speech that was delivered by the late father of the nation – Mwalimu Julius K. Nyerere (1987):

    ["It is not that peace has come by itself. The source of peace in Tanzania is not that the Arusha Declaration has done away with poverty even a little bit. Isn't there this poverty we are still living with? This poverty is right here with us. It is not the same economy we are grappling with? The fact is not that the Arusha Declaration has banished poverty even by an iota – nor did it promise to do so. The Arusha Declaration offered hope. A promise of Justice, hopes to the many, indeed the majority of Tanzanians continue to live this hope. So long as there is this hope, you will continue to have peace. Here in Tanzania we have poverty but no ‘social cancer'. It is possible it has just begun. But otherwise we don't have a social cancer. There isn't a Volcano in the making, that one day it is bound to erupt. We have not yet reached that stage because the people still have hopes based on the stand taken by the Arusha Declaration. It did not do away with poverty but it has given you all in this hall, capitalists and socialists alike, an opportunity to build a country which holds out a future of hopes to the many.

    To be sure, you few Waswahili, do you really expect to rule Tanzanians through coercion, When there is no hope, and then expect that they will sit quiet in peace? Peace is born of hope, when hope is gone, there will be social upheavals. I'd be surprised if these Tanzanians refuse to Rebel, why?

    When the majority don't have any hope you are building a volcano. It is bound to erupt one day. Unless these people are fools. Many in these countries are fools, to accept being ruled just like that. To be oppressed just like that when they have the force in numbers, they are fools. So Tanzanians would be fools, ******, if they continued to accept to be oppressed by minority in their own country. Why?

    Therefore we cannot say that we have now reached a stage when we can forget the Arusha Declaration. Don't fool yourselves. This would be like that fool who uses a ladder to climb and when he is up there kicks it away. Alright, you are up there, you have kicked away the ladder, right, so stay there because we will cut the branch. You are up there, we are down here and you have kicked away the ladder. This branch is high up, we will cut it. Your fall will be no ordinary fall either.

    Let me say no more. It is sufficient to say we should accept our principles, we should continue with our principles of building peace and peace itself. Tanzanians should continue to have faith in the party, in the government and in you in positions. Tanzanians should see you as part of them not their enemies. They should trust the party, the government and you who have opportunities for there is no country where everyone is equal. These fingers of mine are not equal, and in that sense there is no such equality anywhere."]

    Mwongozo wa Chama Changu Cha Mapinduzi (CCM), 1981, katika sehemu ya 57 - 59 inasema hivi:

    57 (5) Kujikosoa na kukosoana ni silaha ya Mapinduzi.

    58. ["Kuna mambo mawili tuliyojifunza ambayo ni muhimu pia kuyazingatia. La kwanza linahusu suala la kukosoa, kujikosoa na kukosoana kama njia ya kukijenga na kukiimarisha Chama na wanachama. Ni kweli kuwa katika TUJISAHIHISHE Mwalimu anasisitiza jambo hili na kwamba Katiba ya CCM inatamka waziwazi juu ya umuhimu wake. Lakini ni kweli pia kuwa hatujaijenga tabia hii ipasavyo. Mara nyingi tumependele akuteteana, kufichiana makosa na hata kutafuta visingizio visivyo na msingi. Neno kuleana, kwetu sisi (ingawa kuna malezi mema na mabaya) limechukua nafasi ya kukosoana. Wanachama wenye upungufu husaidiwa kama wanakosolewa ili wajirekebishe. Lakini hatua za nidhamu wakati mwingine zimechukuliwa bila ya mhusika kuelezwa wazi wazi upungufu wake ili ajirekebishe na pia wananchi wameachiwa wabuni wenyewe sababu.

    59. Suala la kukosoa, kujikosoa na kukosoana lina sura kadhaa. Kwanza linataka wanachama na viongozi kuwa tayari kusema kweli katika vitendo vyao na kukubali kuambizana ukweli. Pili, linataka wanachama na hasa viongozi wawe tayari kukosolewa bila kuhamaki na inapobidi kukubali kujirekebisha. Tatu ni kuwa Chama chenyewe katika vikao vyake vya ngazi mbalimbali kuwa na utaratibu wa kujikosoa."]

    Mimi ni mwanachama wa CCM tangia mwaka 1992, na nimekuwa mtiifu, na mwaminifu kwa Chama changu kwa misingi kama hiyo. Sielewi suala la udiwani, ubunge, Uwaziri, au Urais in the future unaingia vipi hapa.

    Naona tumejadili sana kuhusu Miiko ya Uongozi lakini bado hatujayaangalia Masharti hayo ni yapi, ili kuona kwamba je hayo masharti yengehold katika nyakati hizi za sasa au yangehitaji mabadiriko kama ilivyofanywa katika azimio la Zanzibar.

    Mimi ninaamini kwamba LENGO kubwa la kuwekwa haya masharti ILIKUWA NI KUWAZUIA VIONGOZI KUTUMIA VYEO/NAFASI ZAO KUJINUFAISHA kinyume cha sheria, ila ninachoamini pia ni KWAMBA MASHARTI HAYA HAYAKUWA NJIA BORA YA KUFIKIA LENGO HILO. Nitaweka Sababu.


    1) Masharti haya yalikuwa yanadumaza Demokrasia.

    Sharti la Kiongozi wa Tanu au Serikali Sharti awe Mkulima au Mfanyakazi, linaiangalia jamii ya Kitanganyika/Tanzania kama jamii ya Wakulima na Wafanyakazi na linaexclude watu wa fani nyingine kama vile biashara ambao nao wana haki ya kupiga kura na kupigiwa kura. kwa hiyo ili kujenga jamii yenye haki sawa, ingebidi itafutwe njia muafaka ya kuzingatia haki za kidemokrasia za raia wote mintaarafu haki ya kutoa mchango wako wa uongozi kwa taifa bila kujali ni njia gani unatumia kujipatia kipato chako, maadamu kipato chako ni halali. Je ilikuwa ni haki kumnyima mtu nafasi ya kuwa mjumbe wa nyumba kumi kumi kwa sababu ni mfanyabiashara?, Je ilikuwa ni haki kumnyima mtu nafasi ya kugombea Udiwani kwa sababu ni mfanyabiashara?, Je ilikuwa ni halali kumnyima mtu nafasi ya kugombea nafasi ya uraisi wa wa jamhuri ya Muungano kwa sababu ni mfanyabiashara?. je mfanyabiashara siyo sehemu ya Wananchi?. KWA NINI ANYIMWE NAFASI YA KUPIGIWA KURA KWA SABABU YA UFANYABIASHARA WAKE?.

    2)Masharti haya yalikuwa yanakwaza Juhudi za Vita vya Kupambana na Umasikini.

    Sharti la nne Linasema mtu asiwe na mishahara miwili, swali JE NI KWA NINI MTU ASIWE NA MISHAHARA MIWILI KAMA AMEITOLEA JASHO? ni nani kati yetu apendaye kufanya kazi mbili alipwe moja nyingine asilipwe?. kuna swali nimeuliza huko kwamba iwapo wewe ni daktari lakini una uwezo wa kuwa lecturer, je hustahiki ujira kwa kazi zote mbili?. sasa hamuoni kwamba kwa kipengele hiki na sharti hili lilikuwa linakwaza baadhi ya watu kujifanyia shughuli zaidi ya moja kujipatia kipato, na hawa watu nyuma yao kuna familia zinawategemea, kwa hiyo kudumaa kwao ndo kudumaa kwa familia na hivyo kukwaza juhudi za kupambana na umasikini.
    Pia ifahamike kwamba, ni watu wengi sana wangeathirika na masharti haya na wala si viongozi kama viongozi tu!. unapomdefine KIONGOZI KAMA MTU NA MKEWE AU MTU NA MMEWE, Maana yake unamfunga hata yule asiye kiongozi na masharti haya na matokeo yake kukwaza juhudi za familia kupambana na umasikini. halafu ifahamike, inaposemwa kwamba kiongzozi ni mtu yeyote aliyekuwa defined kama "kiongozi kwa katiaba ya Tanu", hapa unataja viongozi wa nyumba kumi kumi, viongozi wa mashina, matawi, wakuu wa idara za serikali, yaani unazungumzia maelfu kama si malaki ya watu, SASA KWELI HAWA WOTE UNAWAZUIA KUWA NA NYUMBA YA KUPANGISHA halafu uje useme unapambana na umasikini kweli?

    3) Haya Masharti yanakinzana na Haki za Binadamu
    Haki za Binadamu ziansema kila mtu ana haki ya kutumia juhudi zake na maarifa kuboresha maisha yake, sasa unapokuja na SHARTI namba SITA linalosema KIONGOZI NI MTU NA MKE WAKE AU MTU NA MME WAKE, maana yake umemfunga mtu ambaye wala si kiongozi kujihusisha na shughuli ambazo Masharti hapo juu yametaja!, mathalani kwa nini mimi MME nisiwe na haki ya kuwa na nyumba ya kupangisha eti kwa sababu mke wangu ni diwani?, diwani ni yeye au mimi?. mtu anaweza kujenge hoja eti labda Kiongozi anaweza kutumia jina la mke wake/mme wake kwenye miradi aliyoifungua kwa kuiibia serikali, lakini mawazo ya namna hii ni potofu, mtu anaweza kutumia jina la MAMA yake au hata Mtoto wake Mkubwa kama anaye.

    Sasa je ni njia sahihi gani zingeweza kutumika kuwabana Viongozi wasitumie nafasi zao kujinufaisha kwa mujibu wa nafasi zao?. next time nitakuja na njia mbalimbali huku tukitoa mifano kuangalia ni namna gani wenzetu waliokuwa na mazingira yanayoshabihiana na sisi wakati huo, na wengine waliokuwa wanafuata siasa kama yetu wakati huo walikuwa wanafanyaje.

    Tunatakiwa kufikiri nje ya box. Utandawazi ni sawa na uwanja wa fisi, ambapo kama wewe hujui kujilinda utaliwa tu, tena utaliwa bure. Hata siku moja sera za IMF na world Bank hazijawekwa ili kuzinufaisha nchi maskini, hakuna Benki yoyote duniani ambayo lengo lake ni kumnufiasha mteja, lengo la benki ni kupta faida. It is up to mkopaji kuona kama pamoja na kuibiwa pesa anaweza kunufaika.

    So far Tanzania bado haibehave kama nchi when it comes to dealing with IMF na WB, inaonekana kuna ule ujinga wa kufuata what is written in books and not what is happening in real world. Kuna ujinga na kumemorize theoiries walizosoma vyuoni na kujaribu kuzitumia hata kwenye mazingiara ambayo hayawezekani. Hakuna team ndani ya serikali iliyoonesha uwezo wa kupigania maslahi ya Tanzania na watanzania when it comes to dealing with these Bretton wood institutions. Hakuna watu smart ndani ya admnistration wenye uwezo wa kuwaface IMF na WB na kuongea nao mezani na kujenga hoja zenye akili zenye kuweza kuinufaisha Tanzania [As long as Mkulo ni waziri wa fedha, as long as BOT is as it is now, as long as Magogoni team is as it is now, forget it].

    So far IMF na WB wameweza kuvuna Tanzania kama wanagvyopenda, na wanaendelea kuvuna tu kwa kuwa wanajua tunakubali mambo ya kijinga tunayoambiwa nao.

    Alitwambia "mwenye akili akikwambia kitu cha kipumbavu, na anajua wewe una akili na unajua kuwa unaambiwa kitu cha kipumbavu, na unakubali kitu cha kipumbavu, basi unaonekana mpumbavu kuliko hata mpumbavu". Sadly, hiki ndio tunakifanya Tanzania kwa sasa.

    I believe that Tanzania ikiwapa nafasi watu wenye uwezo kufanya maamuzi ya nchi, kwa kutumia akili, elimu na busara. Things can change in less that 10 years. tanzania kuna wasomi, kuna wenye uwezo wa kuongoza, kuna wenye uwezo wa kudeliver na ku-get things done. Lakini system ya sasa inaruhusu hopeless people kuongoza na kuvurunda nchi.

    Kuiondoa CCM madarakani ni jambo la busara, kwa kuwa tumeona walichofanya kwa miaka 50, na tunaoana wanachofanya sasa.

    Wakati wa Mwalimu na Azimio la Arusha tulikuwa na haramu nyingi sana na hata Azimio hilo lilitufanya tuvunje mahusiano na Israel na mengineyo mengi tu lakini hizi haramu nadhani wewe umezitazama vibaya sana kwa sababu huna majibu ya wakati ule isipokuwa unatazama ya leo kujibu ya miaka ile..

    Kwa mfano kiongozi asiwe na hisa, miaka ile hatukuwa na DSE isipokuwa hisa inayozungumzwa ni kiongozi kuwa mbiya ktk biashara yoyote na nadhani nimekueleza matatizo yake ktk mada nyingine. Kiongozi akiwa na hisa lazima conflict of Interest itakuwepo mbona Marekani ukiingia ktk uongozi wa serikali yao achana na wajumbe wa mabaraza mbalimbali i.e wabunge wanapewa masharti vile vile..Je, kunakinzana vipi na haki za binadamu.

    Pili, leo hii tumefanya kila ulichokiona haramu wakati ule lakini umepima matokeo yake? Nambie mke au mtoto wa waziri yoyote amayumba kimaisha. Nambie Waziri ama Mbunge yeyote pato lake ni dogo kuliko Daktari ama mfanyakazi yeyote mwajiriwa iwe leo ama wakati wa Nyerere sasa unapewa vitu vyote hivyo pamoja na retirement plan bado unataka biashara za nini..

    Majuzi tu wanataka kuongezewa Posho wakidai maisha ya Dodoma yamepanda sasa wewe nambie Mbunge wa Ukerewe kwa nini asipewe mshahara kulingana na maisha ya Ukerewe isipokuwa wote wanapewa mshahara sawa?..

    Kuhusu Nyumba za Kupangisha kusema kweli hata huku kiongozi hatakiwi kuwa na nyumba ya kupangisha tena dunia ya kwanza na Mabepari sasa wewe unaona tatizo liko wapi.. Kama ana kampuni ya ujenzi akichaguliwa kuwa waziri mkuu hutakiwa kuuza share zake sijui nchi nyinginezo lakini hawa Mabepari wenyewe wanafanya hivyo...Mkuu wangu kama Ethiopia ambayo walikuwa ma Communist kuliko sisi tena hadi majuzi tu, wameweza kusonga mbele na leo hii hatuwapati hata Kenya yenyewe cha mtoto unaweza nambia sababu?.. Nchi kama Vietnam wameweza kupanda kiuchumi kuliko nchi kibao ghaflka tu walipoingia Ubepari na bado nguzo kuu za uchumi - Commanding Heights zipo mikononi mwa serikali, hawa wenzetu wameweza vipi wao?..

    Leo umetokea Utabiri wa kiuchumi kama hali itaendelea hivi hivi hadi kufikia 2050.. China itakuwa namba moja kisha India, USA, Brazil na Russia ndio wataongoza.. ebu nambie mwenyewe ktk nchi za magharibi itakuwa imebakia moja tu.. Na leo hii tena ktk Aljazeera wamesema Chinese spend 3 Trillion a year around the world buying Western designer products...hadi wazungu wenyewe wanashangaa.. Hawa wameweza vipi...kwa nini tunachukua mjuda mrefu sana kutafuta mchawi wakati wenzetu wameweza na masharti yao ktk miiko na maadili mengi yako palepale...

    mimi ni mmoja vijana ambao tupo ndani ya chama; unachokisema kina ukweli wapo vijana ndani ya CCM kwa lengo moja tu kuganga njaa; wengi wa hawa tunawaongelea hawana taaluma maalum wameigeuza siasa kama ndio taaluma wao wanachoangalia ni maslahi binafsi; ni ukweli siasa za Tanzania zimetekwa na wanasiasa walaghai na ni tatizo ndani ya vyama vyote vya siasa; binafsi mpaka sasa hivi inakuwa ni vigumu hata kufikiria vyama vya upinzani vyenyewe vimecopy na kupaste mfumo ule ule wa CCM wa kwanyima wanachama demokrasia ya kutoa maoni; hata viongozi ndani ya vyama vya upinzani hawana nafasi ya kutoa maoni ya kuimarisha vyama vyao kwa hofu ya kufukuzana uanachama; mfano halisi ni hili la mh. Kafulila si kweli kwamba wanamfukuza uanachama kwa lengo la kuimarisha NCCR ni mbinu za kukomoana; labda tu naweza kuhitilafiana na Mchambuzi sipo tayari kumtii kiongozi mwizi na kuwapo kwangu CCM haimaniishi kuwa wanakura yangu; kura nitampa kiongozi yeyote mwenye nia ya kuiendeleza Tanzania.

    1. Kiongozi awe mkulima/mfanyakazi
    Hili halikudumaza demokrasia; lengo lilikuwa ni kuhakikisha viongozi wanawatumikia wananchi kwa asilimia 100%; hata kwenye zilizoendelea viongozi wanatakiwa watangaze hadharani mali zao; ni vigumu kuendesha biashara na kuwatumikia wananchi; nia hasa ni kuondoa conflicts of interest; yote yamejionyesha wazi baada ya kuondoa azimio la Arusha; nchi imeingizwa kwenye mikataba holela kwa sababu upo ushahidi wa viongozi kuwa na hisa kwenye makampuni binafsi.

    2.Kuwa na mishahara miwili.
    Siasa ni wito; unapokuwa na kazi mbili hii inamaanisha kuwa kuwatumikia wananchi ni kazi yako ya tatu; kumbuka unapokuwa kiongozi wananchi wanahitaji huduma yako kwa 100%; sheria ilikataza wazi viongozi kujihusisha na biashara; labda nikuulize swali dogo tu hivi ni kwa nini imekuwa ni vigumu kwa vyombo vya usalama kutekeleza sheria za usalama barabarani zinahusisha madaladala? Azimio lilikuwa halipingi watu kupigana na umaskini ila lilikuwa linakataza na kuzuia viongozi kujipatia mali kwa njia zisizo halali.

    3.Haki za binadamu
    Nadhani hili hujalielewa; suala la mke na mume linajieleza kwa nini ilikuwa inakataza labda kwa ufupi soma sheria ya ndoa inaeleza nini kuhusu mali.

    Ungesema basi hivyo tangia mwanzo kwamba - ile ahadi ya mwanachama wa CCM "kuwa mwaminifu kwa CCM" (sio kuwa mwaminifu kwa viongozi wa CCM), wewe kama kijana unaona ni tatizo katika nyakazi hizi, badala ya kuja na accusations za ubunge ambazo ni completely out of context; kama una hoja juu ya vijana na ubunge, anzisha mjadala huo, wengi tu tutashiriki;

    Otherwise, for the majority:
    Serikali huru Mwaka 1961, ilikuta watumishi wengi ngazi ya chini wanalipwa Tsh 45.50 kwa mwezi, hivyo serikali ikapandisha mishahara yao hadi T.sh 71.50 kwa mwezi.     Kuhusu kudumaza Demokrasia – viongozi kutopwa haki ya kuchagua fani zaidi ya mkulima na mfanyakazi, Unaongelea in what context spefically, then (1967) or now (1992 – Present)? Pengine hapo ndipo tunachanganyana. Nachozungumzia mimi ni why it was justified in 1967.     Ndio maana Mwalimu wakati ule alitamka kwamba:

    Ni watanganyika wachache sana ndio walikuwa employed outside the rural sector – kama vile in the few processing plants left by mkoloni, marketing boards, polisi, magereza, benki, posta, utawala etc. Entrepreneurs, kama walikuwepo, basi walikuwa ni foreigners running the Multinational Companies, and some few Asians (wahindi) ambao colonial system put them above watu weusi. Indians were middle men in trading activities etc; mtu mweusi alikuwa laborer, period.

    All in all, Tanganyika kuja kuwa nchi ya wakulima na wafanyakazi baada ya uhuru, was a necessary evil.

    Miaka mitatu kabla ya uhuru (1958), Mwalimu wrote the following on the issue of private ownership of land:

    “If we allow land to be sold like a robe, within a short period there would only be a few Africans possessing land in Tanganyika and all the others would be tenants. At that time, the most fertile African lands had been appropriated by foreigners. In 1959, European and Asian settlers, who formed barely 1.3% of the total population, owned 1,270,000 hectares and the Africans 1,800,000. And, since the most fertile lands went to the Europeans, the Africans were driven back to the areas least suited to crops as in the settler colonies.”

    Kwa maana nyingine, 1.3% ya watu walikuwa wanamiliki almost half of the most fertile land in Tanganyika; uwezo wa Mwalimu kutatua tatizo hili bila umwagaji wa damu kwa kweli ni wa kipekee;

    Kuhusu Demokrasia in the context of free market, we have to be very careful in that analysis. Kwani, ni ukweli ulio wazi kwamba, given the current situation in Tanzania ambapo kuna intense concentration and monopolization of wealth, power and knowledge in the hands of a few urban elites na wawekezaji (MNCs), there can’t be a free market or democracy, for that matter in Tanzania.

    Why so?

    Kwa sababu Free Market assumes/requires more or less equal actors, not a few giants and many midgets kama ilivyo hali kwa sasa Tanzania. I would like to repeat myself again kwamba – the market doesn’t count heads, the market counts dollars. It favors the few rich and powerful and not the miserable many, just because of their numbers, and it’s the miserable many that Mwalimu seems to be calling into action.

    It is in the same context that one scholar argue:

    “The power of corporations and the dictates of World Bank/IMF/WTO to the peoples and states of the world make nonsense of any notion of democratic states, particularly Africa. The first condition of the states to be democratic, in the sense of being responsive and accountable to their peoples, is that they are independent and sovereign. As we have seen, under globalization this condition is severely undermined. Their economic policies, their legislative processes and their political stances are all determined by the International Financial Institutions who are under the hegemony of big states and giant corporations.”

    Suala la Haki za Binadamu

    Awali niliweka maoni ya Shivji ambayo yanatupatia mwanga mzuri sana juu ya suala hili – kwamba katika mazingira ya kimaskini kama yetu, social justice and equity are more important than natural justice and equality; Shivji anaelezea pia jinsi gani the notions of Usawa na Haki chini ya Azimio La Arusha, was much closer to the notions of justice and equity, than equality of right.

    Naomba nimalizie kwa quote ifuatayo ya Mwalimu juu ya Haki Za Binadamu halafu tusaidiane kubaini je, Haki Za Binadamu (kwa ujumla wake) zilikuwa enjoyed na Mtanzania zaidi katika kipindi cha 1967 – 1985 (Mwalimu na Ujamaa) au 1985 – 2011 (Soko Huria – Mwinyi, Mkapa, Kikwete)?

You have to know that the enemy can be fought from within or from outside, depending on which post you think will be suitable for you to wage a war. Ni kweli naamini vijana wa chama cha mapinduzi have a role toplay ili kulikomboa nchi hii toka kwa watawala wabovu; lakini ili waweze kutimiza wajibu wao wanahitaji uongozi wa chama ambao una mindset tofauti na walionayo wanachama wengi wa ccm ya kuweka fedha mbele!! Mapinduzi hayo ya kifikra yatapatikani na wale vijna kwa wazee ambao wanaamini kuwa uzalendo ni prerequisite ya kuweza kulifanya Taifa hili lijitegemee.
