Hata hivyo kwa kina siye tunaotazama mambo kwa jicho la kisogoni, utatambua kuwa kuburi hicho sio cha Dr. Hosea, kuna mtu nyuma yake anayemtia jeuri hiyo.
Hata bunge lililopitisha azimia, awajibishwe, nawahakikishia, hawajibishwi ng'o! kwa sababu anafanya kazi nzuri!.
Kwenye hizi kesi kiini macho alizofungua, aminini msiamini, hazina kichwa wala miguu. At the end of the day, zitaend-up thrown out by the court na serikali itaishia kulipa mabilioni, unless serikali iendeleze kiburi kama kesi ya Valambia.
Haya yote Dr. Hosea ambaye ni mwanasheria aliyebobea anayajua fika, ila kwa vile anatekeleza majukumu yake kwa mujibu wa taratibu, sheria na kanuni, he is doing a good job!.

Then jamani humu ndani tuwe makini tusikubali kuunga mkono hoja za kisanii, hivi Dk Hosea anataka kutuambia ni kweli ktk nchi hii ni vigumu kuona viashiria vya rushwa hasa rushwa ya wakubwa?! TAASISI ya Kuzuia na Kupambana na Rushwa (TAKUKURU) imesisitiza kuwa haikukosea ilipouarifu umma kuwa hakukua na rushwa katika kashfa ya zabuni ya ukodishaji mitambo ya kuzalisha umeme wa dharura ya kampuni ya Richmond.

Akizungumza katika mkutano wa Kamati za Hesabu za Mabunge ya Afrika Mashariki (EAAPAC) uliomalizika Dar es Salaam juzi, Mkurugenzi Mkuu wa TAKUKURU, Dkt. Edward Hoseah alisema ili taasisi yake ili imtie mtu hatiani ni lazima iwe na ushahidi wa kutosha kuiridhisha mahakama kama wa kidhibiti, nakala na maneno.


"Kwa mujibu wa Sheria ya Kuzuia Rushwa ya mwaka 1971 na Sheria ya Ununuzi ya mwaka 2004 ambazo tunazitumia zinajikita katika kuzuia rushwa zaidi ya jinsi ya kumtia mtu hatiani na kosa la jinai. Wala sheria hizo hazimtii mtu hatiani kwa kufuata malalamiko ya watu, hivyo nilifuata maelekezo ya sheria na lengo lilikuwa si kuisafisha Richmond," alisema Dkt. Hoseah.

Alisema kwa kesi za rushwa kubwa ambazo TAKUKURU tayari ina ushahidi wa kutosha kwa mujibu wa sheria husika imeshaandaa mpango wa kutoa taarifa rasmi kwa umma mwezi Julai mwaka huu.

Dkt. Hoseah aliwaeleza wabunge kuwa TAKUKURU katika kutimiza malengo ya mwaka huu tayari imekamilisha uchunguzi wa ndani wa kesi tano ila bado hatua ya mwisho ya uchunguzi wa nje, ambapo ni tofauti na mwaka jana malengo yalifikiwa ya kuchunguza kesi kumi kubwa za rushwa.

Alisema wameamua kuweka malengo ya kesi tano mwaka huu kwa vile nyingi zinahitaji ushahidi wa nje ya nchi kama kesi ya Richmond, lakini lengo ni kufanikisha uchunguzi kwa muda muafaka.

Licha ya wabunge wengi kuonesha kutomuelewa vizuri Dkt. Hoseah aliwahimiza wasome sheria alizobainisha na kuwaeleza waandishi wa habari kuwa hawezi kuzitaja kesi hizo tano mpya za mwaka huu kwa kuzingatia kifungu cha 37 cha Sheria ya Kuzuia na Kupambana na Rushwa kinachozuia kutoa taarifa kwa umma kwa mtu ambaye bado uchunguzi unaendelea.

"Kwa kesi za mwaka jana ambazo tutazitolea taarifa juu ya hali ya uchunguzi wake ni zile zihusuzo BoT, Buhemba, Deep Green, Rada na ile ya Buzwagi ambayo DPP aliifunga baada ya kukosa ushahidi wenye vielelezo vya kutosha kuiridhisha mahakama.

"Lakini hizi nyingine tano za mwaka huu siwezi kuzitaja hadharani kwa kuwa uchunguzi bado unaendelea na uchunguzi ukishakamilika taarifa zote tutaziweka katika tovuti yetu," alisema Dkt. Hoseah.

Mkurugrnzi huyo aliwahakikishia wabunge hao kuwa taasisi yake inayo nia ya dhati ya kupambana na kuzuia rushwa nchini kwa kuweka malengo ya kila kituo chake katika mikoa yote kiwe kinakamilisha uchunguzi wa kesi 12 za rushwa kwa mwezi.
 
hii taasisi ni ya wababaishaji, waoga, waongo, na wasiojiamini kwa kile wanacho kifanya. Hosea alidai Richimond ipo safi baada ya wabunge kuunda tume na kugundua kwamba hii ni kampuni feki, hosea huyu huyu akasema nildanganywa na watendaji wangu. je aliwachukulia hatua hatua gani? na yeye kwanini asijiudhuru? Takukuru watendaji wake wanachunguzwa na nani kwenye ishu ya Rushwa?
 
Huyu Hosea anastaajabisha sana. Richmond waliingia nchini kwa kuidanganya serikali kwamba wao ni kampuni ya Marekani ambayo ina makao makuu yake Houston, Texas, kumbe ni kampuni ya vichochoroni tu ya papa fisadi Rostam. Papa fisadi Rostam akaidanganya serikali pia wana utaalamu wa kutosha katika Nyanja za kufua umeme kitu ambacho si kweli. Na akasaini mkataba na Serikali, mkataba ambao unaweza kabisa kutumika kama ushahidi wa kuonyesha kwamba Richmond waliidanganya serikali ili kupata mkataba, waliolipwa shilingi bilioni 200 bila kuzalisha hata tone la umeme, ambao hawakustahili kuupata. Sasa huyu Hosea wa TAKUKURU anatwambia hakuna ushahidi wa kutosha kuifikisha mahakamani Richmond/Dowans!!!! Je, ushahidi uliotolewa na kamati ya Mwakyembe dhidi ya Richmond/Dowans nao hautoshi kumfungulia mashtaka papa fisadi Rostam!!!? Ni Ushahidi gani zaidi anaoutaka Hosea Edwards!!!? Mtu mzima HOVYO!!

HATIMAYE Taasisi ya Kuzuia na Kupambana na Rushwa (Takukuru), imemburuza mahakamani mkurugenzi mtendaji wa Mamlaka ya Majisafi na Majitaka mjini Moshi (MUWSA), Anthony Kasonta kwa tuhuma za matumizi mabaya ya madaraka.

Kasonta alifikishwa kortini jana mbele ya Hakimu Mkazi Mkoa wa Kilimanjaro, Gabriel Shayo akiwa na mshtakiwa mwenzake, John Ndetiko ambaye wakati makosa hayo yakitendeka alikuwa Kaimu Meneja wa Fedha na Utawala wa MUWSA.

Waendesha mashtaka wa Takukuru, Maghela Ndimbo na Melkizedeck Gunda walidai mahakamani kuwa vigogo hao wawili walitumia vibaya madaraka yao kwa kuidhinisha malipo ya safari hewa za mafunzo kwa watumishi watano.

Ilidaiwa kuwa Julai 3, 2007 Kasonta na Ndetiko wakiwa waajiriwa wa MUWSA kwa makusudi waliidhinisha malipo ya safari hewa za mafunzo kwenda Dar es Salaam kwa watumishi Witness Shoo na Rehema Nelson waliolipwa Sh310,000 kila mmoja.

Katika shtaka la pili, inadaiwa kuwa Julai 4 mwaka huo huo, washtakiwa hao waliidhinisha malipo kwa safari hewa za mafunzo kwenda Dodoma kwa watumishi Samwel Millu, Siael Lyamuya waliolipwa Sh290,000 kila mmoja.

Mtumishi mwingine aliyetajwa katika hati ya mashtaka, Anna Maurice aliidhinishiwa malipo ya sh292,000 kwa ziara hiyo hewa ya mafunzo kwenda Dodoma .

Waendesha mashtaka hao wa Takukuru walidai kuwa kitendo kilichofanywa na watumishi hao wa MUWSA kilikuwa ni matumizi mabaya ya madaraka ambalo ni kosa chini ya sheria namba 11 ya kuzuia na kupambana na rushwa ya mwaka 2007.

Washtakiwa hao wanaotetewa na wakili wa kujitegemea wa mjini Moshi, Godwin Sandi walikanusha mashtaka hayo na kuachiwa kwa dhamana ya maandishi ya Sh1.5 milioni kila mmoja na kuwa na wadhamini wawili wenye mali isiyohamishika.

Kesi hiyo imepangwa kutajwa Machi 15 mwaka huu baada ya waendesha mashtaka wa Takukuru kuieleza Mahakama kuwa upelelezi wa kesi hiyo haujakamilika.

Mwaka 2008, gazeti hili lilifichua taarifa za Takukuru kuwachunguza maofisa kadhaa wa MUWSA kuhusiana na matumizi mabaya ya fedha na madaraka, lakini mamlaka hiyo ikakanusha kwa nguvu kuwapo kwa tuhuma hizo.

Licha ya Kamanda wa Takukuru Mkoa wa Kilimanjaro, Alexander Budigilla kuthibitisha maofisa hao kuhojiwa, bado uongozi wa MUWSA ulienda mbali na kununua kurasa katika magazeti mawili na kukanusha tuhuma hizo.

Budigilla alipohojiwa na Mwananchi jana alisema kufunguliwa kwa kesi hiyo ni mwanzo tu na kwamba zipo kesi nyingi nzito zaidi zinazotarajiwa kufunguliwa baada ya Mkurugenzi wa Mashtaka nchini (DPP) kuzitolea kibali.

"Tuna majalada mengine ya kesi kubwa dhidi ya maofisa wa MUWSA ambayo tunasubiri kibali cha DPP ili ziende mahakamani…huu ni mwanzo tu, tumpe muda DPP aweze kuyapitia majalada yote,"alisema Budigilla.

British government split over Tanzanian radar system

A public row in the British government surrounded the granting of a licence to a British aerospace firm, BAE Systems, to export a $40 million air traffic control system to Tanzania. The purchase of the system was opposed by the World Bank, following its own research that showed it was unsuitable and that a system costing $10 million would be adequate.

The sale is backed by Prime Minister Tony Blair and Foreign Secretary Jack Straw but was opposed by the Chancellor of the Exchequer Gordon Brown and the vocal Minister for International Development Clare Short.

Tanzania is one of the poorest countries in the world and was recently granted $3 billion in debt relief by the World Bank and the International Monetary Fund on the basis that it would then impose austerity measures. The purchase of the BAE Watchman radar system is a clear breach of the condition that it only supports “sustainable development.” It will earn very little money by charging aircraft for the safe use of Tanzanian airspace, and is clearly a system that is designed for military purposes.

After the heated Cabinet meeting that voted for the sale to go ahead, Short publicly attacked the decision, claiming it breached the government’s commitment to social justice. She was particularly incensed by the fact that Tanzania had already financed the contract and BAE had gone ahead building the radar system before the export licence was issued.

According to the Financial Times Tanzania was under pressure from the World Bank to stop the purchase. A Tanzanian government document dated November 20 promised the World Bank a “consultative and mutually satisfactory resolution of this problem” and claimed, “all payments to BAE systems have been frozen.” Yet BAE denied that the money had been stopped and when the export licence was issued last week, the Tanzanian government welcomed the decision. President Benjamin Mkapa claimed that the equipment was needed to replace outmoded technology and air safety could not be left “in the hands of God.”

Short’s criticism of the deal has been backed by sections of the British liberal establishment, led by the Guardian newspaper, several backbench MPs, and charities such as Oxfam. In an editorial the Guardian complained that the deal would wipe out two thirds of the savings that Tanzania had made under the recently granted World Bank and International Monetary Fund debt relief scheme. Kevin Watkins of Oxfam wrote a comment piece in the Guardian, “Debt relief to feed Tanzania’s children will aid UK arms dealers”, pointing out that $40 million, whist a minimal sum in Western terms, could finance public health for three million people in Tanzania, or increase primary education spending by fully one fifth.

The Guardian was particularly disappointed at the contrast between the deal and Blair’s constant references to the need for aid to Africa, arguing in its typical fawning fashion, “the Blair government has been an agenda-setter in international efforts to combat debt-induced poverty in Africa.”

Opposition politicians in Tanzania were unaware of the purchase of the system. Ibrahim Lipumba, leader of the Civic United Front, explained, “the issue was not presented in parliament in a way that delegates knew what was going on and the issue never came up in the public expenditure review.” A campaigner from the Tanzania Development Research Group complained at the lack of public awareness: “If this had happened in Uganda or Kenya, there would have been a major mobilisation.”

Although the British government is not using the “tied” aid method of financing this deal—the system by which aid to third world countries is used to pay for contracts with western companies—it emerges that Tanzania was able to borrow the money to purchase the radar from Britain’s Barclays bank. Whilst the World Bank and the IMF would not finance the purchase, Barclay’s stepped in with a loan at a much lower rate of interest than market rates. Such a risky venture for a private bank would have to be underwritten by the government. As the editor of the magazine Africa Confidential pointed out, “Sales of military equipment around the world, particularly between developed western countries and poor countries in the third world, are usually accompanied with a number of financial and other inducements to the purchasing government.”

Apart from claiming the radar would be of great benefit to Tanzania, the only justification the British government could make for the radar system sale was that it would secure 250 British jobs. It was clearly pushed through at Christmas time to avoid publicity, having been dropped as too sensitive an issue in the run-up to the general election earlier this year.

Its military usefulness to Tanzania is negligible, as the country only possesses 19 military aircraft in various states of disrepair. Given Blair’s foreign policy of piggy-backing the Bush administration’s supposed “war on terrorism”, it is more likely that the equipment is to be used for western military operations in East Africa. The Mkapa regime has a history of following IMF and World Bank prescriptions to the letter, has cooperated fully with the Bush administration in its anti-terror offensive, and would hardly buy the system without US backing.

Subservience to the US military offensive is a source of growing antagonisms within British ruling circles and appears to have been the spark for Short’s angry attack on the Blair leadership, for which she may well be sacked. Speaking on BBC radio over Christmas, she attacked those on the “extreme Right” in Washington who were not interested in “nation building.” She warned, “That is not a very caring attitude; I think it is also a very foolish attitude.”

Short’s disagreements with Blair are of an entirely unprincipled character, focused on how best to impose the interests of British imperialism internationally. But the latest explosion by her points to the contradictions inherent in British policy. “Nation building” is interpreted by Short in terms of aid and debt reduction in third world countries. The amounts involved are miniscule—British aid has now been increased to 0.31 percent of annual output, compared with an even smaller average of 0.22 percent in other western countries. Moreover debt reduction, as in Tanzania, requires rigorous implementation of IMF privatisation policies and the small reduction in debt repayment will soon be eroded. Anti-debt campaigners Jubilee 2000 point out in their recent analysis that Tanzania and other countries in the debt reduction scheme will soon have unsustainable levels of debt again “if realistic projections for commodity growth and commodity prices are used, instead of the World Bank/IMF’s over-optimistic economic growth and inflated commodity price projections.”

But Short and Gordon Brown—who has just returned from Washington having attempted to promote his latest “Marshall Plan” for western countries to increase aid payments—are not concerned with spending money on the poor but in opening up the developing world for corporate investment. Short insisted in her BBC interview that the British government had up until now successfully balanced the needs of the world’s poorest people with business considerations. But she now had to fight this battle once again.

Such concerns may find support in the capitals of Europe, but are dismissed by the military planners in Washington where, as Larry Elliott, the Guardian economic correspondent complains, a martial plan has replaced the notion of a Marshall Plan. They are also being given short-shrift by Blair and his inner coterie, deepening the antagonisms within his Cabinet still further.

Ninazozikumbuka ni kuonga wapiga kura wakiwamo wakina mama, kutengeneza na kugawa vitabu vya dini kwa waumini wa katoliki, kuwasafirisha waumini wa katoliki kwenda hija, pamoja na tuhuma zingine ambazo sizikumbuki.
Mheshimiwa alijitahidi kutoa utetezi wake kuhusiana na tuhuma hizo na kama angelikuwa karibu ningemuuliza zile simu za mkononi alizowagawia makatibu wa sisi M. wa matawi wa jimbo ilikuwa ni nini? au tuite ndiyo takrima hiyo?
Niachane na hilo maana halikuwa hoja yangu hapa. Swali langu lilikuwa ni je ilikuwaje TAKUKURU wamtaje kwa jina mtu aliyewapelekea tuhuma za rushwa kwa mtuhumiwa? je ndio utaratibu? Au tuseme yale ambayo TAKUKURU usema kuwa wao hawatoi siri ya mtoa taarifa za rushwa ni uongo?
Nimekata tamaa sana na utendaji wa Chombo hiki na sintathubutu kuwapelekea taarifa yoyote ya rushwa watu hawa. Ni hatari sana kama wanakaa na mtuhumiwa na kumsimulia yote ikiwamo na jina la mtoa taarifa. Ni hatari sana na hawaaminiki.
