Details about the controversial Development Entrepreneurship for Community Initiative (Deci) company emerged yesterday.

The Business Registration and Licensing Agency (Brela) has revealed the names of those behind the revolving funds scheme.

According to records obtained by The Citizen from Brela, four Tanzanian nationals are among the five registered shareholders who have 40,000 shares in the company.

The four Tanzanians double as directors of Deci which is being investigated for operating an illegal pyramid scheme in which thousands of desperate investors have deposited their money.

The company owners are Mr Jackson Mtaresi, Dominick Kiggendi, Samwel Mtaresi and Timotheo ole Loiting?ye. The fifth shareholder is registered as Deci

Mr Jackson Mtaresi told The Citizen that he was the company's board chairman and had 12,800 shares. He is followed by Deci (Africa) Limited with 8,000 shares and then Mr Kiggendi, Mr Samwel Mtaresi and Mr ole Loiting'ye who have 6,400 shares each.

The records do not show the nominal value for each share. But they reveal that Deci was incorporated as a private limited company on July 25, 2007.

It has since collected (and claims to have disbursed) billions of shillings among its members. Apart from being a shareholder, Mr ole Loiting'ye is also the firm's executive director and seemingly, its spokesperson as well.

He is often seen at the company's main offices at Mabibo in Dar es Salaam. It was not immediately clear if the two Mtaresis are brothers, or if Deci (Africa) Ltd has any ties with the Deci in Kenya, which collapsed with billions of shillings of investors' money.

The records have raised more questions than answers on the role of the Jesus Christ Deliverance Church, which is widely believed to be the brainchild of the scheme.

Mr Loiting'ye told The Citizen recently that the church began the scheme to help its members fight poverty.

He defended the church's role in the company, saying it had a responsibility to avail avenues to its members to start and expand income generating activities.

According to the records, the company, which now has 700,000 members, was registered to operate virtually any form of private business.

Company officials claim to have paid back Sh35 billion to some of the members who deposited their money at an interest rate of 300 per cent for a period of between three and 12 months.

Police are still investigating the company following revelations by the Bank of Tanzania , and Capital Markets and Securities Agency that it was operating an illegal scheme.

The central bank warned the public that the company was not licensed to run the revolving funds scheme and urged investors to stop risky dealings with it.

But on Wednesday, leaders of the Pentecostal Church of Tanzania (PCT) led thousands of people in Dar es Salaam to protest against the Government?s declaration that the scheme was illegal.

PCT bishops Bartholomeu Sheggah and David Mwasota urged the Government to stop its investigations against Deci and instead facilitate its registration to continue offering the illegal scheme.

They also wrote an open letter to President Jakaya Kikwete asking him to intervene and claiming that the scheme was benefitting 3.5 million people in the country.

However, on Thursday, the State House ruled out any direct intervention by President Jakaya Kikwete in the raging controversy.

Assistant press secretary to the President, Ms Premy Kibanga, said there would be no public statement from the President on the saga.

"The President will not make a decision that is contrary to the law just to please some people,? she said, adding that the Government would act appropriately once investigations were complete.

The two bishops were not answering their phones yesterday when The Citizen called to get their response to the State House's position.

But more questions have been raised on the increasing emotional defence the clergymen have mounted to attempt to shield the company from public criticism and scrutiny.

The bishops have lashed out at critics of the scheme accusing them of embarking on "futile witch-hunt campaigns out of mere jealous."

Local bankers condemned the scheme as unsustainable and open to abuse by the owners.

And it emerged recently the company was operating without a company bank account. The huge sums of money the company had been collecting from members were deposited in personal accounts of the owners.

Early this week, the company moved to stop its panicking members from making any withdrawals, saying it was not part of their agreement.

In Kenya, when the same revolving fund scheme collapsed last December, it had KSh600 million (over Sh10 billion) in members? deposits.

The Kenyan government is still investigating the scheme, which was also run by religious leaders who were said to have confessed to luring members of their church into the scheme.

The collapse of the Kenyan firm ended in tragedy when angry investors threw one of its officials out from the window of a high-rise building, killing him in the process.

Another woman is said to have also collapsed and died after learning that she would not be able to recover her money from the company. Deci officials in Tanzania have not yet commented on their suspected links to the Kenyan company.

Kwa wasio na alergy na nambari, attachment hii imerekebisha kitu kwenye sheet ya "Kuvuna mara 3". Ilikuwa haikadirii vizuri nambaya ya new members inayohitajika to just prevent the system from collapsing. Kwa hiyo balance ya DECI ilikuwa inaongezeka over time.

Of course balance itaongezeka kama namba ya new members ni kubwa kuliko namba inayohitajika ku sustain the scheme. Lakini life yake inakuwa fupi zaidi.

HATIMAYE siri imefichuka kuwa Kampuni ya Development Entrepreneurship for Community Initiative (DECI), inayojishughulisha na biashara ya kupanda na kuvuna pesa, ilianzishwa nchini mwaka 2007, baada ya kampuni yenye mfumo kama huo kufa huko nchini Kenya na kuwadhulumu maelfu ya wanaupatu wake waliokuwa wamejiunga nayo.

Vyanzo mbalimbali vya kuaminika, vimelitaarifu gazeti hili kuwa, raia mwema mmoja, jina tunalo, ndiye anayedaiwa kufichua siri ya DECI, kupitia barua pepe yake aliyoiandika kwenda kwa Mamlaka ya Masoko ya Mitaji na Dhamana nchini (CMSA), akieleza kuwa kampuni hiyo inaendesha biashara haramu kwa mfumo unaoitwa piramidi au upatu.

Kwa mujibu wa barua pepe hiyo, kampuni kama DECI iliyojulikana kwa jina la PONZI, ilikufa huko nchini Kenya mwaka 2007, baada ya wanachama wenye hasira kumrusha meneja wa lililokuwa tawi la kampuni hiyo jijini Nairobi, kutoka ghorofa ya nane, pale walipogundua kuwa fedha zao zimepotea kwenye mfumo huo wa piramidi.
Sehemu ya barua pepe hiyo kwenda kwa CMSA, ambayo Tanzania Daima inayo nakala yake, raia mwema huyo aliandika hivi:

"Wapendwa CMSA, hivi punde nimegundua kuna kampuni ya kutia shaka inayoendesha shughuli zake hapa Dar es Salaam. Kampuni hiyo inaitwa DECI Tanzania Limited. Wana ofisi yao katika ghorofa ya pili ya jengo la Mwanamboka, eneo la Kinondoni, Manyanya. Pia kwa mujibu wa nakala yao ya viwango vya fedha, inaonesha pia wana ofisi nyingine eneo la Mabibo Mwisho. Utaweza kuona baadhi ya namba za simu na anuani pepe zilizoainishwa kwenye karatasi hiyo…
"Wanawadanganya watu ambao hawajashituka, kwa maneno ya kuvutia, kwamba ‘tulianza kwa kuwasaidia wachungaji na wainjilisti kueneza neno la Mungu, lakini Serikali ya Tanzania na BoT, wametuomba tupanue huduma zetu kuwasaidia watu wote, bila kujali dini'. Wanawaambia watu kwamba wamepewa leseni na BoT inayowaruhusu kuchukua amana…
"Kwa kuwa naifahamu taasisi ya PONZI ya Kenya, na kwa kuwa DECI inaonekana kuwa kama hiyo, nashauri muichunguze na kuutarifu umma."
Septemba 12, 2008, Afisa Mtendaji Mkuu wa CMSA, Dk. Fratern Mboya, alitoa taarifa rasmi kwa Mkurugenzi wa Makosa ya Jinai, Jeshi la Polisi Makao Makuu, kuwa Kampuni ya DECI (T) Ltd; inaendesha biashara haramu yenye mfumo unaoitwa piramidi au upatu.

Sehemu ya barua ya CMSA yenye kumbukumbu namba CMSA/F3/B4/49, ya Septemba 11, 2008, kwenda kwa Mkurugenzi Mkuu wa Makosa ya Jinai, na ambayo tunayo nakala yake, ilisema hivi;
"Kufuatia taarifa kutoka kwa watu binafsi kuhusu Tanzania Care Revolving Fund (DECI), kichwa cha habari hapo juu cha husika. Mamlaka ya Masoko ya Mitaji na Dhamana (CMSA) inaona kuwa DECI inaendesha mfumo unaoitwa "Vuna kutokana na mbegu uliyopanda", ambapo ni kinyume cha Sheria ya Kanuni za Adhabu (Sura ya 16). Kwa mujibu wa sheria hiyo, "vuna kutokana na mbegu uliyopanda", ni mchezo haramu wa piramidi."

Kwamba, kwa mujibu wa Sheria na Kanuni ya Adhabu, Sura ya 16 Kifungu cha 171A, na kwa mujibu wa marekebisho ya sheria hiyo, kama yalivyofanywa na Sheria Na. 8 ya mwaka 2006, ni makosa ya jinai kwa mtu, kikundi au taasisi kuendesha biashara au shughuli yenye mfumo wa piramidi.

Kupitia barua hiyo, CMSA iliomba msaada wa Jeshi la Polisi, kufanya upelelezi na utekelezaji wa hatua za kisheria kwa mujibu wa sheria za nchi na sheria ya Masoko ya Mitaji na Dhamana.
"Kwa kuzingatia vigezo hivi na kutekeleza jukumu kubwa la kulinda maslahi ya wawekezaji katika biashara ya masoko ya mitaji, CMSA inaomba msaada wa Jeshi la Polisi ili kufanya upelelezi na utekelezaji wa hatua za kisheria kwa mujibu wa sheria za nchi na sheria ya Masoko ya Mitaji na Dhamana," ilihitimisha barua hiyo.

Aidha, taarifa za kuaminika kuhusu uchunguzi uliofanywa na kitengo cha kuzuia fedha haramu cha Kurugenzi ya Makosa ya Jinai, ndani ya Jeshi la Polisi nchini, zilieleza kuwa DECI ilisajiliwa nchini na Msajili wa Makampuni (BRELA), mwaka 2007, na kupewa namba ya usajili 61334.
Kwa mujibu wa taarifa hizo, DECI ilianzishwa na wakurugenzi wanne (majina tunayo), watatu kati yao hao wakiwa na hisa ya asilimia 10 kila mmoja, na mwingine mmoja akiwa na hisa ya asilimia 20.
Zilieleza kuwa asilimia hamsini ya hisa iliyobaki, inamilikiwa na Kanisa la Jesus Christ Deliverance of Tanzania.

"Kwa mujibu wa maelezo ya wakurugenzi wa DECI Tanzania, ni kwamba kampuni hiyo ilianzishwa kwa madhumuni ya kusaidia wajasiriamali wadogo wadogo kupitia TRF (Tushikamane Revolving Fund). Aidha, wanadai kuwa ni mfumo rahisi wa kupanda na kuvuna usio na riba wala mikopo…
"Utaratibu wa kujiunga kuwa mshiriki wa TRF ni lazima mwombaji awe Mtanzania mwenye kitambulisho cha kupigia kura, kutoa ada ya kiingilio ambayo ni sh elfu ishirini (Tsh. 20, 000/=), ambayo inatolewa mara moja na baada ya hapo mwombaji anatakiwa kujaza fomu iitwayo White Card. Baada ya kutekeleza hayo, mwanachama anaweza kuweka fedha au kupanda mbegu kulingana na uwezo wa mshiriki," ilieleza taarifa hiyo.

Ilieleza kuwa, upandaji huo wa mbegu una viwango vyake ambapo kiwango cha chini ni sh 10,000, kiwango cha kati sh 20,000 mpaka 100,000, na mpandaji hutakiwa kuvuna baada ya majuma manane (miezi miwili).
Ilifafanua kuwa, kiwango cha juu ni sh 200,000, ambapo mpandaji hutakiwa kuvuna sh 500,000, baada ya majuma 17.

Katika kiwango cha chini ambacho ni sh 10,000, taarifa hiyo ilisema kuwa mpandaji huvuna sh 25,000, lakini wakati wa kuvuna ile sh 10,000 itaendelea kubaki DECI (T), kama mbegu na kinachobaki hukatwa asilimia 15, ambayo hubakia kwenye kampuni hiyo, kwa shughuli za ofisi.
"Utaratibu huu, ndio unaotumika kwa viwango vyote vya kupanda mbegu. Hata hivyo, wakurugenzi hao wameshindwa kubainisha jinsi gani fedha zinazowekwa na washiriki zinavyoongezeka (faida inavyopatikana, mfano toka sh 10,000/= mpaka 25,000/=), hali inayoashiria kwamba fedha zinazovunwa ni fedha ambazo wanachangishana wenyewe kwa wenyewe," ilisema taarifa hiyo.

Pia katika uchunguzi huo wa kitengo cha fedha haramu, wakurugenzi wa kampuni hiyo walikiri kuwa hawakuwa na leseni ya kuendesha shughuli zao na waliomba Jeshi la Polisi liwape mwezi mmoja ili waweze kufanikisha zoezi la kupata leseni kutoka Benki Kuu ya Tanzania.
"Wakati wanaomba muda wa mwezi mmoja ili wakamilishe zoezi la kupata leseni, ilikuwa ni mwezi Disemba 2008, wakati huo wakiwa wamefanya shughuli zao tangu mwezi Juni 2007, kinyume cha sheria (miezi 1. Kwamba, kwa mujibu wa sheria ya Taasisi ya Kifedha ya mwaka 2006 kifungu cha 3 (Banking and Financial Institution Act, 2006), taasisi yoyote iwe na mamlaka ya kukusanya au kupokea fedha (deposits), kutoka kwa watu, ni lazima iwe imesajiliwa na kupewa leseni na Benki Kuu ya Tanzania, kinyume cha hapo itakuwa inaendesha shughuli za kifedha bila uhalali wowote," ilisema taarifa hiyo.
Uchunguzi huo pia ulibaini kuwa, kampuni hiyo ina zaidi ya matawi 46 nchi nzima, pamoja na washiriki zaidi ya 430,276, lakini pamoja na kuwa na matawi yote hayo, ina akaunti moja tu iliyopo jijini Dar es Salaam, kwenye benki ya BOA, tawi la Sinza, ambayo ina kiasi cha sh trilioni 1.038.
Taarifa na vielelezo vyetu, kutoka kitengo cha uchunguzi wa fedha haramu, zinaonyesha kwamba, wakurugenzi wawili wa kampuni hiyo (majina tunayo), wana akaunti zenye majina yao binafsi katika benki hiyo hiyo ya BOA.

Kitengo hicho kilimtaarifu Mkurugenzi wa Makosa ya Jinai, kuhusu hamisho la fedha nyingi, kiasi cha sh bilioni moja, kutoka kwa mmoja wa wakurugenzi wa kampuni hiyo, kwenda kufungua akaunti mpya ya Kampuni ya DECI (T) Ltd, kupitia barua yake ya Februari 18, mwaka huu, iliyosainiwa na Kamishina wa kitengo hicho H. M. Kessy.

Kielelezo kingine kinaonyesha kuwa, DECI ina zaidi ya matawi 37 ambayo yana kiasi cha fedha cha sh 13,747,916,453, ambazo zote zinahifadhiwa katika makasha yaliyoko matawini au majumbani mwa viongozi wa matawi hayo.
Taarifa ya uchunguzi huo, ilipendekeza wakurugenzi na viongozi wa kampuni hiyo washawishiwe kuweka fedha zao ndani ya mabenki, kabla ya kuishughulikia kisheria kampuni hiyo. Tanzania Daima ilipozungumza na DCI, Robert Manumba jana, kuhusu hatua ambazo jeshi hilo limechukua mpaka sasa, tangu CMSA ilipoliomba mwaka jana kuchunguza na kuichukulia hatua DECI, alisema hawezi kutaja hatua zozote kwani kuna kamati iliyoundwa kwa ajili ya kushughulikia suala hilo na ambayo bado inaendelea na kazi yake. Alipoulizwa nini hadidu rejea za kamati hiyo na lini itamaliza kazi yake, alijibu kama ifuatavyo; "Siwezi kujua, hilo naomba tuliache kwa kamati yenyewe."

Na hili litafungua macho kuweza kuona kuwa fedha za DECI haziingii kwenye akaunti moja ni lazima kuna aidha fedha taslimu mkononi, au matawi nayo yana akaunti zao. Hawa wachungaji waliojitokeza kusupport ningependa kweli kuona akaunti zao za kibenki!

Ee bwana ee! Hii ya Kenya inaonyesha dhahiri kwamba serikali ni lazima iingilie kati maana ikiendelea hii itakuwa na avalanche effect. Yaani si muda matukio kama haya yataanza Bongo kwa sababu huu ni ujanja wa watu 3 - 4, nawasikitikia sana watu wanaokuja hapa JF kutetea kitu hiki na hawako tayari kukubali that they have been CONNED.

Lakini nakubaliana na mchangiaji moja aliyesema waacheni, wakipoteza pesa zao waambiwe wakawadai wale waliojidai wamefaidika sana na DECI maana walifaidika na pesa zao - ni mafisadi tena wabaya sana waliotumia udini!

Nadhani nimekuelewa unachosema. Ila kutengeneza model kwa ajili ya analysis rahisi ambayo ina-take care ya cases zote ni ngumu kidogo.

Kwa hiyo nilichofanya ni hichi:

Chukulia wewe unajiunga leo na unaweka mbegu ya 200,000 na unavuna 300,000 kila baada ya cycle moja. Sasa naangalia watu watakao takiwa kujiunga baadaye ili wewe uendelee kuvuna. Halafu naangalia watu wanaotakiwa kujiunga ili kuku sustain wewe na wale waliojiunga kuku-sustain wewe, etc.

You are right hiyo siyo precisely accurate model, lakini inakupa best case scenario. Na hii inaweza kukupa upper bound ya life ya sytem vizuri nadhani.

Maoni yangu ni kwamba hawakulifikiria hilo, na I wish wangekuwa wamefanya hivyo kaka!

Nasikia sasa hivi kuvuna mara tatu. Mwanzoni nadhani rate ya kujiunga ilkuwa juu kwa hiyo hawakuliona tatizo. Nadhani hivi karibuni rate imeanza kushindwa kufikia kiasi kinachohitajika. Ndio maana huko kanisani kwao nasikia wanaombwa wasali sana namba ya watu wanaojiunga iongezeke (ingawa sadly hawaelewi kwa nini wanaambiwa hivyo).

Njia yoyote ya kuchelewesha kuanguka lazima ilenge kupunguza kiasi cha faida mtu anapata. Ambayo itapunguza demand ya wanachama wapya. Kumbuka wanachama wapya ndio wanalipa faida kwa wanachama waliopita. Kwa hiyo jinsi unavyotoa mavuno manono, ndio jinsi wanachama wapya wengi zaidi watakavyohitajika.

Hili ni tatizo kwani unatumia a constant 200,000 kuzidisha namba ya wanaojiunga. Hata hivyo, kiasi cha mbegu kinachopandwa kinabadilika badilika is not fixed. Hilo tatizo la kwanza.

Kama nilivyosema, kupunguza complexity ya problem, tuna assume kwamba kila anayejiunga anapanda 200,000. Unaweza ukachagua namba nyingine yoyote, as long as rate of return ni the same, utapata majibu yasiyotofautiana sana.

b. Tatizo la pili la jedwali lako liko kwenye kukadiria watu wapya. Unakadiria wanaojiunga na DECI mama au kwenye matawi? Kungekuwa na DECI moja kubwa ni rahisi kuona mwelekeo huo wa kimahesabu, lakini kutokana na kuwepo kwa matawi, wajanja hawa wameamua kuspread risk katika sehemu mbalimbali. NI kama jengo kubwa ambalo limesimamishwa kwenye mihimili kadhaa (tunayoita matawi). Kuanguka kwake basi kunatoka kwa kudhoofisha mihimili yake. Kama ni jengo tunasema limeanguka kutokana na structural weakness.

Ukisema uangalie kila kinachoendelea kila tawi, nadhani utakuwa unatengeneza problem moja kubwa ambalo solution yake itakuwa ngumu sana kuipata. Throw in different rates of return kwa viasi (du!) tofauti tofauti vya mbegu, then u may end up with a problem so complex that you wont be able to solve.

Je mtu akijiunga leo (cycle #1) na kupanda 200,000, tutahitaji watu wangapi wajiunge cycle #2 ili yule wa cycle #1 aweze kuvuna kama tulivyoahidi? Je, kwenye cycle #3 tunahitaji wanagapi wanaopanda 200,000 wajiunge ili yule wa cycle #1 na wale wa cycle #2 waweze kuvuna? Na kwenye cycle #4, wangapi inabidi wajiunge ili wale waliojiunga cycle #1,#2,#3 waweze kuvuna? Vivyo hivyo mpaka milele ...

Sasa problem iliyokuwa stated hapo is simple and solvable. (Wataalamu wa hesabu za [ame="http://en.wikipedia.org/wiki/Sequence_and_series"]Sequence and Series[/ame] wanaweza kutusaidi kukokotoa hiyo utamu sana, lakini sisi tumeamua kutumia excell maana uwezo mdogo 🙂)

In reality though, watu wengi zaidi ya wale wanaohitajika waweza kujiunga. Tukitupa assumption that only enough members join just to sustain the system, na kuruhusu tuingizi more members at certain cycles, we only see the system collapsing sooner.

And the more I think about the model, the more I am convinced that more accurately how the scheme would work than any other model I can think of.

c. Jambo la tatu ni kuwa kuweza kuelewa kuanguka kwa DECI ilivyo ni lazima kwanza kuelewa uhusiano kati ya matawi na mama (je matawi yanapoanzishwa mikoani, yanalipa fedha kiasi gani kwa tawi mama? Na hili litafungua macho kuweza kuona kuwa fedha za DECI haziingii kwenye akaunti moja ni lazima kuna aidha fedha taslimu mkononi, au matawi nayo yana akaunti zao. Hawa wachungaji waliojitokeza kusupport ningependa kweli kuona akaunti zao za kibenki!

Nadhani si lazima uwe na details kiasi hicho. Yes ukiwa nazo its better kwa sababu unaweza kufanya analysis nzuri zaidi. Lakini pale ambapo hatuna data tuaweza ku-predict (Nadhani).

Lets think together:

Think of DECI as black box where money goes in and money comes out.

They are convising their members that this black box can get in 200,000 and give out 300,000.

Me and you know that cannot be possible. You can only get out 300,000 if 300,000 or more is in (has been put there before).

And that holds true regardless of how many "branches" are in the black box, because once one branch can not pay back, they will have to move money internally from other branches, la sivyo watu katika branch ile wataanza ku-panic, and that will trigger ther collapse of the whole system.

Without treating is as such, you will just be complicating the problem for your self, and it will look as though it is imposible to solve.

On the other hand, I note your assumtion that the branches might be that independent with their own account, and no money is moved between branches to keep the system going when a branch is failing, etc.

Now if this is correct, then treat them as their own systems. If you start mixing them, you just complicate the problem for yourself unnecessarily. And in the end you will have the same result. It just means they will have their own life just as shown in the excell sheet only that they will collapse faster because of the lower total number of potential members. I say lower number of potential new members because we have assumed that potential new members are all Tanzanians. Sasa if we think an Iringa branch is sufficiently independent, then we can treat it as its own system of which potential new members are Iringa residents, which is obviously lower than the number of Tanzanians.

Remember though that if Iringa branch collapses, so will the whole system because people in other regions will begin to be cautious. That will lead to lower number of new members in other branches, possibly not enough to sustain the system. And they too collapse.

Correct me if am missing something, and I really hope I make sense. But I still believe the model gives me a better estimate of the upper bound of the scheme's life.

And I still think, if its left on its own now, it will not last for more than 1 and 1/2 years. Wakijitahidi sana 2 years. And it will be with devastating consequences.

Haidhuru ingekuwa kamari maana hii unajua kabisa kuna kupata na kupotea. lakini hawa wa DECI hawaelezi hivyo, wao wanasema ni kupata tu. nani atakuwa anakupa mapesa ya bure daima?

How BoT, tax body officials helped DECI

Some Bank of Tanzania (BoT) and Tanzania Revenue Authority (TRA) officials helped the Development Entrepreneurship for Community Initiative (DECI) to set up its operations in Tanzania, investigations have established.

The Citizen was informed yesterday that BoT and TRA workers provided expert advice that enabled Deci operations to take off in 2007.

Investigations have further established that it was through advice from BoT and TRA employees that
DECI directors managed expand the institution's operations without its being registered.

Speaking exclusively to The Citizen, a member of the team that conducted investigations into
DECI's operations said it had been established that the institution was able to set up a pyramid scheme with the tacit support of BoT and TRA officials.

"We have established close relations between some senior BoT and TRA employees on the one hand and
DECI officials on the other," said the source, who did not want to be named because is not authorised reveal the team's findings to the media.

He said the team's report was being finalised and would be handed over to relevant authorities in the next few days.

Contacted for comment yesterday, TRA Commissioner General Harry Kitillya said he would only act against dishonest TRA workers once the probe team presented him with their names.

"I don't have names of the alleged dishonest workers who are said to be helping Deci to do what they are doing. Let me get the report and I will then be in a position to know what action will be taken," he said.

Mr Kitillya added that any TRA employee found to have acted inappropriately would be dealt with in accordance with laid-down disciplinary guidelines.

The member of the investigation team said TRA workers had been assisting
DECI operators on tax matters.

"
DECI was paying taxes as an institution that issues loans without taking deposits, but it has come to light the that the institution is indeed taking deposits from its customers," he said.

TRA officials frequently visited
DECI offices, and this prompted the police to start providing security at DECI branches in the belief that the institution was duly registered with the relevant authorities.

"It is clear that TRA officials were aware of
DECI operations because they were receiving taxes from them, but had decided to remain quiet," the source said.

It was also established during the investigations that some BoT officials provided advice to
DECI officials on how to go about their activities without raising eyebrows.

"It was some BoT officials who at a later stage advised
DECI to register their institution with the central bank," said the source, noting that the application was turned down because DECI officials did not clearly state what the institution's operations were.

The source added that the names of the BoT and TRA officials who helped
DECI in its activities would be handed over to relevant agencies for further action.

Efforts to reach BoT governor Benno Ndulu for comment failed yesterday after his mobile phone went unanswered.

Revelations that some TRA workers are involved in
DECI operations came a few weeks after President Jakaya Kikwete said some TRA employees were helping crooked traders to evade tax. The Head of State made the remarks during a surprise visit to the Dar es Salaam port.

There have been mixed views on
DECI operations with the institution's officials saying the institution was established to help poor people who could not secure bank loans. Many Deci members have also come out in force to support the institution and its operations.

Yesterday, controversial opposition politician Christopher Mtikila warned the Government against 'intimidating'
DECI operators and members.

"They are threatening
DECI managers so that they flee the country with members' contributions," Rev Mtikila told a public rally at Jangwani grounds in Dar es Salaam.

The Business Registration and Licensing Agency (Brela) has revealed to The Citizen the names of those behind the institution.

The company's owners are jointly listed as Jackson Mtaresi, Dominick Kiggendi, Samwel Mtaresi and Timotheo ole Loiting'ye. The fifth shareholder is registered as
DECI (Africa) Limited.

Mr Jackson Mtaresi told The Citizen that he was the company's board chairman and had 12,800 shares. He is followed by
DECI (Africa) Limited with 8,000 shares and Mr Kiggendi, Mr Samwel Mtaresi and Mr ole Loiting'ye, who have 6,400 shares each. Mr ole Loiting'ye is also the firm's executive director.

The records, however, do not show the nominal value of each share.

DECI was incorporated as a private limited company on July 25, 2007. It has since collected (and claims to have disbursed) billions of shillings among its members.
