We have a good cabinet sec for finance. His is cutting budget and reducing expenditure. I have inside information that govt has reduced alot of wastage and people who love going for trips are complaining. As for this IMF standby facility, you are not an economist so i don't expect you to understand what it is. It is not a normal loan. It is money held by IMF on behalf of Kenya and will be released only when Kenya has shortages of foreign currency. For example if the Kenya shilling looses value then CBK will draw some dollars from this account to shore up the shilling. Infact this is the second time we are getting this facility. The first one already expired afew years back and we did not even use it. Yaani ni loan unayotumia tu ukipata shida ya currency exchange lakini sio lazima itumike. Pia IMF wanataka Kenya iondoe fixed interest rates za banks ili watupe hii facility. Lakini kwa sababu rais Uhuru ameondoa hio fixed interest rate basi tutapewa hii facility kwa mara ya pili sasa. Nyie LDC hamuwezi kupewa hii facility maana hamujui ni nini.
