Why can't you ask yourself the reason why you're the only Tanzanian arguing with me about the article I posted from the bank of Tanzania? I think I can guess some few reasons. One it is because you didn't read the article and two is because maybe you read it but you didn't understand. I think I'm going to explain it to you as a kid, From the first screenshot, on top imeandikwa national debts then below it is external debts. The article is saying that your external debts were at $22.8b at the end of October, 2019. The second screenshot was about domestic debt at the end of October, 2019 which stood at $6.16b. If you add external and domestic debts you will get $28.96b as total debts, now you can do your calculations to get the parentage. Since I'm sure that you can't do that calculation, let me do it for.
Your GDP 2019=$62b
Total debts=&28.96b
Debt to GDP ratio=?

Here is the answer,

($28.96×100%)÷($62b)= 46.7%

So your debt to GDP ratio is 46.7%.
