Honest Question.
Does TZ have any urban planning laws? Or as President of China would call them, the - 'Empty spaces laws?
Where does one block begin or end? There are no roads to access 90% of those inner buildings by car.
(**I've later come to learn that car ownership is extremely low in TZ, so most people don't need cars or wide streets.)

For example, this is Utawala area in Nairobi - your basic middle income community.
Even where the roads are not tarmacked yet, they are still well demarcated, grid block.. and just awaiting funds allocation.
Every plot is required by law to have vehicular-wide access road.

In Dar vumbi and basically all of TZ, it looks like every man for himself. Build however and wherever you want.
95% of Dar would have to be demolished and rebuilt to even think of competing with much better planned Nairobi.
