Russia will spend the next decade rebuilding itself. It has been decimated both in industrial/infrastructural capacity and in the economic fundamentals.
They are nose deep in war debt, and are still losing refineries to missiles every now and then.

As I said, they have no financial capability to help a 3rd world LDC country for many years.

The best they can do is send their mercenaries (who will be in excess and battle-hardened after the war), and transform you into another Mali.

Russia can barely help its own people.
They sit comfortably at No. 64 in the gdp per capita list, just above the world average.
Its citizens are poorer than Turkey, Chile, Trinidad etc. and are about as rich as Seychelles, Mexicans and Argentina.

Russia war debts and reconstruction bills are about to come calling.
Even the building you just posted is owned by Gazprom, which has been bleeding money and losing refineries since the war started.

The only use Putin has for bongolalas after the war is to recruit them as lowly paid watchmen and apple pickers, to replace the labor lost in war.
