Yes because those refineries are owned by global majors such as Total, shell, Exon Mobil etc and they ship their crude from their production centres worldwide to their refineries. Bei ya crude is different kama humiliki production wewe mwenyewe ndio maana kuna alot of cheap fuel na hii ndio Dangote anataka committement kuzuia importation yake kwa EA.We ndio unajua kuliko Dangote, in fact most refineries in the world get their oil from ships.
