Inland TZ subsidizes the coasts with agriculture, labor, and resources (plus tourism).
70-80% of the money flows out to the coast where the arab/muslim elites own the majority of the enterprises. Magufuli saw this division happen and tried to stop it by fully engaging the government to move back to dodoma and commit to what was once a major divide.
However, since his death the party has been taken over fully by the elites of the coast who are primarily arab, indian, and muslim (swahili people/zanzibaris).
You must note that zanzibar doesn't contribute to a dollar to the success of the mainland, and they get to keep every penny they earn in tourism they get.
meanwhile every year the mainland sends 200-500million in USD to the zanzibaris for development which has led to zanzibar growing 7-10% a year annually GDP (much faster than the mainland which is closer to 5%).
If you are a company you are limited to about 20-30 employees before the government begins to babysit you aggressively (even more so if you are foreign).
On top of that they flood you with fees, and corruption begins to kick in over any major deal to improve long term.
This is why up until recently the majority of tanzanian entreprenuers went into real estate and not manufacturing and industry as the government heavily protected the monopolies (arab, muslim, coastal dominated) from competition internally.
This however can't keep up, as the mainland has 10x the population now of the coast (where during kikwete's term it was closer to 3-4x). So you are finally seeing the CCM give significant power to mainlanders (aka magufuli, and now the VP) to appease them.
What the CCM doesn't realize is that mainlanders despise the coastal elites, once they have the power they will completely undo all the protectionism that the coastal elites engaged in over the past 15-20 years.
Remember that samia was not elected, she effectively lucked into her office. It is going to be interesting to see if her, kikwete, and her family/posse gives back power fully when her term ends in 2030.
I personally don't think so, even the VP they replaced (mainlander) seems to have a completely different philosophy from her.
Her family + Kikwete were the ones responsible for the october massacres so they will not give up power easily. They will rather burn the country down before they do..."
