The original expressway deal was for the same company to fix the lower road since they were expected to heavily contribute to its damage with their materials and equipment. And surely they did. But somebody saw an opportunity to eat and somehow a new contractor for the lower road was brought in and you know the rest . Unfortunately since corruption was involved from the beginning, the new government powerbrokers decided it was their turn to eat. I am sure Murkomen has all the answers to what happened.
