If you are keen enough you must have noticed that in most buildings, rooms and other spaces are always dark with no lights while circulation spaces (stairs, ramps, corridors, elevators, walkways, paths etc) are normally lit up throughout the night, whether in commercial or residential buildings. So your theory that the buildings do not have light since we are seeing the side that has the stairwell is entirely false.
