I am always convinced these shiny pet projects that tz are doing which doesn't make sense are just but a facade but the real problems are very deeply existent and swept under the carpet. But tanzanians are as usual goats who have been taught or indoctrinated not to question or scrutinize. A communist system just like the Pyongyang administration.
