Arsene Wenger: Long-time defender of financial fair play



Arsenal manager Arsene Wenger believes spending controls in the Premier League will help establish the "real size" of clubs.

The 20 Premier League club chairmen were presented with a range of possible financial controls to limit spending at a meeting on Thursday 30th september 2012 and will consider all the options later in the year.
Gunners boss Wenger feels measures such as UEFA's financial fair play rules - meaning clubs can only spend what they earn - should be introduced.
The rules would effectively prevent wealthy benefactors from injecting huge amounts of cash in order for a club to buy success - as has happened with Chelsea and Manchester City.
Wenger, speaking at a coaches' forum at UEFA's headquarters in Switzerland, said: "You should just get the resources you generate, that will determine the real size of the club.
"I personally am a long-time defender of financial fair play because I believe in the strength of purely football."

Majority


Although no final decision was taken at Thursday's Premier League meeting, West Ham co-owner David Gold claimed the majority of clubs are in favour of financial controls.
There are a range of controls possible such as limiting the wages to turnover ratio or adopting a model where clubs must break even.
Alternatively, Sunderland chairman Ellis Short has proposed a rule whereby clubs could only increase wages by a maximum of 10% over the three years from this season onwards.

But it is believed that several clubs, including Fulham, Chelsea, Manchester City and Everton, are opposed to the restrictions.
Gold told Bloomberg: "I think that there are 14 clubs that are ready for change. I think there are more. There could be as many as 17 clubs.
"There'll be a few who this won't suit but you've got to say what's in the best interest of the league as a whole."
At least 14 clubs must vote in favour of spending controls for the league to introduce the new rules.

He will have a test on Friday morning and we will go from there. At the moment he is 50:50. It is a small muscular problem that is very minor. Lukasz Fabianski is out with a shoulder problem. He has come back from Poland with a shoulder problem and Wojciech is perfectly fit and ready. He will be in the squad. on any other injuries… There are none from the international games.


The only problem we have at the moment is that Theo Walcott is in bed with a virus. He missed the England game with a virus. He should be back today, so we will have to see how well he has recovered from that.

On Emmanuel Frimpong…

He is very close. He joins the squad again next week for complete, normal training. It is very good news because he is really fit and ready. He has worked very hard and we are amazed how good he looks at the moment. on long-term absentees….

Wilshere is not far away. Sagna is not far away. At the moment the injured players look like they are recovering well. The main injuries are Frimpong who is recovering well, Wilshere is short-term, Sagna around two weeks and Rosicky around two to three weeks.

Arsène Wenger expects Bacary Sagna to stay with Arsenal and believes that the right back remains positive about the club's future.

Sagna made headlines during the international break with his comments about Arsenal's transfer policy but his manager insists that his compatriot's comments were taken out of context.

"I've said that Bacary loves the club and will stay here," said Wenger, "and his article has been twisted a little bit because he spoke about Lukas Podolski and Santi Cazorla and there was never a word of that in the article.

"He didn't want to be negative but you all know what you can do with any statement.

"Yes [I spoke to him]. It's important to understand what he wanted to say. What he wanted to say was not exactly the spirit of the whole thing.

"You have the freedom to say what you want in life but it is also important you understand what people feel about the club and their job. It's always important to have good communication with them."

"It [a new contract for Sagna] will be discussed," added Wenger. "I expect him to stay and I want him to stay. The interview does not really reflect at all the love he has for this club because he has always shown total commitment on the football pitch - for the team and the club."

Sagna expressed his concern at the recent departure of Alex Song and Wenger was not surprised by that.

"That he was disappointed [that Song left], I can understand that," said the manager. "But when you look at the number of players we have in midfield, you can understand that as well.

"He is close to Diaby as well. So when you have Arteta, Diaby, Cazorla and Song, one can't play."

The Premier League is considering the introduction of rules to control escalating player wages before the huge influx of cash from the next television deals in 2013-16. Potential rules presented to the clubs by the chief executive, Richard Scudamore, at a meeting in London on Thursday include a salary cap or a form of Uefa's financial fair play rules.

Some clubs feel strongly that the new TV deal, with £3bn already secured from the UK rights, should not be swallowed up by a new wave of pay inflation. But any rule change requires 14 of the 20 Premier League clubs to agree and it is not clear whether sufficient clubs will be in favour of strengthening financial regulations.

Manchester United and Arsenal, both of whom made profits in 2010-11, are understood to favour rules similar to Uefa's, which require clubs to move towards breaking even financially, not making losses. On Thursday Arsène Wenger supported that view, the Arsenal manager saying: "You should just get the resources you generate, that will determine the real size of the club."


However, some clubs see that as a move by the two with the greatest income to outspend everyone else. Manchester City, whose path to becoming Premier League champions has been achieved by the club's Abu Dhabi owner, Sheikh Mansour bin Zayed al-Nahyan, subsidising huge losses, are thought unlikely to support new regulations, even though they have consistently said they are aiming to break even. City argue that a level of investment by an owner to bankroll losses is necessary to lift a club to success on the field and commercially.


Other clubs, including Fulham, Everton, West Bromwich Albion, Newcastle and Tottenham Hotspur, are also understood to question whether clubs need new regulations, rather than being trusted to manage their own affairs.

Despite income rising every year, pay to players has risen steadily over the past decade. In 2001-02, clubs spent £1.1bn, 62% of their income, on players' wages. In 2010-11, the most recent year for which financial figures are available, income grew to £2.5bn but players' wages amounted to £1.8bn, 70% of the clubs' turnover. Despite massive commercial growth and the Premier League's growing popularity abroad, only eight of the 20 clubs made a profit in 2010-11.


West Ham United's chairman, David Gold, is vocally in favour of introducing rules to limit wages to help clubs make a profit, as is Dave Whelan, the Wigan Athletic owner. Peter Coates, the Stoke City owner, said all clubs would be helped by having to conform to agreed rules. "I hope this view is widely shared: we cannot have all the new money going in inflated wages and payments to agents," Coates said. "There is no need to do that; we will have the same players, they won't get better because we pay them more.

It should not be beyond us to find a formula which works for us all." Ellis Short, the owner and chairman of Sunderland, who lost £8m last year having spent 77% of the club's income in wages, is understood to favour restricting salary increases to 10% in each of the new TV deal's three years.


The clubs have agreed to work on the proposals in two separate groups of 10, then for all 20 to meet to consider the issue in detail at the end of September. The Premier League did not want to comment in detail until further work has been done; a spokesman confirmed: "There is a process under way to examine potential further financial regulation."

I have some updates: Diaby will be rested as there are tougher games ahead, Coqelin will take his place. Szczesny is back between the posts (though I'd prefer Mannone as he's been awesome) and some good news on Jack Wilshere our new number 10 starts FULL training next friday.
