WoS, heshima mbele,
I beg to respectifully disagree. What happened to merit? Unless hiyo inafanyika hapa TZ tuu. Assume you go by what you say "head hunting". This will set a VERY dangerous precedent, maana you no longer subscribe to merit na utakuwa huna haja ya kuinvite applications. Yes applicants wanaweza wasiwe na vigezo, its precisely because of that....you will ask specific people to submit their applications for consideration. Otherwise, you kill the whole thing of merit na credibility ya eventual winner.
I will buy your argument ya head hunting.
In all, naamini kama mkuu Waberoya alivyoshusha maswali legit hapo juu, as we move forward ukweli utafahamika. Trust my word. Na kama kweli itakuwa hivyo, hata credibility ya Nehemia itashuka maana hata wenzake waliokuwa wanamuona kijana hardworking..well..watamuona sasa kama ni mtu wa kubebwa which is a bad fit kwa kijana mwenzetu.
In anything you do especially when it involves public resources/interest, you ignore procedures at your own peril. Because, at some point, it will come to HAUNT YOU.
