Kikwete sasa amekuwa dikteta kwa kufanya mambo hasa hili la EPA kwa siri kubwa na bila kufuata katiba ya nchi. Inabidi viongozi mbali mbali wa sasa na waliostaafu na Watanzania duniani kote tumkemee kwa nguvu zote kwa huu udikteta wa kuiendesha nchi kwa siri kubwa hasa kwenye mambo ambayo yana maslahi makubwa kwa nchi yetu. Fisadi Mkapa yeye alianza udikteta kwa kukataa kata kata kuiweka mikataba ya uchimbaji wa madini sasa huyu Kikwete anaendeleza udikteta ulioanzishwa na Mkapa na kuongeza mengine zaidi. Hali hii ina hatari kubwa kwa nchi yetu.

Haya ni mapungufu makubwa katika katiba yetu. Rais akishindwa kufanya kazi kama ambavyo Watanzania walivyotarajia hasa katika kulinda maslahi ya nchi inabidi aondolewe madarakani papo kwa hapo kupitia bunge letu na si kusubiri hadi uchaguzi mwingine.

Maamuzi aliyoyafanya katika kikao cha CC ambayo hayakufuata taratibu za chama za kutatua mgogoro wa mambo ya uchaguzi na pia kuhusu kuwasamehe mafisadi wa EPA yanaonyesha kwamba yuko tayari kuvunja katiba ya nchi na taratibu za chama ili kulinda maslahi yake. Watanzania lazima tuamke haraka ili kulipinga vikali hili.

I'm just thinking aloud! May be we expected too much from JK in the first place. Labda he is not leaving to our expectations. We thought the "ari mpya, kasi mpya, nguvu mpya" had a meaning that he will bring about rapid socio-economical changes. But guess what? He is from the same old fraudlent party. Raisi kutoka CCM (ukiacha Nyerere) hana jipya zaidi ya kuongeza umaskini kwa watanzania.

IT is widely believed that there is a limit of span of control manageable by an executive. The average acceptable span of control is about 7 although super natural human beings can manage up to about 20 subordinates without delegation and even 200 with delegation and chain of command.

Beyond this point management may become dis coordinated messy, untidy, inefficient and too bureaucratic with lousy functioning communication and command lines.

Where work outputs and outcomes are fairly predictable and processes fairly stable span of control can be wide and large. Where there is uncertainty or turbulence span of control tend to be restricted and smaller.

Managers usually become more efficient with smaller and manageable span of control and inefficient when the span of control is out of hand.

The case in point is Tanzania as a corporation and the president as the CEO of the company expected to manage a span of control of about 30-odd Ministers;almost similar number of deputy ministers; 26 regional commissioners, 122 district commissioners and a host of other businesses including defense, security, foreign affairs, political party, hiv/aids, education, personal interests as well as serve regional, African and international duties and demands.

In a situation where delegation of authority and decentralization is minimal the probability of inefficiency and ineffectiveness runs high.

In this article, the author distinguishes between in service vs staff service in the government; draws a line between ministries directly involved with wealth generation sectors and ministries that offers services to other ministries, social and economic sectors.

The other type of ministries are those that fulfill the basic role of the executive arm of government as well as some other strategic national issues.

He argues that to have an effective president and government apparatus we must have a smaller cabinet composed mainly of what he calls line services:

SERVICE OR SUPPORT FUNCTION MINISTRIES

All Ministries put in the first category are administrative units supposed to offer services of one kind or another to other ministries and the public at large.

However, by being made ministries their capacity, effectiveness, efficiency and flexibility in offering required services is somehow compromised.

The argument here is that ministers and officials in such ministries work as bureaucrats while they are required to work as barefoot doctors meeting various national and regional challenges and solving people's problems as part of their daily work.

Besides these administrative units are supposed to concentrate more on the human resource functions of planning, researching, consultancy, competency upgrading, training and development.

Instead of being made ministries it will be more appropriate for them to be authorities. Administrative units capable of growing and developing into not only institution of advice to the nation but also to other nations and international organizations because of expertise and other resources developed in their course of operations.

As such instead of ministries we shall have Authorities managed by experts in the prerequisite fields and not politicians. The CEO can carry any title-Directors, Director-Generals, Managing Directors, Executive Directors, etc.al. However, title is not important but what they are supposed to do. And that is to use their skills and knowledge to help people run our institutions more efficiently and effectively.

To this end we shall therefore reduce the number of ministries by having the following would be effective and efficient Authorities or Boards with CEO at par with Ministers in terms of status and pay:

1. Good Governance and Public Service Management Authority [ Researching, consultancy and training public servants in good governance and public service management],
2. Union Affairs and East African Co-operation Authority [Advisory services in Union matters and regional integration]3. Regional Administration and Local Government Authority [Advisory services on social and economic development of regions and districts].
3. Parliamentary and Democratization Board [Advisory body on effective representation and democratization].
4. Environment, Irrigation and Water Reserves Authority [ Body responsible for scientific protection of the environment,managing effective use of sea, lakes, rivers and underground water as well as harvesting rain water],
5. Infrastructure, Science and Technological Development Authority
[Body charged with developing infrastructure, communication, scientific processes and technology],
6. Information and Communication Technology Authority [ Body to facilitate development through traditional means and new technologies],
7. Justice and Constitutional Governance Authority [Body responsible for synchronizing and aligning legal and constitutional matters with contemporary demands of the citizenry],
8. Culture and National Language Development
Authority [Body responsible for protecting and developing our culture and national language]
9. National Entertainment and Sports Authority [Body to promote amateur and professional sports and entertainment],
10. National Women Development Authority [Body to facilitate women development],
11. National Children Care and Development Authority [Body to care and develop children],
12. National Authority for the Care and Protection of the Aged [Body for taking care of the aged and the weak in society]
13. National Commerce and Marketing Authority [Body responsible for facilitating and supprting local/domestic trade].
14. National Food Security Authority [ Body responsible for storage of food to serve national in times of difficulties].
15. National Fuel Reserve Agency [Body responsible for storage of oil reserves to be used only in emergency situation].
All these authorities or boards can belong under one ministry: The Ministry of Supporting Services, supervised by the PMO.
16. Government and Agency Performance Appraisal Board. ( Board responsible for appraising government units and agency performance over time).
17. Accounting, Finance and Human resources Audit Board ( A board charged with examining accounting systems and accountants adherence to rule and law; finances and funds, especially of local and central government units; and quality and quantity of human resources currently employed by the government.)
18. National Board of Ombudspersons. ( A body where citizens and non -citizens, government departments, public and private institutions can seek for exemption, financial support, redess and other types of help where and when one cannot have adequate resources to carry something on his own.)

The good thing about these setups is that they can employ both local and foreign experts. They can have a vision beyond the national borders and their mission can serve internal demands as well as external demands making them capable of generating income,especially in training, research and consultancy for the treasury.

In other words most of the above boards or authorities can be empowered to be run on semi-commercial basis by somehow charging for the services they offer wherever possible. In general, however, there are certain activities that cannot be sold but there are many others too that now enjoys hefty bribes to be done can have a price fixed on them and many will be ready to buy. Otherwise individuals and institutions can appeal to the National Board Of Ombudspersons for guide and assistance.

CCM haina mchumi, guru wa menejimenti wala mshauri anayejua wapi dunia inakoelekea hivyo ndugu yangu hapa umewasaidia na wakiwa ni waungwana lazima wakushukuru.

Tatizo letu Afrika ni kuwa sisi ni watu wa kufotokopi vya wenzetu na kuvitumia vivyo hivyo kama vilivyo bila kuangalia hali halisi ya watu wetu hapa nchini.

Ninakubaliana sio tu na kwamba tunaweza kuwa na Wizara 14 tu na nchi ikafanya maajabu bali pia Jengo lenye pembe tatu pale Dodoma kila pembe ikichukua wizara kama 5 au sita hivi kama sio 7b linatosha kuwa makazi ya serikali nzima na hatuna haja ya kujenga jengo kwa kila Wizara. Isitoshe kuna wizara kama vile ile ya Kilimo kwa hakika makao yake makuu yanahitaji kuwa Mbeya na makao madogo yawe Dodoma na Dar es salaam. Wizara ya Madini kwanini isiwe Mwanza? Wizara ya Utalii kwanini isiwe Arusha na makao madogo Dodoma na Dar. Hivi sisi Watanzania hatuna uwezo wa kufikiri kweli. Au kufikiri kwetu kunaishia kwenye kupata mshahara na marupurupu yetu mengine Basi?

A very good attempt at analysing the current setup from a management point of view.

One big problem is that, I am not even convinced management efficiency is a goal considered when these ministries are set up (too much obvious and unnecessary redundancy for that).The current setup is simply a way to devour the largesse and spoils of government and dividing the national cake among the ruling class, especially the president and his pepole.

So I am not sure the powers that be are interested in increasing efficiency, that would expose how bloated the government is and risk warranting doing the responsible thing, cutting it to size.

Now who wants that?
 
Utangulizi - Sehemu ya Pili

KATIKA sehemu ya kwanza, nimejaribu kuainisha maeneo ambayo kimapokeo viongozi wa Taznaia wamkuwa wakidhani ni lazima yawe na wizara. Niliandika na ninaendelea kuanikwa kwa Kiingereza sio kwa sababu siwezi kufanza hivi kwa Kiswahili bali kwa sababu viongozi wetu wamejenga tabia ya kuwaheshimu na kuwaamini wale wanaowambia mambo kwa Kiingereza zaidi kuliko wale wanaowazungumzia jambo hilo hilo kwa Kiswahili. Na ndio sababu utaona kuna vyombo vingi vya habari vya Kiswahili na vinaandika mengi ya maana lakini kwa sababu yanapuuzwa nchi imo katika mwendo wa ama hapohapo maktaimu au nuyumanyuma kila wakati.

Bila shaka wote sasa mnafahamu kwamba Barack ibn Sheikh Onyango Hussein Obama lwa hivi sasa ndiye Rais Mteule wa Marekani. Na anapaswa kuanza kuchagua baraza lake la mawaziri pamoja na nyadhifa kuu nyingine kuanzia hivi sasa.

Atakapochagua Baraza hilo la mawaziri (ambao Marekani wanaitwa secreataries) hawawezi kamwe kufikia 38. Kwanini? Kwa sababu nyingi ya ambazo huku tungezifanya wizara tayari ni agency na zinatoa huduma inaoyotakiwa pamoja na kuingizia serikali fedha nyingi tu badala ya kula tu fedha za walipa kodi.

Katika sehemu hii ya PIli ninabainisha kuwa upo uwezekano kama kuna nia ya kisiasa na azma ya kweli ya kutatua matatizo ya kijamii, kiuchumi, kisiasa, kitamaduni,. kiteknolojia na kwa ujumla matatizo yote ya kimaendeleo kuwa na wizara kama kumi na nne tu. Wizara zote hizi zinaweza baada ya muda mfupi kujengewa jengo lenye pande tatu pale Dodoma, kila pembe ikiwa na ghorofa kama 7 na kuweka ama makao makuu ya wizara au wizara ndogo zote 14 pale. Ninasema hivyo, kwa sababu ninaamini kuna wizara nyingine hazistahili kuwa na makao makuu Dodoma. Kwa mfano, kwa maoni yangu Wizara ya Kilimo ingeliweza kuwa na makao yake makuu ama Mbeya, Iringa au Rukwa au Morogoro na kisha kuwa na ofisi za wizara makao madogo Dodoma na Dar es salaam. Aidha Wizara ya Mambo ya Ndani haistahili kuwa Dar es salaam bali Dodoma kwa sababu za kimkakati na kisiasa. Na Wizara ya Madini ingestahili kuwa Mwanza na sio Dar es salaam na kadhalika. Hili litasaidia sana kufanya serikali kuonekana kuwa ipo kila kanda kama sio kila mkoa Tanzania kuliko ilivyo sasa ambako serikali nzima iko Dar es salaam. Lakini pia ukwasi unaopat Dar es salaam kutokana na matumizi na matanuzi ya wizara na wana wizara hapa Dar es salaam yatagawanywa na kuwafikia watu wengi zaidi huko mikoani.

Katika nchi masikini kama yetu tunastahili kuwa watundu na wabunifu wa kufanya mambo na hususan shughuli za serikali kwa namna ambayo tunampunguzia mwananchi gharama na wakati huo tunamsaidia mwananchi kwa hali na mali kuondokana na umasikini kwa kuzifanya huduma na msaada katika kusaidia uzalishaji mali, utoaji huduma za kibiashara, biashara, kilimo, ufugaji viwe ni vitu rahisi na vinavyofurahisha kwa namna moja au nyingine kuvifanya. Katika saikolojia hili lina maana tufanye kazi ionekane kama starehe au mchezo badala ya kuonekana kama ni taabu, shida, dhiki, usumbufu mtupu!

Sasa endelea kusoma sehemu ya pili na ni matumaini yangu kwamba wana jamiiforum wataniunga mkono katika hili na kulipigia debe ili wizara nyingi ziwe ' boards or agencies ' na chache zibakie kuitwa wizara kwa maana halisi ya neno hili

Wealth production and basic role ministries

So far, we remain only with the wealth production and basic government roles ministries.

The new government ministries shall, therefore, be limited to the following ministries [after some minor adjustments] :
1. Ministry of Regional and International Trade;
2. Ministry of Natural Resources,Tourism and Service Sector Development;
3. Ministry of Cooperatives, Community Banks and Micro-Finance;
4. Ministry of Agriculture and Agroindustry and research;
5. Ministry of Livestock and Fisheries Development;
6. Ministry of Energy, Minerals and Basic Industries;
7. Ministry of Foreign Affairs and International Co-operation;
8. Ministry of Finance and Economic Affairs;
9. Ministry of Lands and Habitats Development and Modernization [Discarded housing and human settlements];
10. Ministry of Human Resource, Career and Talents Development [Discarded obsolete Labour, Employment and Youth Development ];
11. Ministry of Health and Basic Needs fulfilment;
12. Ministry of Educationm, Skills and Enrepreneurship Development;
13. Ministry of Defence and National Youth Service;
14. Ministry of Home Affairs and National Security.


You must have noticed that the first 7 ministries are wealth-crreation ministries and requires able ministrers and functionaries who can work tirelessly to promote wealth creation in their respective sectors. This is really an essential and noble role to be proud of any sensible government talking abour poverty eradication and promising people that high standard of living are possible for each and every Tanzanian.

If these ministries are manned by capable ministers who come up with a strategic plan for each ministry on how they can assist Tanzanians to create more wealth and truly and effectively observe their vision and mission statements it is possible to push Tanzania's GDP per capita upwards from $600 to $2,000 in five years time.

Therefore, ministers manning these ministries must be capable of own initiative, self-direction, high need for achievement and persistent determination not to let problems continue be problems at any time, any place.

Their performance to aid and guide them must, therefore, be periodic and very frequent. Their interaction with the head of state unhindered at any time. And their acquisition to financial and human resource , since they are wealth creation ministries adequately and speedily facilitated.

The second group of 7 ministries are those required as part of the basic role of any responsible government.

Roles explained

. Ministry of Regional and International Trade-the idea that Tanzania can depend on agriculture for its development before accumulating the necessary capital is unrealistic to say the least.

Tanzania shall be developed by positioning itself as a 'wholesale market' for the surrounding hinterland. This is nothing new. It has started happening and what is required is for this ministry to seriously and furiously promote and encourage people to import from Far East, Middle East, Eastern Europe and Latin America and sale to the rest of East, Central and Southern Africa. In addition individuals and private companies must be facilitated to build large container terminals and warehouses outside Dar es salaam at places like Tunduma, Isaka, Ujiji, Holili, Taveta, Namnanga, Mutukula, Mbamba Bay and Mtwara.

Instead of Tanzania having shabby border posts along its borders e.g. in Tunduma, Ujiji, Namanga, Horohoro, Mutukula and so on, the Ministry should take initiative to mobilize the private sector to build modern structures like those at airports to facilitate cross-border mass trade.

Profits generated from this economic activity will then be ploughed into agriculture and industry.

. Ministry of Natural Resources, Tourism and Commercial Service Sector Development -this is the second area where fast wealth creation can help Tanzanians to accumulate the basic resources needed for investment in other sectors.

If our natural resources are properly priced and harvested they are capable to generate reasonable amount of money for both consumption and investment.

Tourism requires a serious Ministry that work hard with Tanzania Bureau of Standards and regional and local governments to ensure allround higher quality of services and clean and attractive towns and villages where foreigners will feel more at home than hitherto the case now.

TBS should also assist in ensuring international standards in public transport, hotels, restaurants, cafes, toilet hygiene, playgrounds and so on are adhered to. This is no big deal, if the ministry lives up to rule of law and order, fairness and sound business practice it can easily be done.

The Ministry can also stimulate private sector and public interest in the matter by starting competitions and awards for things like the best village or town or city in the country; best garden in the regions and Tanzania as a whole; best restaurants and hotels including the so-called hoteli za Uswahilini; best daladala; best tour service company; best long- safari bus; best airline; best sea and water vehicles; best tourist guide and so on.

. Ministry of Cooperatives and Micro-Finance-the Ministry will facilitate growth of Cooperative ventures, SACCOS and micro-finance institutions growth as part of helping people access easy capital and loans. Hence, putting into practice poverty alleviation strategies.

. Ministry of agriculture, agro-industry and research-the minister here will be expected to think night and day about how agriculture and agro-industry and supporting research activities can help farmers and peasants perform better and better for their own well being as well as increasing the nation's GDP per capita.

. Ministry of Livestock and Fisheries Development- Tanzania is yet to benefit from its livestock and fish wealth. The ministry will be required to prepare a strategic plan that help Tanzania's GDP to grow faster and thousands if not millions of Tanzania escape poverty through proper livestock husbandry and modernization of fishing and fish marketing and distribution.

. Ministry of Energy, Minerals and Basic Industries-energy and industry are twin-sisters, that's why we join them here.

Hopefully, energy will help industry in production and industry will help energy with parts and components, as well as machinery needed in localizing operations and indigenizing or localizing technology.

The Minerals sector can also benefit from industry, especially, if we are able to produce equipment and plants locally required in mining and processing minerals into semi-finished goods.

. Ministry of Foreign Affairs and International Co-operation -embassies can be used as intermediary in facilitating foreign investment, trade and mutual beneficial economic relationship.

Instead of having armies of bunches of good for nothing diplomats it is time to place Tanzanian youths with an entrepreneurship eye and who can study what is going on in the host country, learn it and immediately come back home to replicate whatever is done out there as part of our answer to the threat of globalization. In Africa, this Ministry can help in spread of Kiswahili and radio and television broadcasting in that language and other languages as well as distribution of Tanzanian videos and films to capture the unserved market for such products in Africa.

. Ministry of Finance and Economic Affairs-no country, as we have learned recently, can be safe if it cannot plan and oversee properly its financial and economic activities. This ministry must primarily exist in facilitating the work of the wealth creation ministries and secondly assisting the supporting ministries to find means of supporting themselves partly through charging the wealth creation ministries.

. Ministry of Lands and Habitats Modernization [Discarded housing and human settlements]- for the people to be healthy and productive they must have safe and clean settlements and housing. The ministry must, therefore, facilitate the development of modern settlements and homes for the population in every possible manner.

. Ministry of Human Resource, Career and Talents Development [Discarded obsolete Labour, Employment and Youth Development ]-first of all, labour is a misnomer nowadays. Thus why we settled for human resource (this term among other things signify the perceived partnership between workers and employers or owners of capital). Since all development is product of man's mind and that majority of employers now are going for partnership with employees it is much more appropriate to talk of human resource development than otherwise.

Some people will be employed but others may use their skills and talents to employ them. Whatever the case, the ministry is supposed to help in the planning, facilitation and implementation of individual, group and organizational objectives for the good of all Tanzanians.

The ministry must help each individual citizen to realize his or her purpose in life.

. Ministry of Health and Basic Needs Fulfilment ( Basic needs is synonym to poverty reduction, and shows how WB and IMF can recycle the same things over and over and since we don't understand the language accept all as if they are new)- We must learn from both the West as Well as China that this is a sensitive sector and cannot be left to the private sector alone without triggering dissatisfaction from the people. Above all, you cannot expect people to be productive, hard work, exercice creativity and innovation if they are always distracted by lack of this or that.

But unlike other countries in Africa, we should invest in our own people, facilities, equipment and buildings, not to speak about basic and applied research so that we have international standard hospitals that foreigners can come to for treatment.

If so desired we should employ qualified foreign doctors whom we are sure can help generate income 100 times than what we pay them.

The income thus generate will help subsidize the medical bills for the locals.

. Ministry of Educationm, Skills and Enrepreneurship Development-like the Ministry of Health, this ministry provided we upgrade the quality of our schools, colleges and universities as well as paying teachers well and making them more competent could make Tanzania a favored destination of students from all parts of Africa.

One thing, we must eliminate all initiatives that politicize schools, colleges and universities. The only function of these places is learning and teaching. They are not places to look for loans, moneylaundering by lurid academics, business, NGOs for easyriders, political campaigns, FFU battlegrounds and so on.

Wherever necessary and especially in teaching foreign language we should not hesitate to employ foreign teachers.

Again income generated from this sector shall be used to develop other sectors.

. Ministry of Defence and National Youth Service-in times of peace the defence forces must be empowered to engage in research and development activities that can help us produce parts and components of various machinery and even complete machinery or vehicle. For instance, a company in France has produced a car which use wind instead of petrol why should we not investigate this and help TPDF come up with a similar vehicle? Again is it really a big deal to challenge the army to produce water pumps for DAWASA and other water authorities in the country instead of importing them (of course on commercial bais) ; or producing parts and components of electric generators needed frequently by TANESCO, Songas and the likes?

Had pointed out many years ago that the National Service can be organized in terms of at least three groups all carrying out essential services needed by communities. I mentioned these to be military service, social service and community service. Those in the miliary wing will learn defending the country; those in social service will help clean our towns; and those in community service will help orphans, the sick, the aged and the disabled for a stint of one year or more before getting employed.

. Ministry of Home Affairs and National Security-the first duty here is to make sure people enjoy safety and security in their habitats and in their daily movements and activities. Secondly, we should move now to look for social, economic and technological intelligence that will help improve the living standards of Tanzanians.

Before reinventing the government in Tanzania we should have time to prepare a national strategic plan which should cascade down to ministries, regions and districts as an essential stage in ensuring the proposed move here is really in the right direction for our country and people.

Ideas shall be much more clearer when we know the vision, mission and strategic objectives of each area and institution. But above all, we must respect and have trust in Tanzanians first and foremost as the key to the development of this nation.

On the part of our leaders, what I can say is they should be open to people's ideas and believe in the fact that it is open conversation or talk or discussions and not hidden agendas that will truly serve this country best.

Don't mind if they heed to your advice or not but you have told them the naked truth. They are wasting money on ministries instead of putting the money in social services and especially the education of our kids and health services.

The analysis above is a great work but I doubt if in the 2 remaining years we can do any miracles. Any brilliant things would have been discovered in the first 100days or 1 year at most. In this "lala salama", nothing or very little can be done considering the number of challenges we have. But above all, there is no indication of WILLINGNESS in JK himself or his team to make a "U" turn. I will remain a doubting Thomas for that matter!

Dear Sammy Sr you are right on the money. Would you please go to Dodoma and read this to them maybe they will understand.Should the citizen rise and say we want a small cabinet. Lest not forget that being in government position in Africa it has different reasons than in the US.
