Halafu taarifa nyingine ikifuata kuwa ma-albino katika nchi za jirani wameanza kuuawa kukidhi soko la Tanzania, watatuelewa vipi? Wote, mimi na wewe, tutaonekana kuwa tunashiriki katika mauaji hayo! Kiini cha matatizo yanayowakabili watu wa jamii ya Maalbino nchini ni mila potofu za makabila yetu. Kwa makabila yetu mengi nchini kama siyo yote kuzaliwa mtoto Albino katika ukoo ni balaa ambalo halikubaliki. Kwa mujibu wa mila za makabila mengi mtoto albino anapozaliwa huuawa.

Tena kazi hiyo hufanywa pale pale anapozaliwa na wakunga na huzikwa kimya kimya kwa siri kubwa. Hata sisi Wakwere tumekuwa tunafanya hivyo. Ndiyo maana kwa watu wa umri wangu tuliozaliwa mikononi mwa wakunga wa jadi hatukuti Albino.


Siku hizi kwa sababu ya kuenea kwa zahanati, vituo vya afya na hospitali na kina mama wengi kujifungulia hospitali mauaji ya watoto Albino yamepungua kwa kiwango kikubwa. Kwa wale waliozaliwa hospitalini hayapo kabisa na kwa wale wanaozaliwa chini ya mikono ya wakunga wa jadi nao kama yapo ni kidogo sana. Elimu imesaidia wengi kumuona mtoto Albino kuwa ni mtoto sawa na mwingine.

Wengi wenu nyie waliozaliwa vijijni kwa wakunga wa jadi hawakupata bahati hiyo. Serikali na jamii kwa jumla haina budi kutambua nafasi ya elimu katika kukomesha mauaji ya Maalbino katika mazingira haya. Tutaendelea kuelimisha jamii na wakati huo huo tutaendelea kueneza huduma ya hospitali ili mama wajifungulie hospitalini. Hayo mawili ndiyo majawabu.

Ni maoni yangu na ya Serikali kuwa tunayo mambo mawili au matatu ya kufanya. Kwanza kabisa kuelimisha kuwa utajiri hautapatikana kwa kuwa na kiungo cha Albino bali kwa kufanya kazi kwa bidii na maarifa. Hii nayo si kazi rahisi kwa sababu wengi wetu bado tunaamini katika uwezo wa nguvu za giza katika kutuwekea sawa mambo yetu. La pili, ni kuwatambua waganga wa jadi wanaoeneza imani hiyo na wale watu wanaotumika kuua na kupata hivyo viungo. Kazi hii tunaendelea nayo na tumekuwa tunachukua hatua. Kuna mafanikio yanayoendelea kupatikana. Ugumu mkubwa ni ule usiri unaoambatana na suala lenyewe. Hata hivyo hatutachoka mpaka tulidhibiti.

REMARKS BY HIS EXCELLENCY JAKAYA MRISHO KIKWETE, PRESIDENT OF THE UNITED REPUBLIC OF TANZANIA, DURING THE 1ST COMESA EAC-SADC TRIPARTITE SUMMIT, 22ND OCTOBER, 2008
KAMPALA, UGANDA

Your Excellency President Yoweri Museveni, our host;
Your Excellency Paul Kagame, Chairperson of the East African Community;
Your Excellency Kgalema Motlanthe, President of the Republic of South Africa and Chairperson of SADC;
Your Excellency Mwai Kibaki, President of the Republic of Kenya and Chairperson of COMESA;
Excellencies Heads of State and Government presents;
Excellencies Heads of Delegations, Members of the Diplomatic Corps;
Ladies and Gentlemen;

Let me join those who spoke before me in thanking our host President Yoweri Kaguta Museveni and the people of Uganda for the warmth of reception and hospitality. I also thank them for the excellent facilities that have been put at our disposal for this important meeting. I congratulate Uganda for assuming the important non-permanent seat at the United Nations Security Council. We trust you to advance the cause and interest of Africa.

To President Motlanthe, I congratulate you for assuming the responsibility of the highest office in your great country. We wish you every success as you steer the affairs of your country to greater heights. Once again, I promise you our unqualified support and cooperation.

Excellencies, Ladies and Gentlemen;
This is historic meeting that one can rightly say that it has been long overdue. We in Tanzania are happy that it is finally being held. It is my hope that, at the end of this historic summit, we will come to some important agreements that will advance the cause of regional integration and promote the prosperity of the people of our three Regional Communities.

Mr. Chairman;
This meeting is convened to forge closer cooperation and harmonize working relations among our three regional economic groupings. It is necessary to do so for several good reasons. SADC, COMESA and EAC have overlapping memberships and all have a common objective of establishing a Free Trade Area, Customs Union and Common Market. It is imperative therefore that we harmonize matters to make it easy for Member States and the communities to work smoothly. Besides that, it is quite in line with the broader agenda of the African Union of economic and political integration. The Abuja Treaty, the Lagos Plan of Action and the AU Constitutive Act underscore the fact that economic and political integration of Africa will be promoted and built through the merger of the various economic groupings.

Mr. Chairman;
I am seeing this meeting today as the beginning of the process of merging COMESA, SADC and EAC. I know this is not the explicit view or purpose of our meeting today, but may I make a humble appeal to us to reflect on this matter and give it the proper focus it deserves. Doing that gives credence to our historic work. Otherwise one would ask why create one Free Trade Area from COMESA to SADC through the EAC yet remain three different entities each busy managing a Free Trade Area in its region which is open to other regions as well. In other words, I am saying let us come out of this meeting with the historic commitment of merging COMESA, SADC, and EAC into one huge regional economic grouping from Cape to Cairo, from Walvis Bay to Port Sudan, from Duoala to Djibouti, from the port of Matadi to the port of Dar es Salaam.

Proposal for a single Customs Union

Mr. Chairman;
Tanzania supports the proposal here at the table for establishing a single Free Trade Area for COMESA/EAC/SADC region. This is a very welcome thing indeed. As I alluded to earlier, we are of the view that this should not be an end in itself, but should be a step towards a greater goal to a customs union. A Free Trade Area performs best where there is a common external tariff, in other words, a Customs Union. This way, Member States will avoid trade diversion which may create frictions to the smooth operations of the Free Trade Area.

Excellencies, Ladies and Gentlemen,
Now that each of our groupings – SADC, ECA, and COMESA – is moving towards a Customs Union, it would be prudent that we start aiming at merging these processes to create one powerful Customs Union in later years. A Customs Union of 26 countries will be a formidable economic and political force, on the continent and at the world scale.

I therefore propose before this historic tripartite summit that we agree to direct the three secretariats of COMESA, SADC and EAC to start working on this noble goal. If the idea is acceptable, I propose that a joint task force be set up and report to this august assembly sometime next year. I believe that this is possible. And I believe we will succeed.

Movement of Persons Among the RECs

Excellencies, Ladies and Gentlemen,
Regarding movement of persons among our groupings, I agree that easy movement of persons is necessary for regional cooperation and integration. After all, cooperation and integration is about the people, it is for the people, and it should be by the people. It is therefore incumbent upon us as leaders to create the modalities to facilitate this cardinal tenet of regional integration and cooperation.

We therefore support the adoption of a framework for facilitation of free movement of persons in the three regions. I know it has its intricacies and complexities. I hope the matter will be discussed thoroughly. I know SADC has good experience in these matters. We can learn from SADC’s example with the negotiations and structure of the protocol on Facilitation of Movements of Persons.

Infrastructure Development
Mr. Chairman;
We all agree that infrastructure and physical interconnectivity is the critical lever for promoting growth and actualizing inter-regional trade, development and integration. It is therefore important that we agree on a mechanism for fast implementation of agreed priority infrastructure development programmes, such as roads, railways, ports, air transport, power supply and ICT.

I also would like to see closer cooperation in conceiving and developing intra- and inter-regional infrastructure projects within our three communities.

Of critical importance is the identification and mobilization of resources. Given the current global financial crisis, it may prove difficult to source funds for our infrastructure projects from bilateral and multilateral donors for our regions. Therefore, as a region, we should strive to identify our own resources and sources of finance for our priority programmes.

Mr. Chairman;
We should also promote and encourage private sector participation, both local and foreign, where possible. At the same time, we need to promote closer cooperation with our development partners. We need their support to compliment our efforts especially where we have weaknesses.

But, with regards to the European Union there is also the issue of negotiations of the Economic Partnership Agreements. We are negotiating as three entities. We are weakened. Weak as we already are, our strength will be bolstered by our coming together and negotiating with one voice. The coming together, like what is happening here today, affords us that opportunity. I know we will still negotiate EPAs as three entities but with the understanding that we will work closely, consult on positions, and share experiences. This will be of great benefit indeed.

Mr. Chairman;
We are gathered here at a landmark summit for a landmark decision. Let us all rise to the expectations of our people in our regions and on the entire African continent.

Your Excellency, Ian Khama, President of the Republic of Botswana;
Honorable Ministers present here tonight;
Honourable Isidore Shirima, Regional Commissioner for Arusha;
Members of the Diplomatic Corps;
Distinguished Guests;
Ladies and Gentlemen:

On behalf of the Government and People of Tanzania, I welcome you Mr. President and your distinguished delegation to our country. We feel greatly honoured to have you here with us. Tanzania is your home away from home. I therefore hope that you will find your stay with us both comfortable and memorable.

I believe I am expressing the sentiments of all Tanzanians in thanking Your Excellency for accepting my invitation to be our Guest at the commissioning ceremony for officer cadets who

have completed their one year at the Tanzania Military Academy that will take place tomorrow. We thank you for this gesture of friendship. Your visit advances further the excellent friendly relations that so happily exist between our two countries and peoples.

Mr. President;
This is the first time you visit our country since becoming President of your great country. So allow me to take this opportunity to once again congratulate you Mr. President for assuming the leadership of the Republic of Botswana. Botswana has once more demonstrated to be the beacon of democratic governance on the continent. Once again, we wish you every success as you discharge the responsibilities of this high office.

Tanzania and Botswana enjoy excellent relations whose foundation was laid by the founding fathers of our two nations, the late Sir Seretse Khama and the late Mwalimu Julius Kambarage Nyerere, the foundation that has led to a strong people to people and fit to fit cooperation. Botswana is home to many Tanzanians who work in different fields. We thank you for your hospitality. There is need to do more to develop stronger economic relations. I believe there is so much we can mutually benefit from such cooperation.

// We need to revive

We need to revive the Joint Permanent Commission of Cooperation established in 2002. The agreement establishing the JPC has many areas of cooperation. They include agriculture, livestock development, industry and mining, natural resources and conservation, tourism and trade. These are all critical sectors for our economies. All that is required of us is to see that the agreement is implemented for the benefit of our two countries. We need to make the joint Permanent Commission of Cooperation more proactive in its work by meeting more regularly.

Your Excellency, Ladies and Gentlemen;
Tanzania would like to learn a number of things in areas which Botswana has made great success. Botswana has attained very high economic growth rates to the envy of many of us on the continent. We would like to learn from your example from Botswana magic.

Botswana has a wealth of experience in the tourism, mining and meat industries. Perhaps, you may be the only African country exporting beef to the European market. Botswana has also reputation of having attained its micro-economic success through sound economic policies that Tanzania and the rest of the continent can learn from.

I believe that with greater cooperation, our two countries will be better equipped to deal with the many developmental

challenges facing our countries. I am confident that your visit will further enhance our determination to work together for the interest of our people, our countries and our region.

Mr. President;
Allow me to take this opportunity to applaud Botswana Leadership role in regional and continental affairs. Botswana is home to the SADC secretariat since birth. You have shouldered that responsibility so well and played your part very well. No complaint at all. We thank you. Botswana has also constantly played a positive role in the search for peace in our region and the African Continent.

We recall with great admiration the invaluable role played by Botswana in Mozambique and later in Somalia when you provided peace keepers. The Presidents of Botswana and many other leaders have always been proactive in peace negotiations. Former President, Sir Ketumile Masire worked as facilitator for peace effort in the DRC and Lesotho with commendable success. You have successfully maintained the good Botswana traditions as you continue to play a vital role in SADC affairs to the admiration of many of us.

I would like to conclude by once again thanking you for coming despite your heavy schedule at home. I wish to assure you Mr. President of my full commitment and that of my government to work with you in forging closer cooperation for our mutual benefit.

VIONGOZI wa nchi 26 za eneo la Mashariki na Kusini mwa Afrika wamekubaliana kuanzisha eneo la biashara huru na mfumo mmoja wa ushuru wa forodha ambao utatoka Afrika Kusini hadi Misri na kutoka Jamhuri ya Kidemokrasia ya Congo hadi Kenya.

Kwa mujibu wa taarifa rasmi iliyotolewa jana baada ya mkutano huo, nchi hizo pia zimekubaliana kuunganisha jumuia tatu za uchumi za nchi zao ili kuunda jumuia moja kubwa.

Maamuzi hayo yalichukuliwa katika mkutano wa kwanza kabisa wa nchi zinazounda Jumuia ya Afrika Mashariki (EAC), Jumuia ya Maendeleo Kusini mwa Afrika (SADC) na Umoja wa Soko la Pamoja la Mashariki na Kusini mwa Afrika (COMESA) uliofanyika Kampala, Uganda.

Mkutano huo wa siku moja kwenye Hoteli ya Munyonyo Commonwealth Resort, nje kidogo ya Kampala, umezielekeza sekretarieti za jumuia hizo tatu kuandaa mpango kabambe wa kuonyesha njia ya jinsi ya kuundwa kwa eneo la biashara huru. Sekretarieti hizo zimepewa miezi sita kuifanya kazi hiyo.

Mbali na uamuzi huo, wakuu hao pia wametoa miezi sita kwa sekretarieti hizo kuandaa mwenendo wa kisheria ambazo utawezesha nchi hizo kutekeleza uamuzi wa kuunda kwa eneo la biashara huru.


Pia wakuu hao wameelekeza vile vile kuwa katika kipindi hicho cha miezi sita, sekretarieti hizo ziweze kukamilisha mipango ya kuondoa vikwazo vya watu wa nchi hizo kufanya biashara kwa uhuru zaidi na kutembelea kwa urahisi zaidi.

Pia Baraza la Mawaziri la nchi hizo 26 litakutana katika muda wa mwaka mmoja kutoa maamuzi kuhusu muda wa utekelezaji wa mambo hayo yote.

Wakuu hao pia wamewaelekeza wenyeviti wa Mabaraza la Mawaziri ya jumuia zote tatu kuharakisha maandalizi ya mifumo ya pamoja ya kifedha, masoko ya pamoja na hisa na mifumo ya biashara ya bidhaa mbalimbali.

Taarifa hiyo iliyosomwa na Katibu Mkuu wa EAC, Balozi Juma Mwapachu, pia imewataka wenyeviti hao kuhakikisha kuwa wanaweka misimamo ya pamoja na jumuia hizo tatu katika majadiliano yote ya kiuchumi ya kimataifa yakiwemo yale ndani ya Shirika la Biashara Duniani (WTO).

Wakuu hao pia wamekubaliana kuwa kuanzia sasa nchi za jumuia hizo ziunganishe nguvu zao katika ujenzi wa miundombinu na katika kutafuta fedha za kugharimia miundombinu hiyo.

Taarifa pia imesema kuwa jumuia hizo tatu zitakuwa na eneo moja la usafiri wa anga katika kipindi cha mwaka mmoja na mfumo mmoja pamoja na mkonga mmoja wa mawasiliano ya intaneti.

Wakuu wa nchi waliohudhuria mkutano huo ni Rais Jakaya Mrisho Kikwete ambaye pia ni Mwenyekiti wa Umoja wa Afrika (AU), Rais Yoweri Museveni ambaye alikuwa mwenyeji wa mkutano huo, Rais Paul Kagame wa Rwanda, Mwenyekiti wa EAC ambaye pia alikuwa mwenyekiti wa mkutano huo wa jana, Rais Mwai Kibaki wa Kenya ambaye ni Mwenyekiti wa COMESA, Rais Kgalema Montlanthe wa Afrika Kusini ambaye ni Mwenyekiti wa SADC na Rais Robert Mugabe wa Zimbabwe.

Nchi nyingi ama ziliwakilishwa na Mawaziri Wakuu, Makamu wa Rais ama Mawaziri.

Tumeona ni vizuri kuwashirikisha katika tukio hili la kuwakabidhi viongozi wa chama cha Maalbino Tanzania jezi zilizotolewa na Mheshimiwa Rais.

Mtakumbuka tarehe 19 Oktoba, 2008 wakati Rais alipopokea maandamano ya kulaani mauaji ya maalbino, pamoja na mambo mengine aliahidi kutoa jezi na vifaa vingine vya michezo kwa timu ya maalbino itakayocheza mechi ya kirafiki na waheshimiwa wabunge leo tarehe 26 Oktoba, 2008 katika uwanja wa taifa.

Vyombo vya habari vimekuwa ni wadau na washiriki wakubwa katika kufichua vitendo vya ukatili na unyayapaa wanavyofanyiwa maalbino. Mheshimiwa Rais anazidi kuwapongeza kwa juhudi zenu katika kipigania haki za maalbino.

Rai yetu ni kwamba tunaomba kwa pamoja tuendeleze ujumbe kwamba maalbino ni binadamu kama walivyo binadamu wengine wanaopaswa kuheshimiwa na kupata haki zote na fursa ya kushiriki katika shughuli zote za kisiasa, kiuchumi na kijamii.

Hii ndiyo maana Mheshimiwa Rais ameamua kutoa jezi 33 na vifaa vinavyohusiana na michezo vyenye thamani ya Shilingi Milioni Mbili Laki Moja Arobaini na Tatu Elfu (Shs. 2,143,00/=) kwa maalibino ili kuwawezesha kushiriki kikamilifu mechi ya leo kati yao na waheshimiwa wabunge.

ITAKUWA ni makosa kuitathmini Awamu ya Nne bila kutanabahisha kuwa serikali hiyo ilianza kazi kwa ahadi kubwa kubwa bila kuangalia hali halisi ya wakati na mazingira yaliyokuwepo wakati wa kuingia madarakani.

Kama tunavyojua ahadi nyingi hadi wa leo zimekuwa ni nyimbo kiasi cha kusababisha uongozi wa awamu hiyo kuitwa viongozi wasanii.

Usanii huu ulifikia kilele katika sakata la EPA na kuhusishwa kwa jamaa za Rais na kashfa hiyo hadi kufungiwa kwa gazeti la Mwanahalisi bila kufuata katiba, taratibu na sheria za nchi.

Laiti kama uongozi wa awamu ya nne ungelichukua muda kupata picha halisi ya nchi kama ilivyoachwa na Rais aliyetangulia kuna mambo kadhaa yaliyohitaji kurekebishwa kabla ya kuingilia masuala ya utekelezaji.

Hadi Rais wa awamu ya tatu anaondoka madarakani nyufa kadhaa za kisiasa na kijamii zilikwishaonekana:

. Awamu ya tatu ilikwishawagawa Wazanzibari na Watanganyika kwa siasa zake za kibabe;
. Awamu ya tatu ilifanya kosa kubwa la kukataa Kuwepo kwa Katiba Mpya wakati mazingira ya ksiasa, kiuchumi na kijamii yalikuwa yakililia jambo hilo;
. Awamu ya tatu ilikwishawagawa Wakiristo na Waislamu kwa kushughulikia chapuchapu mambo ya Wakiristo na kulalia au kuyapuuza masuala ya Waislamu;
. Awamu ya tatu iliuza mashirika ya umma kwa watu wachache, wa nje na wa ndani, na waliowekeza katika mashirika ya umma, yaani wananchi, hawakununafaika chochote na ubianfsishaji isipokuwa kwa vigogo, vizito na wanjanya wachache. Hii ilichangia kwa kiasi kikubwa kugawa nchi kati ya walionacho na wasionacho;
. Awamu ya tatu haikuimarisha demokrasia kwa kushindwa kuunda Tume Huru ya Uchaguzi na kuendelea kukubali vipengele vya katiba na sheria vilivyokiuka haki za msingi za raia;
. Kwa kutumia jeshi la polisi vibaya awamu ya tatu iligawa polisi na wananchi, jambo ambalo bado linaendelea kudhihirika mahakamani;
. Katika siasa za nje, awamu ya tatu ilifanikiwa sana kuwagawa wafadhili kati ya washirika wateuliwa na washirika wanaojipendekeza, kwa maana Uingereza (ambayo ilibariki rushwa kati ya makampuni ya Uingereza na serikali ya Tanzania) ilionekana ndio baba na mama wa kila kitu na nchi zilizokuwa na nia ya kweli kuitoa Tanzania kutoka kwenye umasikini kama vile nchi za Kiarabu, Japan, Scandinavia, China, India, Brazil na kadhalika zilionekana hazina umuhimu wala maana kwa nchi hii;
. Awamu ya tatu iliwagawa wanasiasa kati ya wale wasio na mahusiano na matajiri na wale waliokuwa na fedha za matajiri nyuma yao. Jambo ambalo kwa kiasi kikubwa limechangia tabia, hulka na majibu ya uongozi wa sasa katika kashfa mbalimbali zilizoikumbuka nchi na serikali;
. Awamu ya tatu iliingia madarakani ikijua fika kuwa Tanzania imekuwa ikitumia muda na rasilimali zake ndogo katika masuala ya kimataifa na hususan Afrika bila faida wala manufaa yoyote kwa Watanzania;
. Awamu ya tatu ilikwishaanzisha 'apartheid' ya afya na tiba kwa kuwa na Watananzia wanaotibiwa nje na wale wasiotibiwa nje;
. Awamu ya tatu pia ndio iliyoanzisha 'apartheid' kati ya watoto wa viongozi, mangimeza wa serikali na watoto wa wananchi wa kawaida. Kikundi cha kwanza, kilisomeshwa nje kwa fedha za serikali, na kikundi cha pili kinasomeshwa kwa mikopo toka serikalini katika hali ya kusimbuliwa na kudhalilishwa mara kwa mara;
. Awamu ya tatu iliwafanya Watanzania kuwa hawana thamani kama mitambo na fedha za makampuni ya nje na hivyo kuuza au kukodi migodi ya dhahabu na madini mengine kwa bei sawa na bure;
. Awamu ya tatu haikukaa na kutathmini kwa makini yale yanyoweza kuendeshwa na serikali na yale ya kuwaachia watu binafsi na hivyo kuingiza nchi katika matatizo ya maji, usafiri wa reli, simu, mabenki na kadhalika;
. Awamu ya tatu iliachia askari wa kukodiwa kuendesha kampeni za CCM kwa namna ambayo wote leo tunaikumbuka na bila shaka kuna uhusiano mkubwa kati ya waendesha kampeni hizo na BOT, Hazina, EPA, migodi ya dhahabu na matatizo yanayoikumba nchi kwa sasa;
. Awamu ya tatu haikuzipa WIzara wala mikoa visheni na misheni stetimenti na awamu ya nne ikapokea serikali vivyo hivyo na imeendelea vivyo hivyo, yaani kama vile nchi wala sehemu za nchi hazina mipango wala ramani kuu ya kule tunakostahili kuelekea;
. Awamu ya tatu ilizungukwa na watu wenye ubinafsi wa hali ya juu na ni wachache sana waliokuwa na uchungu wa nchi na watu wake. Hawa wachache wengi wao walifukuzwa au kwa namna moja au nyingine kuondolewa serikalini;
. Awamu ya tatu imechangia sana mikoa kadhaa nchi kubaki nyuma au kurudi nyuma kimaendeleo kutokana na sera mbovu za kijamii na kiuchumi na uwezo duni wa serikali kuwafikia na kutafutia ufumbuzi matatizo ya wananchi mikoani;
. Awamu ya tatu ilikifanya chama tawala kuwa chama yatima kwa kukosa uongozi na dira ya kuwatumikia wananchi waliokiweka chama hicho madarakani na kuishia kuwafanya viongozi wa chama wa mikoa, wilaya na matawini kukitumia chama kwa faida yao binafsi na wala sio huduma kwa wananchi;
. Kubwa zaidi ni kuwa awamu ya tatu ilishindwa kudhibiti vitabu, mapato na matumizi ya serikali kwani ilijali wakubwa tu kulipwa na kilichofanyika BOT, Hazina na mawizarani hakuna aliyekijua.

Ukiyazingatia yote haya utaona kwamba kuna mambo kadhaa yalistahili kushughulikiwa kwanza kabla ya serikali ya awamu ya nne kuwa na nafasi ya kuweza kutekeleza ahadi zake njema kwa wananchi wa Tanzania.

Kwa kuwa haya hayakufanyika matokeo yake ni kuwa Kikwete, kwa kifupi, hapa nyumbani anaonekana kuishindwa kazi ya Urais na imani na matumaini wananchi waliyokuwa nayo kwake kwa kiasi kikubwa vimeshuka.

Huko nje kabla ya BOT na EPA alianza kupanda chati. Hata hivyo, matokeo ya ufisadi na udhaifu wake katika maamuzi na uwezo wa kuleta marekebisho muhimu kunaanza kuwafanya wengi kuuliza maswali juu ya uwezo wake kama kiongozi anayewafaa Watanzania.

Harakati za kuelekea Ikulu

Dalili za mashaka zilianza kuonekana pale ambapo timu ya kampeni ya rais aliyeko madarakani ilipoanza kuvinunua vyombo vya habari, kupaka matope wagombea wengine na kuweka mkakati wa kisasi kwa kila aliyesimama dhidi yao na kile walichokitaka.

Hatuna haja ya kuingia ndani sana, lakini ujumbe muhimu hapa ilikuwa ni kuwa ama mgombea au waliokuwa wanamtaka mgombea huyu waliutaka urais kwa udi na uvumba kwa sababu walizozijua wao zaidi kuliko maslahi ya nchi na Watanzania.

Hakukuwa na mkakati wala malengo yakinifu kiuchumi na kimaendeleo wakati huo kama ilivyo sasa. Nchi, kwa wengi, inaonekana inakwenda kwa kudra za Mungu, na kwamba yeyote yule angeliweza kuwepo madarakani na bado nchi isingelikuwa na jipya.

Fundisho kubwa hapa ni kwamba kuutaka Urais, sio kuweza na kumudu kikamilifu kazi za urais.

UONGOZI
Kiongozi hapimwi kwa uwezo wake binafsi au kwa kazi anayoifanya yeye mwenyewe.

Aghalabu, kiongozi mzuri hutambulika kutokana na uwezo na kazi za wale walioko chini yake.

Rais kama mtendaji mkuu anafaulu pale anapokuwa na mawaziri, makatibu wakuu, wakuu wa mikoa, wakuu wa wilaya na watumishi wa umma wanaojituma na wanaochukulia kazi zao kama wito wa kubadilisha maisha ya wananchi wote na sio tu maisha yao, wake na familia zao.

Hili halionekani kuwa ndio hali halisi ya uongozi ulioko madarakani. Ndio kuna timu, lakini kama zilivyo timu za mpira wa miguu Tanzania sio timu zenye wachezaji wanaocheza kama timu moja na kuonesha matumaini kwamba wanaweza wakashinda mechi yoyote ya kimataifa!

Guru wa menejimenti wanasema kwamba mwanzo wa mafanikio katika oganaizesheni yoyote ni kuwa na timu inayocheza kama timu. Kinyume cha hivyo, ni bure kutegemea sio tu maajabu bali hata utendaji kazi mzuri wa kawaida.

Uongozi ni kuonesha njia. Hapa tunatarajira kuwa kiongozi alikuwa tayari anajua njia. Kama na yeye alikuwa akioneshwa njia sasa inakuwa ni mtihani mkubwa. Kama kiongozi mwenyewe keshapotea njia ni vigumu kuona ni jinsi gani anaweza kuwaongoza wanaomfuata. Na huu ndio msiba wa Watanzania hivi leo.

Pamoja na kuzungukwa na wapiga-debe, marafiki, watu wa kulipwa au kulipiwa fadhila na kama hao ni vyema pia kuzungukwa na asilimia kidogo ya watu ambao hawakuogopi na ambao watakupa hata habari na maelezo ambayo hupendi kuyasikia na yatakayokuharibia siku yako. Lakini habari ambazo zitawaonesha watu uko juu ya mambo na unajua unachokifanya na unachokisema saa zote na wakati wote.

UCHUMI
Yapo madai kwamba nchi imepiga hatua hii au ile, lakini kipimo halisi kama nchi inaendelea au haiendelei ni kile cha GPD per capita. Hadi wa leo GDP per capita ya Mtanzania ni ndogo kuliko ya Rwanda, Uganda na Kenya. Hata Algeria, Burundi, Sudan, Ethiopia,Mozambique, Malawi, Zambia na kadhalika zimetuzidi pamoja na matatizo yao ya uchumi au kukosa amani. Ni vigumu kwa hiyo kuona maendeleo hayo yanatoka wapi.

Nchi haijawa na mpango wowote wa kutumia tathmini kama zile za Human Development Index wala ile ya karibuni ya Mo Ibrahim Index of African Development kujiangalia na kujipanga upya ili kufanya kwanza yale yanayowezekana kufanyika bila msaada toka nje. Hakuna anayekubali tena kisingizio kwamba uchumi wa Tanzania kwa kiasi kikubwa hauko kwenye rekodi au vitabu kwa sababu hizo ni porojo tu na kuwa nchi nyingi za Kiafrika zina hulka hiyo hiyo na sisi hatupimwi na nchi za nje bali wenzetu hapa Afrika.

Kwa kifupi, katika miaka minne ya Kikwete Watanzania wana hali mbaya ya kiuchumi na kimaisha kuliko alivyowakuta pamoja na ahadi za chama chake kuwa kinakuja na kasi zaidi, nguvu mpya na ari mpya.

Kasi mpya iliyopo na ile ya kuendelea kuacha matatizo kuendelea kuwa matatizo; nguvu mpya ni ile ya kukwaza uhuru wa vyombo vya habari na kubwekea kufuata kwa sheria zilizopitwa na wakati au zilizowekwa kulinda ubovu wa serikali na wanasiasa walioko madarakani; na ari mpya ni ile ya kuwalinda wanaohujumu haki za wananchi na uchumi wa nchi hii.

JAMII
Jamii ya Tanzania iliahidiwa mengi na Chama tawala wakati rais wake anaingia madarakani. Lakini mojawapo kubwa ni lile la kuahidi kwamba:
'Maisha bora kwa kila Mtanzania yanawezekana!'
Hilo halijawa na haiwezekani kuwa katika kipindi cha mwaka mmoja uliobakia kufikia uchaguzi mkuu wa mwaka 2010.

Dalili zote zilizopo ni kuwa kuna uwezekano mkubwa wa kuwa na maisha duni kwa kila Mtanzania tunapoingia mwaka 2009 hasa ukizingatia migomo mbalimbali na kuzorota kwa utawala wa kisheria mambo yanayokithiri lwa sasa. Pamoja na kushuka kwa bei ya mafuta duniani ni dhahiri serikali iliyoko madarakani ni dhaifu na haiwezi kufanya lolote la kufikisha nafuu inayotokea kwenye soko la dunia kwa Mtanzania wa kawaida.

Wakati wake na watoto wa vizito na vigogo wananufaika na kabala ya walaji mali za nchi kiharamu watoto na vijana wa walalahoi wanaendelea kuadhirika katika masuala ya elimu, tiba na ajira kama vile hawana mzazi wala mlezi katika nchi hii. Kazi iliyotakiwa kufanywa na serikali yenye viongozi waadilifu na wenye mapenzi na uchungu wa maendeleo ya nchi na watu wake.

Pamoja na kuwa na tatizo la ukimwi lakini jinsi linavyochukuliwa na serikali kwa msaada wa Wamarekani ni kichekesho kitupu. Imekuwa kama vile Tanzania haina matatizo mengine makubwa kuliko ukimwi, ikiwemo maradhi yanayoua maelfu ya watu wetu kila siku. Na hata ukiangalia misaada inayomiminika kusaidia ukimwi utagundua kuwa misaada hiyo inawasaidia zaidi wasio na ugonjwa huo kuliko wenye ugonjwa huo.

UTAMADUNI
BADALA ya kulinda utamaduni wa nchi hii serikali ya awamu ya pili imekuwa mwanasesere wa Wamarekani na Waingereza.

Inaelekea sio tu viongozi wetu wanawapenda jamaa hawa bali wanawaabudu kama Miungu yao ya dunia.

Shirika la Utangazaji la Tanzania (TBC) ndio liko mstari wa mbele katika kupotosha watoto na watu wazima kwa kutangaza vipindi vyenye kusambaza utamaduni na maadili ya kigeni hapa nchini.

Badala ya kuendeleza mpira wetu, sasa tunajiandaa kuwa koloni la Waingereza kimpira, kisaikolojia.

TBC kwa kupewa meno na makucha na serikali imeingia kwenye soko la habari na kuanza kuwararua walipa kodi wazuri wa nchi hii katika ushindani uanogemea upande mmoja.

Pamoja na nia nzuri ya kuwa na vyombo vya habari vya umma kilichopo hivi sasa ni vyombo vya habari vya chama tawala na wala sio vya serikali. Hakuna jipya lolote lililoneshwa zaidi ya mbwembwe za kisanii katika sauti na kitaswira ambazo hazijamwongezea Mtanzania lolote jipya kihabari, kielimu na kiburudani.

Shirika hilo limeshindwa kabisa kuandaa vipindi vinavyoenzi utamaduni wetu na kuwalea watoto na vijana wetu katika maadili ya kitanzania pengine kwa sababu nchi yenyewe chini yc CCM kimeshindwa kuwa na maadili ya Kitaifa. Ni vigumu hivi leo kumtofautisha Mtanznia na mtu wa nchi nyingine maana tumeishia kumfanya Mtanzania kinyago tu hapa duniani. Hili ni pamoja na kutambua au kutotambua kwamba utamaduni ni roho ya taifa. Bila utamaduni nchi hii haina tofauti na mfu! Kubwa zaidi, hakuna nchi inayoweza kuwa na maendeleo ya kweli yasiyojengwa juu ya msingi wa utamaduni, jadi, desturi na mila zake.

TEKNOLOJIA
Wale waliopewa dhamana ya uongozi katika nchi hii wametumia upatikanaji na ununuaji teknolojia mpya kama njia ya kujitajirisha kwa kuinunulia nchi hii mitambo mibovu kuanzia rada hadi jenereta za umeme na kadhalika. Haya, yamechangia kwa kiasi kikubwa umasikini zaidi wa Mtanzania.

Isitoshe, kwa kushinda kufanya utafiti makini kuhusiana na gharama za mashine na mitambo ya aina mbalimbali ikiwemo ile ya kuchimba madini tumekodisha migodi yetu kwa mapato sawa na hamna. Kiasi ambacho kinaonesha kuwa uongozi unaona mitambo na mashine za wawekezaji kuwa na thamani zaidi kuliko Watanzania wote wakiwekwa pamoja.

Pale walipotokea Watanzania wenye kipaji cha kutengeneza teknolojia moja au ya aina nyingine utawala umeendelea kuwakwaza badala ya kuwasaidia na hivyo kuisadia nchi na watu wake.

Hata mapokeo ya teknolojia mpya yamekuwa legelege kiasi ya kwamba hivi leo Rwanda iliyokuwa nyuma yetu kimaendeleo imeanza kutuwashia indiketa na bila shaka hautopita muda kabla ya kushindwa kuona taa hizo za indiketa.

SIASA ZA NJE NA SIASA ZA NDANI.

HILI wala halina mjadala. Kwa siasa za ndani Tanzania chini ya Bw. Kikwete imepata F, wakati katika siasa za nje imepata B+.

Mamilioni ya fedha yametumika kugharamia masuala ya siasa za nje huku baadhi ya mikoa na wilaya ikisahaulika kama ni sehemu ya Tanzania kiuchumi na kijamii. Hali za maisha katika mikoa ya Tanga, Tabora, Mbeya, Rukwa, Singida, Kigoma kwa kweli inakatisha tama na haionekani kama kuna nafuu inakuja njiani hivi karibuni.

Suala hapa ni je, miaka 47 baada ya Uhuru Watanzania wataendelea kuridhika kuona akili na rasilimali za nchi yao vinaendelea kuwanufaisha watu wa nje na sio wao wenyewe? Hasa ukizingatia kwamba hivi sasa Watanzania hawatakiwi na wanauawa katika nchi kama Afrika Kusini, Msumbiji, Zimbabwe, Angola na kadhalika?

pia suala la OIC na mahakama ya kadhi wakati katiba yetu inasema nchi yetu haina dini ni hatari nyinmgine kwa mstakabadhi wa taifa letu... je ni hatua gani unaweza kuzichukua kwa mtu kama huyu?

Mimi nadhani kama tuna madai ya kweli na ya haki kuwa Rais ameshindwa kuheshimu au teseme amevunja katiba, basi tuombe wabunge wetu wapeleke hoja ya kumtupilia mbali. Bila kujenga utaratibu wa kupeana adhabu tunapokosea hatujengi. Mkosefu anastahili adhabu na si muda wa kumpigia muziki apate usingizi!! Naomba wale wanaoamini kuwa Rais amevunja katiba watupe hizo hoja 1, 2, 3.....n.k).
