Jaribu kuisoma vizuri post hii ya mdau Chasha kasha urudi tena hapa utupe maoni yako kama bado msimamo wako ni ule ule wa kuwaunga mkono watawala wetu ambao wameshindwa kuproject mradi utakaodumu kwa miaka zaidi ya 40 ijayo.

Katika nchi ambayo tunaizidi vivutio vya utalii pamoja na socio economics lakini wao walijenga uwanja wa ndege wa Jomo Kenyata miaka hiyo ya sabini uwanja ukiwa na uwezo wa kupitisha wasafiri milioni mbili na nusu na hadi hivi sasa wanapoamua kujenga terminal two ni baada ya kubaini kuwa kumekuwa na ongezeko kubwa la wasafiri kufikia kiasi cha watu milioni sita ambao uwanja wa sasa umeshindwa kuhimili.

Sasa wanafikiria kujenga (infact ujenzi unakaribia kuanza muda wowote) terminal two itakayouwezesha uwanja wa Jomo Kenyata kupitisha wasafiri milioni 40 wakati sisi tunafikiria uwanja wenye uwezo wa kupitisha abiria milioni sita.

Hebu fikiria wakati sisi Tanzania tuna population ya watu takribani milioni 45 tunafikiria uwanja wenye uwezo wa kupitisha wasafiri milioni sita wenzetu Kenya wenye population ya kadri ya watu milioni 30 wao wanafikiria uwanja wenye uwezo wa kupitisha wasafiri milioni 40.

Mkuu yani hadi hapo huoni kuwa wakenya wamewaruhusu wataalamu wao wafanye kazi bila kuingiliwa na wanasiasa wakati sisi hapa Tanzania wataalamu wamewaruhusu wanasiasa wawafanyie kazi zao??!!

Hii ndiyo sababu ya msingi ya kampuni ya BAM kujenga uwanja mdogo wa kupitisha watu milioni sita kwa mwaka kwa gharama kubwa kiasi hiki. Ahsante sana mkuu Nono kwa observation yako, ni dhahiri kuwa hapa wakuu wa serikali na mkandarasi wanagawana pasu kwa pasu hiyo euro 250 milioni. Hapana chezeya bongoland wewe...

Uwanja huo haufai kwa karne ya sasa,tuna mipango ya "Big result" ambayo haita endana na uwanja huo.
Serikali iwe na mtazamo wa mbali na wadau washirikishwe kusaidia hilo.
 
Kwanza nitamke wazi kwamba nilikuwa sifahamu iwapo hiyo ndiyo mindset ya viongozi wetu kuhusu AirTanzania; so kama ndivyo basi nawaunga mkono! Bado nasimamia pale pale kwamba ni lazima tuwe na diversified socio-economic activities ambazo zinaweza kuvuta wageni kutoka sehemu mbalimbali za dunia. Ukishakuwa na mazingira kama hayo, kisha ukawa na National Airline basi utakuwa na airline inayofanya biashara na sio airline just for the sake kwamba tuwe na national airline a mbayo ita-operate kwa ruzuku! Katika uchumi, huwezi ku-ignore importance of the economies of scale; lakini kwa mazingira ya uchumi tulionao hivi sasa hayatoi fursa ya ku-enjoy economies of scale/size endapo tunakuwa na National Airline. Kama tunataka kuwa na shirika la ndege la kisiasa(nafahamu kuna wa-TZ inawauma sana wakiona nchi kama Rwanda wana national airline), we can have it lakini kama ni airline itakayojiendesha kwa faida then am afraid we don't have favorable condition.

Hujanijibu kwa hoja yeyote ya nguvu kwanini toka East African Airways ife miaka 37 nyuma, hadi leo hatuna chochote kinachofanana na Airline.

Unataka kunieleza hatujafanya maendeleo kwenye nyanja za utalii, uchumi na Biashara au hata kukuwa kwa population?
I believe we have made reasonable socio economic improvements in comparison to 1977. At that time TZ had 18 fully operational airports serviced by the airline. Connections were availably regionally and Internationally.

Kilichoingia ni kama laana ya aina fulani hivi. Tunakuwa na vigugumizi katika kufanya vitu vipya. Tunabaki kuiga Kenya au kwengine bila hata kufikiria mahitaji yetu halisi ni yapi. Usually inatugharimu saaaana baadae.

Angalia sakata la reli ya zetu, bandari.... etc etc...hakuna kimoja kinachofanya kazi efficiently, kwa nini?

Nchi za jirani zinatubembeleza miaka kadhaa kutmia bandari kiufanisi, but guess what... despite it generating billions of dollars bado tunashindwa to put a plan in place to cope up with the excess work load.....

The demand IS THERE, yet kazi imekuwa kufukuza Mawaziri, and NOTHING else has been done. Hiyo ndio mindset ninayozungumzia.

Hapa ndipo tunapozungumzia picha anayotuakisi Watanzania. Jirani anaongelea Milioni 40, sisi tunaongelea milioni 6. Sijui jina gani linalotufaa sisi!

Kwa sababu wenzetu wana vision ya mbali na uadilifu wa hali ya juu.
Kiwanja kimepanuliwa na kujengwa terminal hii itakuwa ni ya tatu sasa. Ardhi inayozunguka airport imeshikiliwa rasmi kwa shughuli hiyo tu iko kubwa kiasi wanajenga runway nyingine.

Hiyo gharama yao inajumuisha na runway pia.... Hebu angalia tofauti ya na kijibanda chetu!!

Kama sisi tutatumia nusu ya Wakenya lakini matokeo yetu yakawa 1/7 ya matokeo ya wakenya badala ya 1/2 hapo kuna walakini. Pili, tujiulize hiyo idida ya milioni 2 ilifikiwa lini? Mabadiliko yanakwenda kwa kasi isiyohitaji kuangali vipaombele vya miaka 5-10 tu. Wewe ni shahidi, mwinyi alijenga barabara ya morogoro, mkapa nae akajenga, sasa kikwete nae anajenga. Unajua nini, rais ajae nae ndani ya miaka 10 yake lazima ajenge barabara ya morogoro. Hapa na maanisha kuijenga na sio kukarabati. Unajua tatizo ni nini? sio kingine ila ni PUA na MDOMO

Labda kama hukunielewa vizuri maelezo yangu!! BInafsi sipingi hata kidogo kujenga uwanja wenye uwezo wa ku-cater hata abiria 100 million annually! Hoja yangu ni kwamba, hata kama utakuwa na uwanja mkubwa na bora kiasi gani na nchi haina socio-economic activities zinazoweza ku-attract wageni(consistently) kutoka nje basi uwanja huo utakuwa underutilized for several generations. Chukua mfano mzuri wa hao hao Jomo Kenyata; uwanja wao wamejenga 1970's na hakuna mjadala kwamba Jomo Kenyatta ndiyo the largest gateway in East and Central Africa todate. Wakati uwanja huo umejengwa 1970's ukiwa na lengo la kuhudumia 2.5 passengers; bado almost 40 years later unahudumia ONLY 6 million passengers pamoja na kwamba Jomo Kenyatta ulikuwa na competitive advantages. Jomo Kenyatta ime-exist wakati majirani zake wa East and Central Africa wakiwa na viwanja dhaifu kabisa! Aidha hakuna mjadala kwamba Kenya imefunguka kwa miaka kadhaa sasa lakini pamoja na yote hayo, bado Jomo Kenyatta ndo kwanza almost forty years letter ndo inakadiriwa kuhudumia wageni 6 million (ambao hata hivyo bado idadi hiyo haijafikiwa, wanakuwa tu apprroximated to 6 million wakati actual figures ni about 5.8 million). Sasa hapo maana yake ni nini; Uwanja huo huo wa Dar es salaam unaokusudiwa kuhudumia wageni million 6; si ajabu idadi hiyo ikafikiwa fifty years later ikiwa hatuja-diversify our socio-economic activities! Usisahau kwamba Jomo Kenyatta ndo kwanza wanafikia 6 million after almost 40 years huku wakiwa bado wana-enjoy some monopoly power.

Tukija upande wa Jomo Kenyatta kutaka kupanua uwanja hadi kupitisha abiria 40 million annually, let me say this. From Political Point of View, nawapongeza; wow! It's greatest move; I adore the guys, they plan their country for future! But from Economic Point of View, I can say these people are insane; I repeat, they are INSANE!! It'll take them even a century or so kufikiwa hiyo idadi! Wakati wana-enjoy some monopoly na kuwa the largest gateway in East and Central Africa, imewachukua about 40 years lakini ndo kwanza wanakaribia 6 millions passengers! What about now ambapo nchi nyingi zinafanya investment in airports? Cape Town, the most attractive destination in Africa hawajafikisha hata wageni 10 millions ( na capacity ya huo uwanja ni 14.5 million passengers) wakati hata ukichukua watu mia moja ukawauliza(ukafanya survey) wangependa kwenda wapi kati ya Cape Town na Nairobi, si ajabu over 75% waka-opt Cape Town!! Wageni wetu wengi bado wanapitia Jomo Kenyatta(for the time being Jomo Kenyatta ndio Heathrow ya East and Central) kwa sababu hatuna direct flights; TZ ikifunguka hawatakuwa na sababu ya kupitia pale! Likewise, Wasomali wengi hivi sasa wanaishi nje ya nchi na wanatumia Jomo Kenyatta. Aidha, Wasomali are very good in doing business, ile nchi(Somalia) ikitulia, Mogadishu moja kwa moja itafunguka internationally na Wasomali and people doing business with Somalia will no longer use Jomo Kenyata Airport; halafu bado una-plan kuipanua Jomo Kenyatta ili ipitishe 40 million passengers ili usifiwe kwamba unaangalia 50 years; it's insane! Bado Wakenya wanasumbuliwa na “Superiorphobia”; superiority complex!

Dubai wanacheza kwenye 40-50's passengers; hiyo Jomo Kenyatta itawachukua miongo mingapi kufikia hadhi ya Dubai? Kenyans are insane huku wakitaka kuendelea kuonesha kwamba wao ni the GIANT in East Africa, hiki ndicho kinachowasumbua! Walikuwa na mpango wa kujenga 5 optic fibres wakati idadi ya wananchi wenye umeme ni 25%! Tunachotakiwa kufanya si tu ku-forecast 50 years bali kufanya LOGICAL AND RATIONAL fifty years forecast! Tuachane na hizi mbwembwe za wenzetu za kutaka kuhakikisha kila mwanafunzi wa shule ya msingi anakuwa na laptop wakati wananchi hawana maji safi na salama ya kunywa, i repeat, it's insane!

Hivyo basi, ingawaje sipingi suala la kujenga uwanja mkubwa zaidi lakini lazima hilo lifanyike kwa kuangalia nature of our economy; msisitizo ukiwa ni ktk ku-diversify socio-economic activities. Taking the fact kwamba it'll take us a time kuwa na diversified economy na kwamba it's irrational ku-expand further due to lack of land (jambo ambalo nimeshalizungumza hapo kabla), bado naamini terminal 3 yenye uwezo wa kuhudumia 6 million passengers itatufikisha 2050 bila matatizo!! Vile vile usisahau kuna terminal 2 ambayo inaweza kuendelea ku-serve international traffics! Usisahau vilevile kuna terminal I inayotumiwa na charters ambayo inaweza kutumika for domestic flight na kutoa more space for international flights in Terminal 2!

Kwa upande mwingine, nadhani hapa watu mnachanganya mambo; sawa na kusema Mkurya mwenye ng'ombe 1500 na mbuzi 2000, mkasema Mkurya huyu ana mifugo 3,500 sehemu ambayo watu wanazungumzia idadi ya ng'ombe! Hapo ndipo mnapo-miss point. Tunapozungumzia 6 million passengers ni for International Flights na sio total flights. Kwa mfano, wakati the largest airport in Africa; Oliver Tambo inapitisha 18.5 million passengers annually, ni less than 10 million passengers are from International Flights! More than 50% ni domestic flights! Tukija Cape Town, mji ambao unatembelewa sana na wageni, wakati kwa sasa unapitisha wageni 8.5 million, ni less than 1.5 million ambao ni international flights! Hao wa Terminal Dar ambao ni 6 milllion, all for international flights! In addition, hao wageni wanaokadiriwa kufikia 2 million kwa sasa Dar Airport, ni both domestic and international passengers! Ukitoa Domestic Passengers, ile ya watu kwenda na kurudi bungeni dodoma, kwenda na kurudi kutalii Arusha, kwenda na kurudi Mwanza, kwenda na kurudi Mtwara and so on; ukitoa hao watu utagundua kwamba hadi leo Mwalimu Nyerere Airports inapitisha less than 1.5 million international passengers annually(usisahau, Cape Town bado inapitisha less than 1.5 million as well); halafu mnataka watu wafanye insane decision kama ya Wakenya ya kujenga uwanja kwa ajili ya 40 million passengers!!!

Mwisho nizungumzie hoja yako kwamba nchi yetu ina vivutio vingi vya utalii! You're very right, utalii ni one of the largest socio-economic activities ambayo ina-attract wageni duniani lakini sidhani kama nitakosea nikisema hiyo factor haina direct effect na Dar es salaam International Airport. Usisahau kwamba Tourism DEstination/Circuit in Tanzania ni Northen Corridor ambako wageni wengi hadi leo wanapitia KIA na wengi wao wala hawaigusi Dar es salaam! Wageni wengi wanaopitia Dar Airports ni for political and commerce since Dar ndo largest commercial city and political gateway!

Sisi si wa 10% kama wenzetu duniani wanavyofanya sisi ni 40% hutaki - Project utaisikia tu.

Bado sijakujibu hoja yoyote au unashindwa kuunganisha dots? Kila kitu nimeeleza, hayo mambo ya East Africa Airways hapa sio mahali pake! Tunachojadili hapa ni rationality ya kujenga Terminal 3 pale Mwalimu Nyerere International airport itakayowezesha kupitisha 6 million international passengers annually. Hilo halina uhusiano na The Old Dead and Buried East African Airways! Na kama unazungumzia suala la kufufua National Airline, nimelizungumzia sana, so, unanishangaza unaposema sijakujibu! Please, read between the lines!

Hakuna anayesema hatujafanya any socio-economic improvements; ninachosema ni kwamba tunatakiwa ku-diversify socio-economic activities! Diversification is more than improvement! The most attractive tourist circuit in Tanzania ni northern circuit ambayo watalii wengi wanatumia KIA na kurudia huko huko bila hata kugusa Dar es salaam! Na ukisema kwamba tunaiga Kenya, I berg to differ with you; kuna post moja hapo juu inayozungumzia insane project ya kupanua Jomo Kenyatta ili ipitishe 40 million passengers wakati pamoja na uwanja huo kuwa the gateway in East and Central Africa for several decades, bado hadi leo uwanja unapitisha only 6 million passengers (domestic and international). Ingekuwa tunawaiga Wakenya, basi nasi tungejenga Uwanja wa kupitisha abiria at least 30 million!

Haya yote yapo nje ya mada, don't forget; tunachojadili ni rationality ya kujenga Terminal 3 itakayopitisha 6 million international passengers. Hapa napenda kusisitiza; hao 6 million passengers ni International Passengers na sio local! Hadi leo, pamoja na kwamba Cape Town is far better than any East and Central African Cities; huku wakiwa ni the second largest airport in South Africa na third Africa, bado hadi leo Cape Town Airport inapitisha less than 1.5 million international passengers annually pamoja na kwamba Cape Town in several social activities(not mentioning tourism) zinazo-attract watu kutoka sehemu mbalimbali duniani!

Kenya kujenga uwanja ambao utakuwa unapitisha wageni milioni 40 kwa mwaka ni majigambo tu ya wakenya kutaka waonekane kuwa wao ni bora afrika mashariki walikuwa hawana haja, hao abiria watawatoa wapi wakati hiyo idadi hata Dubai, Qatar, ambao wana mashirika makubwa ya ndege na sehemu ambao abiria wengi wanapita hawajaifikia.

Tanzania tukijenga hii third terminal ambao mnaiponda tutapunguza abiria kushukia Jomo Kenyatta.

Jomo Kenyatta wanakuwa bora afrika mashariki kutokana na Tanzania, Uganda, kuwa na airport mbovu.

Mkuu vipi lakini Terminal yao ukilinganisha na yeti, make yao ni kama imeenda shule sana
Kama haujaona Terminal unaweza kuona imeenda shule lakini ni ya kawaida sana mkuu.

Terminal za maana zipo viwanja vya Cape Town, Durban, Johannesburg, Cairo.
