Tunachojadili hapa ni rationality ya kujenga Terminal 3 pale Mwalimu Nyerere International airport itakayowezesha kupitisha 6 million international passengers annually. Bado narudia, yote hayo nimeshaeleza...kuna post yangu ulii-quote na kuita "looooooooong dissertation" hapo nimeshajadili suala la viable National Airline!Na kuna post nyingine nimeshasema kinachohitajika isn't only National Airline ili mradi tu tuonekane tuna National Airline bali ni airline ambayo ni economically viable! Kuwa economically viable, nikasema kwanza tunatakiwa ku-diversify socio-economic activities zitakazowezesha kuwa na wageni kutoka sehemu mbalimbali duniani! Hilo likiwezekana, hata National Airline itakuwa na international routes za kutosha coz' kutakuwa na Wachina wanaotaka kuja TZ, Wa-Spain wanaotaka kuja TZ, hali kadhalika from Singapore, Malaysia, Indonesia, Taiwan and so on! KUnapokuwa na wageni wa kutosha kutoka sehemu mbalimbali duniani, Airline inaweza kuanzisha route kwenda huko na hivyo kuwa economically viable airline!

N tukirudi hapo kwenye RED, hivi ushawahi kukuta INternational airport isiyo na hivyo vitu? Hilo nalo ni suala la kujadili? Bado nasisitiza kwamba plan ni kwamba hiyo Terminal 3 ni for international flights, so for 6 million passengers ni sahihi kabisa hasa ukizingatia kwamba hata viwanja vikubwa na vinavyotembelewa sana kama Cape Town, bado hadi leo international passengers kwa mwaka ni less than 1.5 million wakati total traffic ni abt 8.5 million.

Jomo Kenyatta hadi sasa inapitisha about 6 million passengers na uwanja upo pale for more than 40 years! Kwa capacity ya 40 million basi watafikia baada ya karne moja! Wanafikisha sasa abiria 6 million wakati bado ni largest gateway in east africa!

Ninachosema hapa, ni kuwa kuongeza majengo ya terminal tu DIA itakuwa ni hasara kwa nchi. Ku plan for a 6m terminal might be adequate for the next ten years at most. Sababu kubwa ni kutokuwepo nafasi ya kutosha ya ardhi ili ikihitajika, basi ni kutia bulldozer moto na kuendeleza project hata miaka ishirini ijayo... That's my core point. Mengine yote ni katika kutoa mifano hai ambayo tumepitia and yet ama hatutaki kujifunza, au tunaignore au ni upuuzi na kukosa upeo wa mbali kielimu na nyoyo za wakubwa wahusika.
Ndio narudia tena, international airport yetu ni mzaha kabisa! One can NEVER be able to land and take off with a fully laden B777.
Sasa kwa nini tunang'ngania kujenga kabanda tu .... Instead of having long term planning and move the whole thing out of there??

Hawahitaji kujenga terminal kuuuubwa ambayo itachukua hao watu kwa mpigo.
Wataongeza capacity by having a second parallel runway and maximising gates utilisation!

Wengi tumekita mawazo kwenye kitu kimoja tu ..... TERMINAL ... Kwa kweli wengi wetu hicho ndio tunacho kiona tu.
Airport nzuri ni ile ambayo hata marubani hawana presha ya kutua au kupaa.... Believe me sir, it takes much much more than just a beautiful terminal to make a safe and operationally succesful airport.
Lakini, typical of Tanzanians, tuna ubishi na ujuaji wa hata kile tusichokifahamu.
Kunde na maharage kwetu sawa tu... We can hardly differentiate!

Nilikwisha changia mada ya Dr. Janaby hapa and was shocked by several assumptions which people presented as fact! Our so called experts know no better.... kwa sababu wako poorly trained and completely unexposed to this very internationally regulated industry. Ningelikuelewa kama ungeliniandikia Load Capacity ya uwanja wa Dar na hapo tuangalie uzito wa A380 au Antonov ya Ukraine. Na kwa taarifa yako tu, Antonov zimetua sana Uwanja mdogo wa Mwanza kuja kuleta Silaha na kubeba Minofu ya Samaki Ziwa Victoria. Sasa utalinganisha na uwanja wa Dar?


Semilong , umeelezea vizuri sana. Ila wasiwasi wangu mdogo ni upo sehemu mbili:

1. Mie ni Mpinzani sana wa kwenda kushukia sijui Bagamoyo au Mlandizi kwa ndege na hapo unaanza foleni kuja Dar. Ukifika usiku ndiyo kasheshe hasa hawa Waturuki wanaofika na kuondoka usiku wa manane. Inabidi kwanza kujenga Reli ya uhakika kuja Ubungo hadi Mwenge na nyingine kwenda City Centre kutoka Airport. Vinginevyo basi wa JKN uvunjwe kabisa kama walivyofanya Berlin na ujengwe mpya pamoja na usafiri wa uhakika kuja Dar uliopo masaa 24.

2. kupatikana kwa Mafuta na Gas hapa Tanzania, kunaweza kuongeza idadi ya Abiria kwa speed ya ajabu sana. Kama Tanzania itaonekana ni nchi ya Asali na Maziwa na tupate kiongozi/Serikali nzuri, basi tunaweza kushuhudia kila kitu kikikuwa kwa mwendo mkali sana. Hili ni sawa na tatizo lililotokea nchi nyingi zilizokuwa za Kikoministi na baadaye wakaingia European Union. Ghafla idadi waliyotegemea itakuwa taratibu, ikaongezeka kwa mwendo mkali mno. Nina kuhakikishia AT MAXIMUM GROSS TAKE OFF WEIGHT ndege kubwa yeyote ile kama A340, B777 B747 na haswa Airbus 380, haziwezi ku take off kwenye runway ya futi 8,500.
Huo ndio urefu wa Dar airport.
Na kama bado utanibishia, basi nitajua niko kijiweni napoteza mda wangu tu.

Antonov zinatuwa vizuri tu Mwanza unajuwa ni kwa nini???
Kwa sababu by design ina matairi mengi sana ambayo husambaza uzito wake!
 
Ukiangalia ukubwa wa Jomo Kenyatta International Airport lakini bado sasahivi serikali ya Kenya inafanya uwekezaji wa kutosha katika kuupanua na kukarabati majengo ya zamani na kuyafanya ya kisasa zaidi, pamoja na kuongeza ''run ways" ndipo utagundua kuwa serikali ya ccm imo shimoni inasubiri kumwagiwa udongo tu.

Yaani watu hawawezi kufukiria kujenga uwanja utakaohimili matumizi kwa miaka 30-50 ijayo wao wanafikiria umbali wa pua zao eti watu milioni 3!!!


Nilivyoelewa ni kwamba uwanja mpya utakuwa na uwezo wa kuhudumia watu mil 3. na ule wa terminal two kwa mujibu wa takwimu mwaka jana ulihudumia watu mil 2. Terminal 3 utakuwa wa kimataifa na termina two na one utakuwa kwa ajili ya domestic use, hivyo jumla viwanja vyote vitaweza kuhudumia watu mil 5 kwa mwaka.

Kwa mujibu wa maelezo hayo hapo juu, contract ni design and construction hivyo hiyo proposal ni very preliminary, I believe ni kwa ajili ya brainstorming.

Natamani haya maoni yenu yawafikie wahusika wajaribu kuimrove hiyo design, bado haijawa ya karne hii.

Pia nijuavyo huo mradi ni design and opertate and transfer kama haikubadilika. which mean huenda hiyo kampuni watadesign, na kuoperate( ofcourse kwa kushirikiana na serikali) mpaka warudishe pesa zao na kisha kuukabidhi kwa serikali.

Hivyo cost of investment is also a factor.
