Dr. Fernando Morales is ICAP’s country director in Tanzania. In this role, he manages and administers ICAP’s portfolio of projects, providing technical and managerial oversight to program activities at the national, regional, and site level, and liaising with the Ministry of Health and other project partners and collaborators. Before joining ICAP, he was the country director for EGPAF in Mozambique and previously worked as a senior HIV technical advisor for the Centers for Disease Control and Prevention (CDC) in Rwanda. Dr. Morales has also worked with the UNAIDS, UNICEF, Comitato Collaborazione Medica (CCM), and with MSF/Doctors Without Borders in locations across Africa. Dr. Morales holds a degree in infectious disease and a medical degree from Buenos Aires University.

Dr. Fernando Morales serves as Country Director for Elizabeth Glaser Pediatric AIDS Foundation/Mozambique. Based in Maputo, Mozambique, Dr. Morales manages and administers agreements with international donors, among them two CDC-bilateral agreements operating in four Mozambican Provinces.

Before accepting the position of Country Director in 2011, Dr. Morales has served as a Senior HIV Technical Advisor for the US Government, Adult Treatment and Care Leader; grant management of PEPFAR national AIDS Program, U.S. Centers for Disease Control and Prevention, Kigali, Rwanda in 2008-11. In the role of the Senior HIV Technical Advisor, Dr. Morales Leaded CDC implementation Team for PEPFAR clinical services, managed six U.S. Government grants and three initiatives, and provided assistance for the local government (Ministry of Health). In 2010, Dr. Morales served Lead Consultant for North Sudan with the United Nations Programme on HIV/AIDS (UNAIDS). Dr. Morales worked with the U.N. Children´s Fund (UNICEF)/UNAIDS, in Somalia as Global Fund HIV Technical Advisor, UNICEF (2006-8). During 2005-2006, Dr. Morales worked as HIV Coordinator, Comitato Collaborazione Medica (CCM), Italy, in Somalia. From 2000-2005, Dr. Morales served with Medecines Sans Frontieres in various locations of Africa including Sierra Leone, Angola, Mozambique, Ethiopia and Kenya in several health projects.

Dr. Morales was born in Argentina and holds a medical degree (Field study in Infectious Disease) from Muniz Htal. For Infectious Diseases (1999), and is graduated in Medicine from the Buenos Aires University (1997).
