Kuna mambo napenda niyaweke sawa kwa kuwa kwa namna fulani yameeleweka sivyo.
Serikali haitoi fedha zozote kwa ajili ya mashule yanayomilikiwa na kanisa.
Hospitali zinazopokea pesa kutoka serikalini ni Hospitali teule za wilaya na hospitali za rufaa ambazo serikali imeomba kuingia ubia na wamiliki wake. Si hospitali zote za kanisa.
Kila hospitali ya teule na ya rufaa iliyoombwa na serikali huingia mkataba na serikali. Vifuatavyo ni vipengele vilivyo katika mkataba.
1. The share of costs between the Diocese and Government: capital expenditure, development projects and staff housing on the one hand, and recurrent expenditure and ‘other related services' on the other.
Kuna majukumu ya kushirikiana gharama, na mambo yote yahusikayo na ujenzi/ukarabati na uendelezaji wa hospitali, pamoja na nyumba za wafanyakazi ni jukumu la mmiliki (kanisa), na gharama za uendeshaji na nyingine husika ni jukumu la serikali.
2. The mention of a ‘Board of Governors' (BOG) as the governing body of the hospital and its duty to act in accordance with ‘the medical ethics and policies of the Government' as well as with the ‘principle of the faith' fostered by the relevant religious body.
3. The composition of the BOG (a mix between diocese and government appointed members), the terms of its mandate, its function and duties and its meeting frequency. BOG authority delegation for day-to-day running of the hospital is foreseen.
4. The appointment, appointment authority and functions of the Medical Officer in charge of the hospital.
5. The creation of a Hospital Management Committee to assist the Medical Officer in the day-to-day running of the hospital, and the creation of an Advisory Committee whose function it is to advise the Management Committee. Both committees' composition is detailed.
6. The duty of the hospital to deliver health services, fulfill all medical functions and be staffed as any other, government managed district hospital.
7. A series of provisions related to hospital staffing: formerly employed staff remains employed by the Diocese; the diocese is responsible for staffing the hospital and the Government may attach additional staff upon request. The salary and other financial rights of employees is to be the same as for civil servants.
8. A series of provisions related to the funding of the hospital: the Government is responsible for funding running costs and approved services upon approval of estimates provided by the BOG for each financial year. Funding is paid quarterly and in advance. Charging fees from patients is allowed if in accordance with the applicable ministerial directives; tax-exemption for hospital supplies is provided as for Government hospitals.
9. Additional funding of recurrent expenditures, possibly resulting from an extension or improvement of the hospital, are subject to prior approval of the Government.
10.Auditing of accounts of expenditure is required yearly and to be performed by Government-approved auditors.
11. Amendments to the agreement are mentioned as a possibility, subject to joint approval by both parties (Diocese/Government)
Mpango wa kuingia makubaliano kwa ajili ya kutumia hospitali za binafsi kama DDH na Hospitali za wilaya umekuwepo kabla ya MoU, na terms zinazotumika ni za mkataba ambao dondoo zake zipo hapo juu, na si MoU. Nasisitiza tena MoU si mkataba, ni makubaliano ya ushirikiano.
Fedha hizo zinakuwa kwenye bajeti ya wizara ya afya, na ni fungu la afya kwa wilaya husika. Mf. Katika Wilaya ya Rombo Serikali imeingia mkataba na hospitali ya Huruma Rombo kuitumia Hospitali hiyo kama Hospitali teule ya wilaya. Wakati wa bajeti, fungu la tiba kwa ajili ya wilaya hiyo linapelekwa kwa Mganga Mkuu wa Hospitali ya Huruma.
Fedha zinazopelekwa ni kwa ajili ya uendeshaji na si kwa ujenzi.
Fedha hizo zinakaguliwa na mkaguzi wa mahesabu ya serikali.
