Kilio cha Maalim Seif chafikishwa UN

ZIARA ya kimataifa aliyoifanya Maalim Seif Shariff Hamad, Katibu Mkuu wa Chama cha Wananchi (CUF) Marekani, Ulaya, Canada na Umoja wa Mataifa kulalamikia uvurugaji wa uchaguzi mkuu wa 25 Oktoba mwaka jana, imeanza kuzaa matunda, anaandika Jabir Idrissa.

Tayari taasisi ya kimataifa ya umoja wa wanaliberali – Liberal International (LI) – imeliandikia Baraza la Haki za Binadamu la Umoja wa Mataifa (UNHRC) kutaka kutolewa kwa vikwazo dhidi ya Serikali ya Zanzibar na Jamhuri ya Muungano wa Tanzania.

Kwa mujibu wa taarifa iliyopatikana kwenye tovuti ya LI, taasisi hiyo imetaka baraza hilo lenye jukumu la kulinda misingi ya haki za binadamu kwenye mataifa yote wanachama wa UN, kuchukua hatua kali ili kukomesha “uvunjaji mkubwa wa haki za binaadamu na ukandamizaji wa haki za kisiasa na kiraia visiwani Zanzibar.”

Katika tamko walilolitoa na kufikishwa mbele ya Mkutano wa 33 wa Baraza hilo uliofanyika Septemba mosi mwaka huu, Liberal International imetaka jumuiya ya kimataifa, kufikiria kuweka vikwazo vya kusafiri na kuzuia mali za watu wote walioshiriki kuidhinisha vitendo vya utesaji wanasiasa wa upinzani na wafuasi wao.

Taasisi hiyo ambayo CUF ni mwanachama wa muda mrefu, imetoa wito kwa wabunge wanaofuata mtizamo wa kiliberali walioko upande wa serikali na upinzani katika mataifa yote duniani kuchukua msimamo imara kupitia mabunge ya nchi zao na kutoa matamko ya kupinga walichokiita “uonevu wanaofanyiwa viongozi wa upinzani Zanzibar na wafuasi wao.”

“Tunaitaka serikali ya Zanzibar na Tanzania kuheshimu utawala wa sheria na kuingia katika majadiliano na upinzani ndani ya muda maalum hatua ambayo itawezesha kuundwa serikali ya mpito na kukubali kuitishwa kwa uchaguzi mpya ili kuondoa mgogoro uliojitokeza baada ya kufutwa kwa uchaguzi mkuu wa 25 Oktoba 2015,” imesema taarifa ya LI.

Hatua hiyo ya LI kuandikia Baraza la Haki za Binaadamu la Umoja wa Mataifa inakuja wiki kadhaa baada ya Maalim Seif kukutana na taasisi mbalimbali za kimataifa zinazoshughulikia maendeleo ya demokrasia na utawala bora, pamoja na wakuu wa serikali za Marekani, Ulaya na Canada.

Maalim Seif aliyefuatana na baadhi ya wasaidizi wake pia alifika Mahakama ya Uhalifu wa Kivita ya The Hague, Uholanzi ambako aliwasilisha malalamiko ya uvunjaji wa haki za binadamu unaofanywa Zanzibar kwa idhini ya viongozi wa Chama Cha Mapinduzi (CCM).

Hatua ya Maalim Seif na CUF imekuja baada ya CCM kumuamuru Jecha Salim Jecha, Mwenyekiti wa Tume ya Uchaguzi Zanzibar (ZEC) kufuta uchaguzi mkuu wa Zanzibar, 28 Oktoba, baada ya kubaini kuwa chama hicho kimepoteza madaraka kupitia sanduku la kura.

In a written statement submitted to the 33rd Session of the United Nations Human Rights Council (UNHRC), Liberal International (LI) has called on the international community to increase the pressure on the Tanzanian government to cease the exponential human rights abuses and suppression of political and civil rights on the island.

The statement comes in the aftermath of widespread abuses against the opposition, civil society and pro-democracy activists, which has been on-going since the unconstitutional annulment of the 25 October 2015 general elections in the country. Detailing the political witch-hunt, LI's position on the issue before the UNHRC commits liberal parliamentarians in government and in opposition across the world to take a firm stand in their parliaments and speak up against the indecent treatments of opposition leaders and supporters in Zanzibar.

In a recent meeting with the LI Secretariat at their Headquarters in London, the Secretary-General of the Civic United Front (CUF – LI full member), Seif Sharif Hamad has expressed his profound concern about the violation of basic rights and democratic principles in Zanzibar and called on the international community "to recognise and act to prevent the potential instability that the denial of democracy might lead to in an already volatile region."

As a leader of the Tanzanian liberal opposition whose victory in the general elections was unlawfully denied, Hamad continues to be a target of President John Magufuli's regime most recently receiving verbal threats that he might be facing the possibility of an arrest.

In recent inflammatory remarks, President Magufuli has ruled out any possibility for a political reconciliation declaring that the opposition has to wait until the next general elections in 2020 before seeking to participate in the governing process in the country.

The winner of last October's elections in Zanzibar, Maalim Seif Sharif Hamad, along with a high-level delegation from Liberal International's (LI) full member in Tanzania - the Civic United Front (CUF) - started his European tour at LI headquarters. The CUF delegation raised the alarm about the increase in human rights violations in ‎Zanzibar - including detention without trial and limiting freedom of expression.

"What is happening now is oppression” said the CUF Secretary General Seif Sharif Hamad. He discussed the peaceful and democratic resistance by the opposition after having had their election victory snatched by the government of ‎Tanzania in October 2015. The Zanzibari leader warned that “the government is acting to make sure that CUF is not operating," and called on the international community to recognise and “act to prevent” the potential instability that the denial of democracy might lead to in an already volatile region.

Welcoming the delegation to the international house of liberalis, LI Secretary General Emil Kirjas reminded of the immediate reaction of the LI President Dr Juli Minoves after the October 2015 elections, when he sent an unequivocal message to the Tanzanian authorities to “respect and ratify the electoral will of Zanzibaris” and to “celebrate plural democracy”.

On behalf of LI, Kirjas expressed his full support to the Tanzanian colleagues saying “you are not alone in this struggle.” LI Secretary General said: “All of us in the international liberal community will do everything in our power to ensure that your lives are protected and that the expressed will of the majority of the people of Zanzibar will be respected in the end and that the Civic United Front with Maalim Seif will be forming a government of development and prosperity of Zanzibar.”
