Malawi: Riot police deployed to major cities as reports of further violent protests emerge
According to local media reports, the police on 21 July fired tear gas to disperse around 400 anti-government demonstrators who had gathered in the capital Lilongwe. In addition, gunfire has been reported in the city of Mzuzu (Northern region), where around seven people were allegedly killed during unrest on the previous day. Riot police have been deployed to major cities in an attempt to discourage further unrest; at least one person in Lilongwe was killed on 20 July in clashes between the security forces and protesters, while disturbances also occurred in the commercial capital Blantyre (Southern region) and other urban centres. Some businesses and banks have reportedly closed in both the capital and Blantyre amid concerns of further unrest, while the shopping district of Limbe, a satellite town of Blantyre, is reportedly experiencing a widespread shutdown.
Organisers have planned further rallies on 17 August, to protest against the government's handling of various socio-economic issues, including severe shortages of fuel and foreign exchange, in addition to concerns over sharp price increases and the allegedly autocratic tendencies of President Bingu wa Mutharika.
Comment and Analysis
The issues fuelling the protests are emotive and affect a broad section of the population, heightening tensions and increasing the prospect of further disturbances, which could potentially occur at short notice. Furthermore, the aggressive response of the security forces during the recent bouts of unrest may contribute to popular discontent. A number of civic and political groups, including the Malawi Congress, People's Transformation and the United Democratic Front, have endorsed the anti-government movement, which is likely to bolster participation at any future protests. In the event of any further unrest, offices of the ruling Democratic Progressive Party (DPP), police headquarters and vehicles are likely to be targeted, while DPP supporters may seek to retaliate against opposition activists and party offices. Any such clashes between rival activists, or between protesters and the police, would pose incidental risks to personnel in the vicinity. Heightened security measures, including patrols and checkpoints, which could cause traffic congestion, are likely to remain in place in affected areas of the capital over the coming days, as well as in Blantyre and other major cities. In addition, precedents on 20 July indicate that any future protests are likely to involve the erection of roadblocks by demonstrators, thereby exacerbating any localised travel disruption.
During the 20 July unrest, protesters set fire to two government vehicles and several police officers' homes, prompting the security forces to fire tear gas and rubber bullets. A number of local businesses belonging to members of the DPP were also looted, while protesters are believed to have searched vehicles for DPP activists. Future protests in major cities, including the capital, can be expected to be tightly policed; recent events indicate that the security forces – which are poorly trained and inclined to heavy-handedness – will not hesitate to use tough measures to disperse unauthorised or unruly demonstrations. The authorities on 14 February detained 17 leaders of civic groups that had planned to stage an unauthorised rally against the persistent fuel shortages in Lilongwe later that day.
The protests occurred despite earlier reports that DPP supporters armed with machetes on 19 July had taken to the streets of Blantyre to warn locals against participation. The set-piece anti-government rallies reportedly planned for 17 August have the clear potential to be a major flashpoint for disturbances, though similar demonstrations are also likely before and after that date. The fuel scarcity has led to considerable disruption throughout the country, which requires 45bn-60bn Malawi kwachas ($300m-400m) of fuel imports to meet demand. Officials have suggested that a lack of foreign exchange to finance fuel imports is the reason for the crisis, which has lasted for more than a year. However, opposition groups have blamed financial mismanagement and extravagance on the part of Mutharika and his administration, while other critics of the government have called upon the authorities to initiate competition in the energy sector to mitigate the effects of the crisis.
