Unplanned Settlement is an added quality to deteriorated, overcrowded, unfinished structures..built from poor materials.. And inhabited by impoverished.

That's not the case for a better part of tthe 70% of what you call slums of Dar es salaam.. They are not slums..they simply do not conform to building codes.. And too bad it has nothing to do with materials.. Cause they are built with permanent materials ..(cement, metal, timber etc)

And they are not inhabited by poor people. Our issue with unplanned settlement came as a result of poor government ability yo deliver surveyed lots for a rapidly growing urban population. And we can rectify it.
