Well, is the whole facade a stairwell with dim lighting? I'm imagining that this whole facade is only stairs, no offices/rooms on this side, just stairs with ambience lighting, since you claim that it is a stairwell with low intensity lighting. We cannot see any light on this facade since all the light is diffusing inwards due to the inverse square law and low intensity lighting

We told you this building is empty and unoccupied and you went ahead to explain to us how the facade facing us is a stairwell (that does not require much lighting), that is why we cannot see any light.
