Leading in what exactly, you should be specific man, hotels? Beaches? Robberry? Poverty? Debt? Millionaires? In English such a sentense doesn't make any sense unless you specify what it's leading at. But until then, it could be leading in anything, positive or negative, you could at leas say, "the leading business hub in East Africa" then that sounds better, just that you gotta prove yo point.
