I am sure most of those towers are empty since most of them have been built by the government unlike in Nairobi where the government does absolutely nothing. They also distribute wealth among economically inactive members of their families like grandparents to cheat Kenya Revenue Authority. But in a banana republic of Tanzania everyone rushes to declare their wealth for clout.
