Hapa cha muhimu ni kuwa nyuma ya serikali na Ewura tu, hawa wafanyabiashara wa mafuta naona wanataka kuwanyonya wananchi wee mpaka wabakie hawana kitu, sasa cha muhimu nikuwakomalia na hakuna kutetereka, nina hakika kabisa wananchi wote watakuwa nyuma ya serikali isitoshe wamiliki wengi wa vituo vya mafuta ni WATANZANIA WENYE ASILI YA KIASIA (KIESHIA) yes nimesema hivyo na nitasimama hapo niliposema, kama vp ondokeni tu wabakie wazalendo wenye kuwaonea huruma wazalendo wenzao ebooooooooooo!!!1
 
Wengi mnasahau kuwa wenye hisa kwenye hizi kampuni za mafuta ni hao hao waswahili wenzetu tuliowapa madaraka. Waasia kama ninavyowafahamu huwa hawana ubavu wa kutunisha misuli - ukiona wanafanya hivyo, hiyo jeuri yao inafadhiliwa. Kumbukeni michango yao mikubwa kwa CCM.

Hivi tz hatuna mtu kama tarek aziz! sadam alipowekewa vikwazo vya kiuchumi, wafanyabiashara wakapandisha bei ya vyakula, wakaombwa kushusha bei. waliokaidi tarek aliwakamata wote na kupingwa risasi hadharani.

Serikali ikague depot zote za mafuta, zitakazokutwa na mafuta wamiliki wakamatwe. Depot hizo zitaifishwe na kukabidhiwa TPDC. Vituo vyote vya mafuta vipigwe mnada maramoja. Jk asiogope hakuna kitakachoharibika, hivi huyu alienda vita vya kagera kweli? mbona haonyeshi haiba za kijeshi. Hivi hamwoni Hugo Shavez?

Kunahaja sasa serikali ichukue jukumu la kuagiza mafuta, ikumbukwe BP(T)ltd 50% share nizaserikali inaomtaji wakutosha na uwezo wa kumudu majukumu hayo. hivyo inaweza kuwa subcontracted kuagiza mafuta kwa niaba ya serikali.
 
Leo katika jiji la Dar es Salaam kulikuwa na kizaazaa cha upungufu wa Petrol katika vituo vingi vya mafuta. Wenye magari walionekana wakihaha kituo hadi kituo kutafuta mafuta. Ukosefu wa mafuta unaonekana ni hujuma kwa sababu vituo vingi vimekataa kuuza mafuta kwa sababu ya serikali (EWURA) kuanza kupanga bei ya mafuta. Je serikali itafanya nini kutunusuru sisi wenye magari ili kuepukana na adha ya ukosefu wa usafiri?
 
Mwanzoni walisema wanaomba kwanza stock yao iishe ndio washushe bei. Sasa wanadai hawana mafuta. Huu ni ubabe wa kijinga kabisa. Washughulikiwe.

Mheshimiwa Spika, kabla ya kujibu swali la Mheshimiwa Dustan Mkapa, Mbunge wa Nanyumbu, napenda kutoa maelezo yafuatayo:-

Mheshimiwa Spika, wakulima na wanunuzi wa korosho wamejiwekea utaratibu wa kukutana na kujadili masuala yanahusu uzalishaji, upatikanaji wa pembejeo na masoko ya zao la korosho kila mwaka. Katika mwaka wa 2006/2007, baada ya majadiliano ya bei yaliyofanyika Mjini Lindi kuanzia tarehe 18 hadi 19 Septemba, 2006 na baadaye Mjini Mtwara tarehe 25 Septemba, 2007 walikubaliana bei ya kununulia korosho kwa msimu wa 2006/2007 iwe Sh.600/= kwa kilo moja ya korosho daraja la kwanza na Sh.480/= kwa kilo moja ya korosho daraja la pili. Hadi tarehe 2 Oktoba, 2006 msimu wa ununuzi wa korosho ulipoanza, jumla ya makampuni 27 yalikuwa yamepewa leseni za kununulia korosho.

Baadhi ya wanunuzi wa makusudi kabisa walichelewa kuingia sokoni kununua korosho kwa lengo la kuwachosha wakulima kisaikolojia. Aidha, wanunuzi wengine kwa kiburi wamekuwa wakitanganza kuwa korosho ya Tanzania ni ya ubora wa chini ili kuwababaisha wakulima wakubali kuuza korosho yao kwa bei ya chini.

Kiburi hiki kilionyeshwa waziwazi kwa Mheshimiwa Rais alipowataka wanunuzi kununua korosho katika msimu 2006/2007 ili kuokoa korosho zilizokuwa zinaharibika. Wanunuzi wakilikataa.

Mheshimiwa Spika, baada ya maelezo hayo sasa napenda kujibu swali la Mheshimiwa Dustan Mkapa, Mbunge wa Nanyumbu, lenye sehemu (a) na (b) kwa pamoja kwama ifuatavyo:-

Sheria ya uhujumu uchumi ya mwaka 1984 inavieleza vitendo vya uhujumu uchumi kuwa ni pamoja na vitendo vya rushwa na kuhodhi mali au bidhaa ili kusababisha bei kupanda au kushuka. Baada ya kupitia vifungu vya sheria hiyo Serikali ilibaini kwamba kitendo cha wanunuzi kususia kununua korosho au kununua kwa kiwango kidogo kilikuwa cha kuhujumu uchumi.

Baada ya kubaini hivyo, Serikali ilichukua hatua za kisheria za kuwafutia leseni wale wote ambao walikuwa hawajanunua korosho, chini ya Sheria ya Korosho ya Mwaka 1984 baada ya kukiuka agizo la Serikali kuwataka wanunue korosho kwa bei ya dira iliyokubalika na pande zote mbili kati ya wanunuzi na wakulima. Kampuni zilizofutiwa leseni ni Fidahussein Co.Ltd., Kapila Enterprises; Ascorp (T) Ltd.; Hebri Enterprises; Compass Services; Annar Cashew Factory na Senga Enterprises.


Mheshimiwa Spika, ili kulinda maslahi ya wakulima, wanunuzi wa korosho na wabanguaji, Serikali imepitisha sheria maalum kuruhusu matumizi ya Mfumo wa Stakabadhi Ghalani (Warehouse Receipt System) kwa kupitia magulio ya Vyama vya Ushirika. Mfanikio yaliyopatikana katika mazao ya pamba na kahawa kwa kutumia mfumo huu kwenye zao la korosho ili kuondoa kero zinazowapata wakulima wa korosho. Kwa kuanzia mfumo wa stakabadhi ghalani utatumika katika Mkoa wa Mtwara na baadaye utatumika katika Mikoa mingine inayolima korosho.

Chini ya mfumo huu wakulima watawasilisha korosho zao kwenye Vyama vya Ushirika vya Msingi na watalipwa asilimia sitini ya bei inayokisiwa kupatikana katika soko la Dunia na Vyama vya Ushirika vya Msingi vitalipa malipo hayo kutokana na mikopo ambayo vimepata kutoka NMB. Hatua hii imechukuliwa ili kunusuru zao la korosho kwa kumpa mkulima soko la uhakika na bei ya uhakika kama mbinu mahsusi za kukuza uchumi wa zao la korosho na wakulima wa korosho.

Fuel shortage in Dar to end soon

FUEL shortage at various pump stations in the country might end soon, following arrival of tankers at the Dar es Salaam port. Four oil tankers are at the Dar es Salaam harbour loaded with about 80,000 tonnes of petroleum products that are expected to meet the nation’s demand for about a month.

BP and GAPCO have reportedly informed the Energy and Water Utilities Regulatory Authority (EWURA) that petrol stocks were running out. Engen pump stations run out of fuel over the weekend. Several petrol filling stations in Dar es Salaam witnessed long queues of motorists over the weekend, raising fears of imminent transport crisis.

The GAPCO Chief Operating Officer, Mr Krishna Pradrai, confirmed that the company had run out of petrol stocks since last weekend and was expecting to receive new stocks later this week. He said that a vessel MT Wawasan was at the outer anchorage carrying some 10,000 tonnes of petrol which would be shared by some four or five companies.

“It is unfortunate that the tanker will get into the port by January 16 (on Friday) to discharge the products. January 16 is just an indication date. I am not sure when the vessel will berth,” he said. This means dealers of GAPCO will not get petrol until the vessel discharges fuel.

The BP Managing Director, Mr Engenlhard Kongoro, said that he was not aware of any shortage of fuel at his depot or pump stations supplied by his company, but said he would check on that.

The Managing Director of Engen, Mr Seelan Naidoo, whose pump stations in Mbezi and Mikocheni had run out of fuel, said the stocks supplied last Friday were exhausted because there was a rush at those points. “We have opened the depot this afternoon (yesterday) for trucks to draw fuel. We will make arrangements for other companies which have no stocks to get them from us,” he said.

One of the four tankers christened MT Atlantic carrying about 30,000 tonnes made up of 16,987 tonnes of diesel, 4,000 tonnes of petrol and 4,807 of jet fuel, is discharging at the Kurasini Oil Jetty (KOJ), but is said to be slow in pumping out the products. It could not be established when MT Atlantic would complete discharging, an exercise that started over the weekend.

One port official said some tankers take up to three days to discharge such cargo, because it depends on the pumping rate. Three more tankers loaded with over 50,000 tonnes of petroleum products are at the outer anchorage, waiting for their turn to berth at the KOJ.

The Director of Petroleum with Energy and Water Utilities Regulatory Authority (EWURA), Mr Sirili Massay, told the 'Daily News' that the products carried in the four tankers, about 80,000, could meet the nation’s demand for a month. EWURA’s petrol indicative prices for Dar es Salaam starting today increased from 1,147/- last week to 1,171/- while the cap one moved from 1,233/- to 1,259/- per litre.

Wholesale indicative price for petrol in Dar es Salaam last week was 1,084/- and that of diesel 1,207/- and the cap price for both was 1,165/- and 1,297/- respectively and will remain the same this week. The indicative price for diesel last week in Dar es Salaam was 1,270/-, this week it will be 1,301/- per litre and the cap price was 1,365/- and now 1,399/- for the same measure.

Hakuna udhibiti wa soko huria Bongo? Pia siwalaumu wafanyabiashara pekee, nawabebesha lawama zaidi EWURA. Inaelekea hawajui walitendalo, maamuzi yalikuwa ya kukurupuka? Kwa manufaa ya nani? ..hatuwezi kucheza-cheza na sekta muhimu kama ya mafuta.

..uchunguzi ufanyike kubaini kama hii ni hujuma au ni kweli kuna uhaba wa petroli.

..Strategic Oil Reserve inahitaji ushirikiano wa serikali na waagizaji mafuta ktk ku-share information. kama kinachoendelea ni hujuma na migomo, still kunaweza kutokea uhaba kama huu wa sasa hivi.

..hivi kwanini EWURA walaumiwe ktk hili? hivi wamekosea nini kuteremsha bei ya mafuta?

Sheria haisemi hayo uliyoandika bali hayo uliyoandika ndiyo yalileta sheria hiyo baada ya watu kuanza "ulanguzi" hii pia ilikuwa inaitwa sheria ya walanguzi yaani wanabania bidhaa ili ku-create excessive demand na kisha kuuza bidhaa kwa bei ya kuruka.

Kamwe hatuwezi rudi katika hali hiyo kwani sasa hivi kuna watanzania wengi na wenye uwezo wa kufanya biashara hiyo ya mafuta, hapa kwa serikali ni kata mti mingine mingi ipo. Hawa watu wahuni wachache wamepigiana simu na kufanya "collusion" wanaamka asubuhi na kukataza mafuta yasiuzwe kwa kisingizio cha stock imeisha dawa yao nao ni kuwaonesha kuwa sheria za nchi ndizo zinawafanya waagize na kuuza mafuta bila bugudha yoyote ya kuhujumiwa mali zao na kuwafanya walale usingizi sasa lazima wazifuate, vinginevyo zitatumika ipasavyo kuwafanya na wengine (watumiaji) kupata mafuta bila bugudha. Kama biashara ya mafuta hailipi waache wakalime tujue moja.

Tunachoilaumu EWURA ni kutoa statement kwamba mafuta yapo.
