CAF DECISION STATEMENT
Following a thorough review of the FIFA match report, referee assessments, and official video footage of the CAF Africa Cup of Nations Qualifier between Kenya (Harambee Stars) and Madagascar, the Confederation of African Football (CAF) has reached the following decision:
1. Irregularities in Refereeing Decisions
The referee team erroneously disallowed two legitimate goals scored by Kenya, one of them from striker Ogam, despite no infringement being committed.
These errors significantly altered the outcome of the match and deprived the Harambee Stars of their rightful advantage.
2. Dismissal of Madagascar Claims
Madagascar’s claims that their players were unfairly pushed during Kenya’s attacking phases were carefully reviewed.
Independent video analysis confirmed no unlawful physical conduct by Harambee Stars that would justify disallowing the goals.
3. Impact on Match Integrity
The combination of these irregularities constitutes a breach of fair play and undermines the sporting integrity of the fixture.
CAF rules stipulate that in cases where referee errors directly affect the result of a competitive match, corrective measures must be enforced.
4. Decision of the CAF Disciplinary Committee
CAF has ruled that the match shall be replayed in full at Kasarani Stadium.
The game will resume after the penalty shootouts stage, as this was the point at which the unfair advantage became decisive.
A new refereeing team will be appointed to ensure neutrality and fairness.
CAF remains committed to upholding the principles of fairness, transparency, and integrity in African football.
