The War here is between two heads of states and not two states.
Rwanda is a tiny territory but has strong and i may also call him arrogant leader. Tanzania is a large territory but has weak and i may also call him tricky leader. His tricks only helps his political party to stay in power, beg donors for more support, and steal the attention & sympathy of international community.
The Rwandan leader has put strong leadership by transforming the state from ordinary to extra ordinary achievemnts, ending genocide, and use of resources for the benefit of its people tho his arrogance on use of force to end opposition strength, Killing of opposition figures, supporting rebel movements against neighbouring state and unecessary propaganda that rise tention with its Tanzanianian neighbour has been costing himself, the state and its people at large.
The Rwandan leader sees his Tanzanian counterpart as hypocrite, undeserved for the seat, illcapable and a threat.
The Tanzanian leader sees his Rwandan counterpart as a threat (for himself and EA peace), arrogant and stuborn.
There are probably large percent of facts that are only known to themselves (the two), especially when u largely consider that Kagame had happened to be trained by our Intelligence & Security instruments which a Tanzania leader has also been there it is unlikely to have their grievances afresh without any trace.
Having Kagame files in our intelligence Organisation custody makes him too open for quick analysis from our experts something which makes the Tanzanian leader aware of in & out weaknesess of his counterpart which gave him a better chance to steal international support against the later which is what is happening nw.
If u try to put them in the same ring their performance cant be equal, as one cant match another. Paul Kagame has what it takes to be called a leader despite his human faults.
