Tunakuomba uondoe hii sheria kandamizi ya fao la kukosa ajira na uterejeshe fao la kujitoa ambapo mwanachama wa NSSF atakua na uwezo wa kuchukua pesa zake zote bila kujali kwamba ameacha kazi mwenyewe au ameachishwa.

Sheria hii ya fao la kukosa ajira inazidi kuwaweka vijana kwenye wimbi la umaskini na kuendelea kukumbatia ajira za manyanyaso sababu hata kama una mpango wa kuacha kazi ili uchukue pesa zako na kuweza kujiajiri na kutengeneza ajira kwa wengine huwezi sababu sheria ya fao la kukosa ajira inakubana sababu hutoweza kuchukua pesa zako zote na badala yake utapata tu asilimia 33.3% ya basic salary kwa muda wa miezi sita tu kisha wanaacha kukulipa.

Kuna watu wanafanya kazi kwenye mazingira magumu sana na wanatamani leo kesho waache kazi ili wajaribu kujiajiri lakini wakifikiria kuhusu ugumu wa kupata viinua mgongo vyao NSSF inabidi waendelee tu kuzikumbatia ajira zao hata kama zina manyanyaso kiasi gani sasa kwa hali hii tutaendelea kuwa na taifa la watu maskini kila kukicha.

The Worldwide Pension Crisis

The real specter haunting the world these days is the specter of bankrupt state‐run pension systems. The pay‐as‐you‐go pension system that has reigned supreme through most of this century has a fundamental flaw, one rooted in a false conception of how human beings behave: it destroys, at the individual level, the essential link between effort and reward–in other words, between personal responsibilities and personal rights. Whenever that happens on a massive scale and for a long period of time, the result is disaster.

For example, the OECD projects that government retirement benefits alone will exceed 16 percent of GDP annually in Germany, France, and Italy by 2030. According to the OECD, the current unfunded liabilities of the public pension systems in France, Germany, and Japan are well over 100 percent of their respective GDPs. In the United States, your Social Security system will begin running a deficit in just 15 years.

Two exogenous factors aggravate the results of that flaw: (1) the global demographic trend toward decreasing fertility rates; and, (2) medical advances that are lengthening life. As a result, fewer and fewer workers are supporting more and more retirees. Since the raising of both the retirement age and payroll taxes has an upper limit, sooner or later the system has to reduce the promised benefits, a telltale sign of a bankrupt system.

Whether this reduction of benefits is done through inflation, as in most developing countries, or through legislation, the final result for the retired worker is the same: anguish in old age created, paradoxically, by the inherent insecurity of the “social security” system.

When I was secretary of labor and social security in Chile, we faced similar problems with our social security system. In 1981, we decided to replace our U.S.-style pay‐as‐you‐go system with a new system based on individually‐owned, privately invested accounts, details of which I will provide in a few minutes. This system has been an overwhelming success for 16 years and is now being copied throughout the world.

The Chilean PSA System

Let me tell you a little more about the Chilean model. In 1980, Chile approved a law (D.L. 3500) to fully replace a government‐run pension system with a privately administered, national system of Pension Savings Accounts.

The new system began to operate on May 1, 1981 (Labor Day in Chile). After 16 years of operation, the results speak for themselves. Pensions in the new private system already are 50 to 100 percent higher–depending on whether they are old‐age, disability, or survivor pensions–than they were in the pay‐as‐you‐go system. The resources administered by the private pension funds amount to around 42 percent of Chile’s GNP. By improving the functioning of both the capital and the labor markets, pension privatization has been one of the key initiatives that, in conjunction with other free‐market oriented structural reforms, has pushed the growth rate of the economy upwards from the historical 3 percent a year to 7.0 percent on average during the last 12 years.

In 1881, German chancellor Otto von Bismarck stunned Europe with a radical proposal. He asked the Reichstag, the German parliament, to create the world's first welfare state. He wanted German workers to be granted national health and accident insurance, as well as retirement pensions. At a time when no other government provided these services, Bismarck boldly affirmed that the state should offer the poor "a helping hand in distress.... Not as alms, but as a right."

The Reichstag was astonished. Bismarck was one of the most conservative and ruthless politicians in Europe. He had enacted laws banning socialist agitation and socialist newspapers. And now he was proposing what he himself called a system of "state socialism."

Bismarck's motives will became clear if you look back at the beginnings of the welfare state in three nations--Germany, Britain, and the United States. In each case, you will see that idealism alone did not create government social services. In reality, the welfare state was constructed by shrewd practical politicans who were responding to concrete political pressures.

The pressures on Bismarck were obvious. The rapid expansion of German industry had created a large class of urban workers. Impoverished, living in gloomy slums, lacking basic social services, these laborers were voting for the Socialist Party in ever-increasing numbers.

AT first, Bismarck tried to suppress the Socialists, but the party continued to grow. So tthe chancellor changed his tactis. Instead of fighting the Socialist, he would steal their thunder by offering a complete social welfare program.

THE PRICE OF STABILITY

Biscmarck cleverly realized that the German worker would not overthrow the government that offered him a social secrurity system. "Whoever has a pension assured to him for his old age is much more contented and easier to manage than the man who has no such prospect," the chancellor pointed out.

He admitted that a welfare state would be expensive but pointed out that it might "avert a revolution." And that, he said, "is a good investment for our money." By 1889, Bismarck's scheme was in full operation, funded by contributions from employers, employees, and the government.

These welfare measures did not stop the Socialists, who soon built the largest political party in Germany. But Bismarck was right on one point. Now that German workers had their pensions to protect, they became more moderate in their demands. The Socialist Party gradually abandoned revolutionary goals and turned to bread-and-butter issues, such as better wages and working conditions.
