Ndugu zangu, kuna uwezekano mkubwa kwamba itakapofika kiangazi mwaka huu, Taifa letu linaweza kujikuta kwenye upungufu mkubwa wa chakula ambao siyo tu unatishia maisha ya watu wetu bali pia unashusha hadhi na utu wa mwanadamu. Hakuna kitu kinachomdhalilisha mwanadamu na kuweza kumfanya awe mtu kama njaa.

Ni njaa ndiyo inayoweza kumfanya mtu aukane urithi wake wa kwanza kama alivyofanya Esau na ni njaa ambayo ilikuwa inatumika tangu enzi za kale kama silaha ya mwisho ya vita ambayo inalazimisha watu kusalimu amri.

Tanzania tutakabiliwa na njaa ambayo chanzo chake si ukame. Mara nyingi (kama siyo zote) njaa husababishwa na ukame na vita. Hata hivyo njaa ambayo naweza kuiangalia toka mbali na inayosogelea kama simba anyatiaye haitokani na mambo hayo bali makubwa mawili.

a. Kupanda kwa bei ya chakula duniani.
Habari za leo ni kuwa bei ya chakula duniani imepanda kwa haraka kuliko wakati wowote ule na hivyo kusababisha ugumu wa kupatikana kwa chakula. Yaliyotokea Haiti na Misri siku chache zilizopita ni dalili ya ubaya wa hali hiyo. Kwa wale walioko Dar au maeneo yenye masoko ya kudumu na kwenye mialo mbalimbali kanda ya ziwa wanaweza kutusaidia kutuambia kama kumeanza kutokea mabadiliko yanayoonekana ya bei ya chakula siku hizi chache zilizopita.

b. Mvua ya masika.
Hata hivyo naamini kwa upande wa Tanzania kitakachosababisha njaa sana ni hii mvua ambayo imeharibu mashamba na mazao ya watu kiasi kwamba baadhi ya maeneo ambayo kwa kawaida yana chakula cha kutosha yanaweza kujikuta yanahamia mwaka huu. Kama mpunga wa Kyela utakuwa umeathirika kama Dr. Mwakyembe alivyosema kwenye mahojiano yake nami kuna uwezekano kuwa Mwaka huu bei ya Mchele nayo itapanda na hivyo kufanya nafaka hiyo ianze kuwa adimu na kupatikana kwa wachache.

Maeneo ambayo mchele ndiyo chakula kikuu na pia zao la biashara watajikuta wanakabiliwa na upungufu wa fedha za kununulia hata vitu vingine na hivyo kusubiri chakula cha misaada.

Kwa vile tunajua haya yote na ziada; tufanye nini ili tujiandae na njaa ijayo?
Food prices to surge higher, UN report warns

Price controls, tariff reductions and export restrictions have done little to offset dwindling reserves of rice and wheat around the world, according to a UN report released Friday.

By the end of March, wheat and rice prices had doubled from the previous year. Maize prices jumped by one-third, according to the report.

"All indications we have is that this is not a short-term effect … where the first year you have price increases and the following year there is an increase of supply that brings the prices down," FAO director general Jacques Diouf said at a news conference.

Protesters riot in Cameroon, Egypt, Haiti
Within the past month, rising food prices have sparked riots in Cameroon, Ivory Coast, Ethiopia, the Philippines and Haiti. The UN noted troops in Pakistan and Thailand were deployed to guard against theft from farm fields and warehouses. In Egypt this week, where prices of cooking oil and rice have doubled since January, thousands of protesters took to the streets. One person died in the two days of rioting.

The Crop Prospects and Food Situation report estimates that world cereal production in 2008 will rise 2.6 per cent to 2,164 million tonnes. Meeting projected targets would relieve the current food shortage, though the UN agency says the outlook is precarious.

"Any major shortfalls resulting from unfavourable weather, particularly in exporting countries, would prolong the current tight market situation; contribute to more price rallies and exacerbate the economic hardship already facing many countries," the report said.

Wheat production in Canada to rise 11%
The report said wheat production in Canada is expected to increase 11 per cent in 2008 over the previous year, owing to wheat's lucrative status.

"Current high wheat prices are expected to be a strong incentive to recovery in the wheat area," the report said.

"However, rather than reversing last year's shift, a further expansion on 2007's already relatively high oilseeds area is also expected because of attractive returns in this sector."

The UN report noted food inflation is hardest on developing countries where food represents as much as 60 to 80 per cent of consumer spending. By comparison, food accounts for 10 to 20 per cent of consumer spending in industrialized countries.

Taifa lilimwitikia kikamilifu: Kila mahali, vitalo vya maua viligeuka vitalo vya mahindi. Kila mtu, hata mpangaji tu, alilima mahindi mbele na nyuma ya nyumba yake.

Can JK rise to the challenge? There is a real challenge here. Lazima kila mtu (including ministers) alime. Futurology is risky business, but I would bet on whoever can come up with a system to engineer the body to produce less waste and use 95% plus of our intake, then move to cheap ndonge (vitamins/proteins/minerals energy, then we will all eat cardboard (disguised as special biscuits) for roughage) and patent the whole bizz to be the first trillionaire.

I know there will be a nostalgic feeling about food, taste and smell, but it will be so expensive only the super rich will afford to eat.

I must be sounding like one of A.C. Clarke's doomsday prediction, but 200 years from now, the soil polluted, the temperature sky high, rivers full of toxins, the ozone hole almost not a hole anymore who is to say this won't become a reality?

What am I trying to do forecasting 200 years while we don't know from where will the next budget come.

Russia Pledges U.S$500 Million in Dev't Assistance on Continent

The Russian Federation is to provide development assistance amounting to over 500 million USD in Africa, one of the main priorities of the Russian foreign policy, the country's ambassador said on Wednesday.


Ambassador of the Russian Federation to Ethiopia M. Afanasiev made the announcement at the first session of the joint annual meeting of the African Union (AU) and the United Nations Economic Commission for Africa (UNECA).




"Russia is firmly attached to the goals and principles of new partnership with Africa, actively participates in the complex assistance to the continent on bilateral basis and within existing international mechanisms, and particularly in "G8"," the ambassador said in a statement issued on the occasion.


The ambassador noted that activity of the ECA was one of the great interests to the Russian Federation which emphasizes the "Commission's unique role as one of the most representative body for Africa and its mandate as the main economic and social development centre within the UN system." He said the Russian Federation believes that the main international objective was to help African countries achieve the UN-set Millennium Development Goals (MDGs).

"The Russian Federation supports all efforts made on the Africa continent, particularly within ECA to reach the MDGs, on the basis of global partnership, as outlined in Millennium Declaration Monterrey Consensus and outcome document of World Summit 2005," he said.
Russian contribution to the Debt Relief Initiative for heavily Indebted Poor Countries (HIPC) was the biggest among all donors in terms of its share in GDP, and in absolute value, the country is the third.


Russia has written off USD 16 billion of African debt and it plans to write off another half billion debt this year, according to the ambassador.


He said during its presidency in the G8, the Russian Federation initiated several measures of global nature aimed at strengthening the system of prevention of resistance to infectious diseases.


According to the ambassador, Russian has decided to make contribution of USD 20 million in 2008-2009 for realization the World /bank programme to combat malaria in Africa.


"We are sure that achievement of targets indicated in ECA Strategies Frameworks for 2010-2011 will contribute significantly to economic grows and prosperity of all African region, and will create necessary conditions for valuable integration of this region in international economic activity," the ambassador said.

Soaring food prices now top threat, IMF says

WASHINGTON - The global food crisis has pushed aside fears of a recession and mounting banking woes as top priority for the world's economic leaders.


Ministers representing 185 countries agreed on the weekend that soaring food prices threaten global calamity and pledged to co-operate on a solution to save the world's poorest people from starvation. But that solution remains elusive.

The finance ministers and central bank governors who oversee the International Monetary Fund and the World Bank left Washington yesterday without a definitive response to agricultural prices that have surged 48 per cent since the end of 2006, sparking a wave of hoarding and riots throughout the developing world.

"If food prices go on as they are today, then the consequences on the population in a large set of countries, including Africa, but not only Africa, will be horrific," IMF managing director Dominque Struass-Kahn said at a press conference. "Hundreds of thousands of people will be starving. Children will suffer from malnutrition, with consequences on all of their lives."


That level of concern didn't translate into pledges for more food aid or concrete ideas about how food inflation might be reversed.


The IMF failed to agree on a response, beyond a pledge to work with its sister organization, the World Bank, and others in an "integrated response through policy advice and financial support."


The committee of ministers that directs the work of the World Bank, led by Mexican Finance Minister Agustin Carstens, said the bank and the fund should stand ready to provide "timely policy and financial support" to the most vulnerable countries. It also endorsed a plan by World Bank President Robert Zoellick to boost agricultural productivity in poorer countries, and urged donors to respond to the United Nations' call for an immediate $500-billion (U.S.) in extra food aid.


Mr. Zoellick said only about half of that money has been committed. No new pledges came amid the alarm and worry expressed by finance ministers from some of the world's wealthiest countries.


"It's good to see the political spotlight on the food crisis, but concern is no substitute for cold hard cash," Oxfam International, the global poverty fighter, said in a statement.
The severity of the issue seemed to creep up on officials from the Group of Seven industrial countries, which account for two-thirds of the world's economy and represents the IMF's and World Bank's largest shareholders.


The G7 - the U.S., Japan, Germany, the U.K., France, Italy and Canada - went into the weekend meetings gripped by the global credit crisis, which IMF economists estimate could result in losses approaching $1-trillion.


The G7's four-page statement issued after its gathering Friday made no mention of the food issue beyond a reference to the risk "high oil and commodity prices" posed to the world economy.


Instead, U.S. Treasury Secretary Henry Paulson, European Central Bank Governor Jean-Claude Trichet and the other members of the group focused on ending turmoil in financial markets. They promised to implement a series of regulatory changes over the next 100 days aimed at restoring confidence in a system shaken by the collapse of the U.S. subprime mortgage market last year.


In an interview, Bank of Canada Governor Mark Carney said governments are considering boosting food aid and "broader" food-policy strategies.
"It's a serious issue," Mr. Carney said. "There is concern."


The Canadian government called on the IMF to use provisions in its statutes to help the hardest hit nations pay for food imports. Ottawa also urged the World Bank and other regional development institutions to co-operate to fund projects that boost agricultural production and make poor nations more energy efficient.


Finance ministers weren't the only ones caught off guard by the prominence of concern over food prices at the meetings, which have in recent years been more concerned about uneven trade flows between rich and developing countries, China's rigid exchange-rate policies and efforts to give poorer nations more say in the running of the institutions.


"I'm surprised by the prominence of food prices," said Elizabeth Stuart, a senior policy adviser at Oxfam, who expected to be spending more time talking about climate change.
In fact, advocates of polices to wean industrial economies off oil found themselves on the defensive, as some countries blamed rich-world policies that encourage the production of fuel from corn, canola and other grains as the biggest contributor to the surging cost of farm products.


Mr. Strauss-Kahn said some ministers told him that using foodstuffs to make fuel amounted to a "crime against humanity."


The World Bank did announce that it will send $10-million in food aid to Haiti, whose prime minister was dismissed on Saturday amid anger over food prices.

Mr. Zoellick pushed the politicians who run his institution to turn their new-found awareness of the risks posed by food prices into action.


If nothing is done, 100 million people will be shoved deeper into poverty, he said. "It remains urgent that governments step up."

Ahsante mkjj, ni kweli tupu sisi tulio huku ndo tutakao kufa na njaa wakati ninyi huko mtakula na kushiba. Napendekeza kwamba tuwasaidie wananchi wetu kuhusu jambo hili. Tahadhari itolewe na elimu ya kuhifadhi chakula itolewe pia la sivyo tutajikuta pabaya.

wenzako huko labda wanaombea njaa ije ili wahonge vizuri vibaba viwili vya unga kwa kura mwaka 2010. Haiingii akilini kama hakuna mipango mahsusi inayofanywa sasa hivi ya kushughulikia hili.

Kama kawaida ya JF, tumewaonesha njia na wanaopondea kuwa hapa JF ni kijiwe cha kulalama (Mama balozi wa kule UK) inabidi wasome vitu kama hivi.

Watanzania tumezoea kuishi in the "now" kiasi kwamba hatufikiri muda mrefu baadaye.

Sasa hivi mtu unaenda sokoni unapata chakula cha leo, yamekwisha. Binafsi naamini watu watakaopata shida sana ya chakula watakuwa ni Dar kwenyewe kwani wengi wanategemea chakula kutoka mikoani.

Sasa mwaka huu "ompunga" toka Kyela hakuna na nafaka nyingine zikawa za shida. Itakapotokea kuwa kuwa mikoa ya pembezoni na nchi jirani zinaanza kufa njaa na mikoa yetu yenye kuzalisha chakula itakapoanza tena kuuza chakula nje, ndipo viongozi watapiga marufuku kuuza nafaka nje.

Matokeo yake ni mgongano wa uchumi wa soko, usalama wa chakula na mahitaji ya kipato cha watu wetu.

Sasa tufanye nini:

a. Serikali ifute kodi za mazao ya chakula karibu yote ili watu waweze kuagiza chakula kwa wingi.

b. Idara ya Maafa ya Waziri Mkuu waanza mara moja kutembelea maghala yetu ya Taifa na kuhakiki ni kiasi gani cha nafaka na vyakula tulivyonavyo na vinaweza kuhimili kwa muda gani.

c. Pindi mvua zikianza kupungua au maeneo ambayo hayana mvua kubwa kwa kuangalia hali ya hewa tuanze kusogeza chakula karibu na maeneo yanayoweza kuathirika. Tusisubiri hati tusikie "mahali fulani watu wanakufa njaa" halafu ndio tuanze kuomba misaada.

c. Naamini tukipanga vizuri hatuhitaji msaada wa senti hata moja kuweza kuwalisha watu wetu. Jifunzeni wakati wa Nyerere na hatua alizochukua kuepusha nchi na njaa mwaka 1962, mwaka 74, na mwanzoni mwa themanini. Msiache watu wetu wadhalilike kwa kukosa Chakula.
