Teknolojia unayosema wala siyo ya kununua au ya kutafuta. Teknolojia hiyo ipo kwenye kampuni za simu. Haitumiki mpaka Mtoto wa JK au kibosile fulani aibiwe ndo wanatumia. Kampuni za simu hazitimii labda sababu TCRA wamesinzia na wenyewe wapo after profit even at cutomers expense.
Equipment identity register (EIR): The EIR is a database for all IMEIs, i.e.,
it stores all device identifications registered for this network( eg Tigo, ZAIN Vodacom etc). As MSs are
mobile, they can be easily stolen. With a valid SIM, anyone could use the
stolen MS. The EIR has a blacklist of stolen (or locked) devices. In theory an
MS/ Mobile phone is useless as soon as the owner has reported a theft. Unfortunately, the
blacklists of different providers are not usually synchronized and the illegal
use of a device in another operator's network is possible (the reader may
speculate as to why this is the case). The EIR also contains a list of valid
IMEIs (white list), and a list of malfunctioning devices (gray list)......

Kwa hiyo mtu akikuibia simu kama ilikuwa registered Tigo aliyeiba akiweka line ya Tigo Tigo wanafacility za kutambua. Pia Mobile company zingekuwa zinashare IMEI number ya simu zilizoibiwa basi walau simu iliyoibiwa isingeweza kutumika Tanzania.
