Alisema pia dhana kuwa sekta binafsi ndiyo suluhisho la tatizo hilo ni potofu kwa kuwa Serikali zinapaswa kuwa mstari wa mbele kuhakikisha kwamba tatizo hilo linatoweka.
Yaani tayari ameshasahu kwamba yeye alishadidia sana suala la sekta binafsi kama mtatuzi wa masuala mbalimbali ya kiuchumi hapa nchini kaisi cha kukaribia kuibinafsisha TANESCO ambayo tayari ilishawekwa chini ya Wa-SA!! Na kwa kulitilia mkazo, akaamua kujiuzia Mgodi wa Kiwira.....!! omg....inaelekea Mkapa anajutia sera zake.....huyu ni mtu mzima mwenye desturi chovu za Kiafrika kwamba mkubwa hata akikosea si busara kukiri hadharani.....!!

Ni kweli kampuni aliziua kwanza kesha akaziuza kwa bei poa. Sasa leo ndio anaona makosa yake kua serikali ilibidi ifanye kazi ya kuzilinda kampuni hizo na kuzipa uhai - nakubaliana na wazo lake lkn sipendi kusikia toka kwake maana ni km kusikiliza toka kwa kichaa.

RAIS mstaafu wa awamu ya tatu Benjamin Mkapa, amesema matatizo ya nishati katika mataifa ya Afrika hayawezi kumalizika kwa kulia, bali kuwa na mikakati maalumu inayotekelezeka.

"Hata mkilia mpaka Mbinguni, lakini bila kuwa na mikakati bora na utawala bora kamwe hamtamaliza matatizo ya nishati katika nchi zenu," amesema Mkapa katika mkutano wa wakuu wastaafu wa mataifa ya Afrika uliokuwa ukifanyika jijini hapa.

Akiongoza mjadala kuhusu mustakabali wa kuwa na nishati ya uhakika juzi Mkapa alisema mataifa mengi yanayoendelea yamekuwa yakilalamika kukosekana nishati ya uhakika, lakini bila kufanya chochote cha kuondoa tatizo hilo.

Alisema pia dhana kuwa sekta binafsi ndiyo suluhisho la tatizo hilo ni potofu kwa kuwa Serikali zinapaswa kuwa mstari wa mbele kuhakikisha kwamba tatizo hilo linatoweka.

"Ni vema serikali zikawa na mipango mizuri kuanzia uzalishaji wa nishati mathalan umeme, usambazaji na upatikanaji wake wa watumiaji," alisema Mkapa.

Speech by former president Benjamin Mkapa on the occasion of the Drivers of Change and Investing in the Future Awards: Summer Place, Hyde Park, Johannesburg, South Africa, 29 October 2009

Your Excellency, Dr Bingu wa Mutharika, President of the Republic of Malawi;
Honourable Ministers;
Your Excellencies, members of the diplomatic corps;
Distinguished business and civil society leaders;
Ladies and gentlemen.

It is my great pleasure to be here with you on this grand occasion to celebrate the achievements of some remarkable people and organizations who are constructing a better future for the people of our region. I am honoured to be in the company of the Drivers of Change and Investing in the Future award nominees and finalists, who are making a real and lasting difference in the lives of so many people.

I am particularly honoured that we have in our midst the President of the Republic of Malawi, Dr Bingu wa Mutharika, whom I have known and admired for many years. Mr President, I am delighted to be here with you this evening.

I am also pleased that the Investing in the Future and Drivers of Change awards are jointly presented by the Southern Africa Trust and the Mail & Guardian newspaper, not least because I have been a journalist and newspaper editor myself.

I must commend this change-producing partnership between the Southern Africa Trust and the Mail & Guardian. I am told that their partnership extends well beyond these awards and includes developing better coverage of regional development issues in the newspaper, by journalists from across the region.

Indeed, they are themselves two of the foremost drivers of change towards a better future in our region. Their partnership represents the kind of change we need amongst many more role players. It is only through such co-operation that we can achieve our regional objectives of sustainable pro-poor growth.

We can see the speed with which its members are speeding up the integration of the European Union. Similar drives are being witnessed in South East Asia and Latin America. Every acronym imaginable stands for a dynamic economic movement of cooperation in these regions. It is only in Africa where the economic integration entities may be atrophying. This must change! Glorifying our diversity is no virtue. We should be seized of the African wise saying that out of crooked things develop straight things!!

Mr President;
Ladies and gentlemen.

A delegation from the Southern Africa Trust led by its Executive Director, Neville Gabriel, visited me in Dar Es Salaam earlier this month exactly on the Tanzanian national day in honour of our great leader, Mwalimu Julius Nyerere. In reflecting on these awards, I was reminded by Mwalimu Nyerere's example that 'change begins with me'. We must be the change that we want to see.

More than one hundred million people in southern Africa live in a deep poverty trap. Our region's liberation, represented in so many ways by the life of Mwalimu Nyerere, will not be complete until this situation is changed. Responding successfully to this challenge is everyone's business: governments, businesses and civil society organisations alike.

As political and economic integration in southern Africa moves forward, we also need to make progress in the region's social integration. New approaches are needed to develop our region through integration, and to make regional integration work for the poor. We need a renewed vision for equitable integration to transform the high levels of inequality within countries and between the countries of our region.

These awards celebrate the distinct signs that indeed, things are beginning to change. Let me highlight three areas in which I believe we need to change the way we do things.

Ladies and gentlemen.

Yesterday I launched the Business for Development Pathfinder, a joint initiative of the Southern Africa Trust and the Southern African Development Community (SADC) Employers' Group. This is a new initiative that embraces inclusive business as a key strategy to overcome poverty.

It is a home grown solution anchored on the notion that not only political governance, but also business can be inclusive. It embraces corporate social responsibility but goes beyond that to actively enable the empowerment of communities. It puts the community rather than the company at the centre of focus in the core business strategy. In this way, it takes into account the whole social system in which a company operates.

The inclusive business concept promotes shared wealth creation to solve our social and economic inequities, harnessing market forces to better address the needs of the poor. In simple terms, it is based on a model that can create more wealth and spread it more widely. In this way, inclusive business should be seen as the gold standard in corporate social responsibility, especially in our context in southern Africa. Our forefathers advised us: "When the right hand washes the left, the left should also wash the right."

The B4D Pathfinder puts business at the core of development by strengthening the participation of poor communities in the core business value chain. It affirms that good business is good for development, and that development is equally good for business.

I appeal to all leaders from the corporate sector and government to embrace the B4D Pathfinder to create lasting change towards a better future in our region. It offers companies a path to maximise at once their profits and the social benefits of doing business; to do well by doing good.

The B4D Pathfinder offers a system that enables businesses in southern Africa to navigate an uncharted path to sustain their own growth and profitability, while at the same time directly contributing to development in the region by including the poor in their growth path. That is why it is called a pathfinder.

It is encouraging that there are companies in our region that are already following an inclusive approach to business. They will be the most successful businesses, especially in these tough times of economic turbulence.

But the time has now come for more of us to be innovative. This can only happen if we change our mindset and start thinking out of the box.

The countries which have been more resilient to the global economic crisis are those which have been able to implement policies to promote investment, support the private sector and keep their share of the market. It is no coincidence that countries like China and India with huge domestic markets, were able to withstand the challenges of the global economic crisis better than those countries that relied heavily on the international markets. This shows how the local market plays a significant role in oiling the economy especially in times of crisis.

It is therefore imperative that we in southern Africa consolidate our domestic market and empower the people to become at the same time consumers and suppliers of goods and services.

With the exception of a few, our individual countries in SADC are so small that we are bound to integrate our individual local markets into a vibrant and lucrative regional one, for more effective poverty reduction.

The B4D Pathfinder puts special emphasis on business strategies that are tailored to the poor because it has been observed, especially during the current financial crisis, that the most resilient enterprises are those which are rooted in the real economy: the people.

Ladies and gentlemen.

Poverty eradication requires that opportunities be created for the poor to feed themselves. It was for this reason that, as the Chairperson of SADC, I convened a SADC Summit on food security in May 2004 at which the SADC Declaration on Agriculture and Food Security was signed by all Heads of State and Government.

Today it is gratifying to note that SADC countries are implementing programmes aimed at food security and our leaders are personally involved in making these programmes successful. The remarkable success in boosting food production in Malawi through the leadership of President Mutharika bears testimony to this.

Malawi's population depends on maize for its staple food, grown by 97% of family households. Between 2005 and 2007, it moved from 43% food deficit to 57% food surplus. Production increased two-fold from a ton per hectare to over 2 tons: and its total production trebled from 1.23 mi metric tons to 3.44 mi metric tons.

The secret? Good leadership and a caring, focused government. It doubled expenditure on agriculture, ensured availability of affordable inputs, rapidly up-scaled agro-dealers, put in place a smart subsidy programme and facilitated the deployment of new technologies. We can, and must learn very much from Malawi's example and the President's stout leadership against the constraining hand of bilaterals and the Washington Consensus.

In order for countries in the region to achieve food security at the household level, smallholder farmers should be supported to increase food production through a broad range of interrelated policy measures that include structural reforms, government policy innovation, building better partnerships between state and non-state actors, and anticipating climate shocks.

Ladies and gentlemen.

In spite of the progress we have made in the region, we still have a long way to go to achieve the Millennium Development Goals. Meeting the critical needs of poor people remains an elusive hope in many parts of the region. But governments alone cannot overcome the challenge of poverty that confronts us.

Earlier today, I launched the African Monitor and the Southern Africa Trust's new collaborative magazine called Change, along with Archbishop Njongo Ndungane who I am pleased is here tonight [As you can hear, my hosts have been keeping me very busy]. Earlier today, I launched Change magazine, a new regional publication that will be an important platform to help develop a shared regional vision for development and poverty reduction amongst the peoples of our region.

Indeed, it is time for us to articulate a new regional vision. Despite previous achievements, in the present day it seems that the fundamental transformation of southern Africa towards the ideals of our struggles for liberation has lost some collective impetus.

New post-independence governments in the region faced many national challenges with almost no human security and increasing poverty and inequalities. Governments focused on addressing inward-looking internal issues, looking only narrowly towards the region as a whole. This has not facilitated easy co-operation and pro-poor integration in the region. As a result, the regional economic pattern designed by Apartheid remains, to a very large extent, in place.

We need to revisit the common history of southern Africa, to remember the dreams that galvanised our common struggles across the region. Based on those shared dreams, we need to again unite new leaders for change towards a future free from poverty. This should include all social actors in the region.

I was therefore very pleased to learn that the 2008 SADC Summit on Poverty and Development went a long way towards drafting a shared poverty reduction strategy for the region. And that, for the first time in our region, business and civil society leaders were included as partners with government in shaping the SADC Declaration on Poverty and Development that was agreed at the Summit. It is gratifying to hear that, as a result, SADC is working on establishing a regional poverty observatory that includes all social partners in the region.

Leaders across all sectors in our region need to come to terms with a great disparity in the way things have been done in our region: economics, trade, communications and even culture have become more regional, yet participatory democracy is still essentially local. If regional integration is to work for the poor, we must build a better framework for regional governance with democratic participation and accountability to citizens everywhere in the region. The pillars of this framework must include civil society, public opinion, and the media.

In this sense, civil society organisations, especially those that most credibly represent the interests and voices of poor people, and business leaders, must be as much part of today's regional governance and development architecture as are governments.

Ladies and gentlemen.

Through such inclusive leadership for change, voices can be heard and shared so that a powerful social force is established to sustain a new phase of pro-poor progress in southern Africa.

Each in their unique ways and contexts, those who are being recognised with awards this evening show us how possible this is.

Nominees, finalists, and winners alike of the Investing in the Future and Drivers of Change awards, thank you for leading us at our new liberation frontier to overcome poverty. A very big congratulations to you all!

There is an advertisement on the TV by an insurance company which exhorts us to insure. It underscores the exhortation with the statement: "Change happens." This has caught my attention, because, with respect, change does not just happen. It is made to happen, driven by leadership which has conviction, caring, courage and perseverance. Change does not happen; You can make it happen!

Mbaya zaidi akajiuzia KIWIRA badala ya kuiendeleza kama mkakati maalumu unaotekelezeka!. Mkapa angekuwa na credibilirty ya kutoa matamshi haya kama angeacha legacy kwenye eneo hili. Huwezi kuwa FAILURE halafu uwafundishe wenzako jinsi ya kuwa SUCCESSFUL
