Point ya msingi ni kwamba hakuwahi kufany mradi wowote ndo maana nilikubali kusahihishwa kwa hilo. Due delligence watu walipika report, point ya msingi sio usahihi wa ilifanyika wapi. Point ya msingi kampuni haujawahi kufanya kazi mahali popote pale. Ndugu kua mzalendo, huyo incorruptible hajarudi tena na hata nilipojibu hoja zake akaja na majibu mepesi yasiozingatia hoja ya maswali yangu.

My concern ni kwamba jamaa alipewa mradi pasipo kua na sifa. Na kuna watu walimsaidia kuidanganya serikali. Kwanza hatua za kumterminate zilichelewa sana maana alishaonyesha kukiuka mkataba kwa mda mrefu. Pili hatua zilipoanza kutaka kuchukuliwa , wakati serikali inataka kujiridhisha kwanza kwa bank guarantee iliyowasilishwa hapo ndipo ikaambiwa bank hsimjui huyo mtu. Mbaya zaidi taarifa zikamfikia fasta huyu jamaa maana ana watu wake tanroads ndo hapo alipokimbia fasta.
Serikali yetu inashangaza,mtu ka forge bank guarantee na pesa kakomba halafu wanamwacha hivi hivi tu!!

Kwa nini wengine wasijaribu bahati Yao.
 
Kuna jamaa yangu anawajua hawa - huyu contractor alianza kusuasua tangu aanze nasikia alipewa warning kibao kupitia kwa consultant supervisor sasa ilipoonekana hawezi wakaanza kuandaa taratibu za kumfukuza na ni hatari sana kumfukuza contractor hovyo hovyo inatakiwa kuwa makini ili kumfukuza, so delay huenda TANROADS walijiandaa vyema kabla!

Kwa experienced supervising consultant........ku-terminate a contractor is not a rocket science.......conditions of contract are very clear.....na kama una basis ushauri hutolewa mara moja......kasheshe inakuja kwa competence ya Client (maofisa husika)........kama hawako competent.....then it will take them sometime ku-take decision......ninachoona kwenye hii mada ni INCOMPETENCE NDANI YA TANROADS........CEO na maofisa husika wawajibishwe.....

The Government of Malawi has received a loan from the African Development Fund (ADF), and it intends to apply part of the financing proceeds to payments under the contract for which this invitation for prequalification is issued.-

The Roads Authority (employer) intends to prequalify contractors for the reconstruction of Blantyre – Zomba (M3) Road. The works generally comprise the following activities:-

Chip seal surface dressingConstruction of base and sub-babe in crushed stone (crusher-run)Construction of sub-base in naturally occurring granular (gravel) materialsConstruction in earthworks form embankmentConstruction of reinforced concrete box culverts-

It is expected that the invitation for bids be made in March 2011.-

Prequalification will be conducted through prequalification procedures specified in the African Development Bank´s-Rules and Procedures for Procurement of Goods and Works-(under ADF financing), and is open to all eligible bidders, as defined in the rules and procedures.-

Interested eligible applicants may obtain further information from the Roads Authority and inspect the prequalification document at the address below, from 08:00 to 16:30 hours (local time), Monday through Friday.-

The prequalification document, in English, may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a non-refundable fee of K 30,000 (Malawi Kwacha) or US$ 200. The method of payment will be cash or bank certified check. The document will be sent by registered airmail. No liability will be accepted for loss or late delivery.-

The employer will not be responsible for any costs or expenses incurred by applicants in connection with the preparation or delivery of their applications.-

The employer will notify all applicants in writing of the names of those who have been prequalified.-

Applications must be delivered to the address below at or before 6 January 2011. The employer reserves the right to accept or reject late applications.-

Je strada waliijenga hii barabara mwaka 2004 mpaka 2006 then mwaka 2010 watu wanaanza tafuta hela ya kuijenga tena. Kwa maana nyingine barabara ilikuwa na life span ya 5 years? Usipate shida jibu ni no, strada hajawahi jenga hii barabara. Na Ntawaletea project zote walizoainisha kwamba wamefanya na ukweli wake. Kuna moja imenishtua wamejenga the 7th flyover huko cambodia
