Suala la msingi ni Waziri anakusudia kupata nini kutokana na hiki alichokiandika?

Nakushauri kuwa Serikali ijitowe katika huu mradi na iwawachie "real estate developers" wa Kimataifa, wenye uzoefu wa hizi kazi.
Serikali yetu haina uzoefu wa hizi kazi na historia inatuonesha Serikali imeshindwa ku-manage mradi wowote wa maana wa kibiashara. Hata NHC inawashinda ni uozo mtupu, ilhali majumba yalikuwa ya kudhulumiwa watu.
Ikiwa Serikali imeshindwa kuendesha viwanda vya umma, leo itaweza kuendesha project ya "magnitude" ya jiji? Jiulize.

Dar city master plan underway

Dar es Salaam residents have been advised to suspend the construction of residential and commercial buildings until the new Dar es Salaam City Master Plan is out next month. The Master plan is meant to provide development programmes for Dar es Salaam City to guide and control its spatial development for a period of 20 years to come.
Currently, the meetings to discuss the First Draft Master Plan report for the city are proceeding whereas the comments and recommendations will be necessary to the consultant in refining the Final Draft plan report. Speaking to The Guardian shortly after the presentation of the Final Draft report for Dar es Salaam City Master Plan (2012-2032) Principal Town Planner Secretary, Tommy Kapinga said the new Master plan might affect some buildings and development.
"It's better for those who have started construction to be patient and wait until the project of the knew master plan complete in between one month from now, this will avoid unnecessary demolition of their buildings and enable them to know the proper areas for the construction as located in the master plan…" he said.
Musa Naty, one of the public stakeholders at the presentation of the report said the existing Master Plan of the city was found to be overtaken by physical development events and therefore called for review of 1979 Master Plan were change as which have taken place since then.
"Among the changes rapid and uncontrolled physical development which has not always been in line with the proposals indicated in the previous Master Plans, frequent national changes in administrative policies, the increase in the rate of industries more than it was planned for, rapid increase of population and the growth of unplanned settlements…" he said.
Naty noted that has been growing into a big Metropolitan City with modern institutions, industries and accommodating an ever increasing population, this growth has resulted into migration of people from rural areas and the consequent population growth have had tremendous demand upon land uses and supporting facilities like transportation, foul and storm water and electricity supply, education and health as well as housing.
Additionally, he said the vision is to build Dar to be a city with sustainable development, managed on the principles of good governance, where residents do not live in poverty and have decent standards of living and a city with a competitive environment which attracts investors.
Mwisho,kuuendeleza mji wa kigamboni pekee haitasaidia kama Squatter zinaendelea kuota sehemu nyingine za Dar. Ili kupunguza makazi holela wizara iakikishe inapima viwanja vingi kadri itakavyowezekana maeneo mengine.
