Inasemekana zaidi ya watu (pedestrians) wapatao 15 walikufa hapa Dar kutokana na kugongwa na gari au magari kugongana katika kipindi mpango huo ukitumika. Mbunifu EL ndiyo anabeba roho za marehemu hao kwa ubunifu wake ambao haukuwa na uchunguzi wa kina!

Traffic Engineering ni somo gumu sana. Mhandisi wa kawaida wa barabara hawezi kulifanya hili somo. Linataka pia uwe na kipaji. Sasa inapotokea MSANII na mwana siasa aanze kutoa maamuzi juu ya hicho kitu, matokea yake ni kuwa anatengeneza MACHINJIONI ....
Tatizo hapa ni wizara ya transport na government at large. Mimi sielewi Tanzania kuna Tanroad, NIT nab ado tupo so behind in transport planning.
Ni vizuri wananchi tukauliza is there any model to prove and predict whatever the strategies wanazokuja nazo zinafanya kazi?
Transport planning/ traffic engineering is a large area na it needs skilled people. It incorporate socio-economic studies, land use na mambo mengi. Before you make final decision on any traffic/transport strategies approach or highway improvement a model should be built to replicate and predict what will happen once that idea is implemented. This helps to set mitigations against any possible impacts such as congestion, accidents, environmental, economic and social impacts.
Sasa watu wetu hapa Tanzania wanaamua vitu bila even a simple model. Na sasa hivi there are advanced transport modelling tools available sijui hiyo wizara ya transport, NIT and TANROAD wanafanya nini? Wanalipwa for what purposes?

Mimi nafikiri kamati ya bunge (Miundo mbinu) inabidi iwe inawafanyia perfomarnce appraisal. Bunge lina haja ya kupitisha kanuni za kitaalmu kuhusiana na utendaji wa TANROADS mfano Daraja linatakiwa lijengwe katika kiwango na mfumo hupi? kuwepo na uniformity, pili kuwepo na appraisal perfomance za hizi kanda za TANROADS. Mfano kama ajali nyingi zinatokea eneo fulani basi ukiacha kutupa lawama kwa madereva , pia huyo mtalaamu wa eneo hilo naye awekwe kitimoto. Mimi nafikiri hawa TANROADS wamekuwa fungate kwa muda mrefu na wengi wetu huwa tunachelea kuwastukia.
