It was a day of four draws in the Premier League and perhaps the biggest controversy was Rafael's dismissal for a 74th‑minute clip on Benoît Assou‑Ekotto. Even Harry Redknapp, the Tottenham manager, described the card as "harsh".
"It was Mary Decker and Zola Budd," Redknapp said, referring to the infamous coming together of the 3,000m finalists at the 1984 Olympic Games in Los Angeles. "He was just running and he has clipped Benoît's heels. He has not broken his stride and stuck a leg out, saying 'I'll trip him'. He was trying to get out of the way."
Rafael kicked a microphone at the side of the pitch but is unlikely to face further punishment unless Dean reports the incident. Ferguson has clashed with Dean in the past, most recently after his team's 2-1 defeat at home by Chelsea last April, while in November 2008 he was fined £10,000 and given a two-game touchline ban for his reaction to the referee's performance in United's 4-3 home win over Hull City. Ferguson was careful about what he said this time but his unhappiness was clear. "I don't need to discuss it. You can see it for yourself. I don't have to discuss the referee. It's out of my bounds now, thank God."
United remain unbeaten and have two games in hand on their neighbours Manchester City, with whom they are level on points. "It could be a real thrilling end to the season," Ferguson said. "We have to win our games in hand. We go to Chelsea on 1 March, which will be a massive game. This was a decent point for us. Our defenders were particularly good." Redknapp said his team were the "outsiders of the five" contenders for the title. "But we are still there. This makes me realise we are not a million miles behind these other teams."

IV. In considering the matters at III above, the Commission shall have regard to:

(a) The applicable Law(s) of the Game and any relevant FIFA instructions
and/or guidelines;

(b) The nature of the dismissal offence, and in particular any intent,
recklessness, negligence or other state of mind of the Player;

(c) Where applicable, the level of force used;

(d) Any injury to an opponent caused by the dismissal offence;

(e) Any other impact on the game in which the dismissal occurred;

(f) The prevalence of the type of offence in question in football generally;

(g) The wider interests of football in applying consistent punishments for
dismissal offences.
 
RULE E3 OF THE ASSOCIATION

A charge of Misconduct (as defined in and) pursuant to Rule E3 of the Rules of The
Association may be brought against a Player in relation to an incident, notwithstanding
that the same incident has been dealt with pursuant to this Memorandum. For example,
against a player who has been dismissed from the Field of Play for an incident which The
Association is satisfied was sufficiently serious to warrant an additional sanction, having
particular (but not exclusive) regard to the following:

(a) Any applicable Law(s) of the Game or Rules and Regulations or FIFA instructions
and/or guidelines;

(b) The nature of the incident, and in particular any intent, recklessness, negligence
or other state of mind of the Player;

(c) Where applicable, the level of force used;

(d) Any injury to any Participant caused by the incident;

(e) Any other impact on the game in which the incident occurred;

(f) The prevalence of the type of incident in question in football generally;

(g) The wider interests of football in applying consistent sanctions.

A Regulatory Commission considering a charge under Rule E3 in such circumstances shall
have regard to any punishment imposed under this Memorandum when considering any
punishment under Regulation 8.1 (Penalties) of the Regulations for Football Association
Disciplinary Action.

Fouls and misconduct are penalised as follows:

Direct Free KickA direct free kick is awarded to the opposing team if a player commits
any of the following seven offences in a manner considered by the
referee to be careless, reckless or using excessive force:

• kicks or attempts to kick an opponent

• trips or attempts to trip an opponent

• jumps at an opponent

• charges an opponent

• strikes or attempts to strike an opponent

• pushes an opponent

• tackles an opponent

A direct free kick is also awarded to the opposing team if a player
commits any of the following three offences:

• holds an opponent

• spits at an opponent

• handles the ball deliberately (except for the goalkeeper within his
own penalty area)

A direct free kick is taken from the place where the offence occurred
(see Law 13 – Position of Free Kick).Sending-off Offences

A player, substitute or substituted player is sent off if he commits any
of the following seven offences:

• serious foul play

• violent conduct

• spitting at an opponent or any other person

• denying the opposing team a goal or an obvious goal-scoring
opportunity by deliberately handling the ball (this does not apply
to a goalkeeper within his own penalty area)

• denying an obvious goal-scoring opportunity to an opponent
moving towards the player's goal by an offence punishable by a
free kick or a penalty kick

• using offensive, insulting or abusive language and/or gestures

• receiving a second caution in the same match

FA charges Rafael with misconduct


Manchester United full-back Rafael has been charged with improper conduct by the Football Association
following his dismissal by Mike Dean on Sunday.


Rafael was shown a second yellow card for a foul on Benoit Assou-Ekotto.

The 20-year-old Brazilian reacted angrily to Dean's decision and initially refused to leave the pitch.

Rafael has until 1800 GMT on Tuesday to respond to the charge, which the FA said

"relates to the player's conduct towards match official Mike Dean".
United manager Sir Alex Ferguson refused to talk about the sending off of the right-back, who was booked in the first half for a foul on Spurs midfielder Wilson Palacios.

His second caution was for an innocuous-looking trip on Assou-Ekotto which appeared accidental.

United striker Wayne Rooney was booked for protesting against the decision and Ferguson said: "I don't need to discuss that.
"You can see for yourself. I don't need to discuss the referee."
