Elections 2015 Lowassa: Serikali yangu itaangalia jinsi ya kuvunja mkataba wa bandari ya Bagamoyo

Leo katika taarifa ya habari ya Channel Ten nimemsikia Rais mtarajiwa wa awamu ya tano Ngoyai Lowassa akisema kwamba Serikali yake itaangalia jinsi ya kuuvunja mkataba wa bandari ya Wachina Bagamoyo.

Amesema haoni mantiki ya kutumia mabilioni kujenga bandari moja Bagamoyo wakati bandari za Tanga na Mtwara ziko ovyo.

Kama kawaida wananchi wa Tanga wamesema kura zao zote ni kwa UKAWA na adui CCM lazima asome namba mwaka huu.

NOTE: Kwa msio fahamu kuna umbali wa kilomita 1200 kutoka Tanga mpaka Kampala (Uganda) ukilinganisha na kilomita 1500 kutoka Mombasa (Kenya) mpaka Kampala.

Lakini Waganda wanatumia bandari ya Mombasa sana kwa sababu Tanga hamna kitu.
 
Zitto huyo alipinga makinikia ya Acacia sana kukamatwa na kuzuiwa, leo wanashangaa tuna share 16% na kampuni mpya ya Twiga + 50/50 ktk profit.
Hivi wakati Acacia iko DSE walikuwa wameuza asilimia ngapi ya kampuni kwa umma ?

Mkituelewesha cc hatuna shida hasa mambo haya: 1. Mkataba original ulisainiwa lini na nani (pre-signoff)? Je, ulifanyika uhakiki na kujiridhisha (Feasibility study/due diligence)? Tume ya watu wangapi ilihusika? Ulipaswa kuanza lini na kwa nini uliwekwa kapuni, zilikuwa sababu za kisiasa au uzalendo? 2. Mkataba ni wa miaka mingapi? Gharama ya mradi wote ni sh ngapi? 3. Pay back (Return on Investiment- (ROI) ni miaka mingapi? 4. Risk assessment. Je, ni kweli bandari nyingine (Dar, Mtwara, Tanga nk) inabidi zisiendelezwe? Nini faida na madhara (Pro and Cons)? Je, hakuna mwingiliano na objectives za SGR na bandari ya Dar? 5. Je, ni kweli kwamba mapato yote ya bandari yatasimawia na mchina (no revenue visibility)? 6. Je kuna project kama hii ilishanyika na Mchina hapa Africa ikawa na matokeo chanya au hii ya Tz ndo ya kwanza? 7. Na hoja nyingine kutoka kwa wadau wengine kama zipo. Nafikiri iundwe tume kama ilivyokuwa tume ya KATIBA, ikiwa na wawakilishi kutoka sehemu mbalimbali wakiwemo na vyama vya upinzani wafanye uchambuzi kisha waje na majibu.
 
Nilikuwa naliongelea hili kila siku.
Unajenga bandari ya Bagamoyo wakati hiyo hela inaweza kujenga bandari za Tanga na Mtwara na kufufua reli kwa ukanda huo.
Reli ya ukanda wa kaskazini inaanzia bandari ya Tanga hadi Burundi ikihudumia nchi za Kenya, Uganda, Rwana na Burundi.
Reli ya Ukanda wa kusini inaanzia Bandari ya mtwara hadi Congo ikihudumia nchi za Msumbiji, Malawi, Zimbabwe, Zambia na baadhi ya sehemu za Congo.
Reli inayoanzia Bandari ya DSM inahudumia njia ya kati hadi Congo.
Lowasa amefanya the best move kwenye hili.

Congratulations Kenya for building a new railway network.

Word of caution:
There is no such thing as Free Lunch. Kenya has borrowed 90% of the $3.8 billion from China Exim Bank to finance this project.

Haven't you guys learned from Angola?

China has lent Angola around $20 billion since a 27-year civil war ended in 2002.

They are borrowing another $25 billion from China and Brazil to fund the budget gap in 2015 due to low crude oil prices.

Repayments are often paid with oil or funds go directly to Chinese construction firms that have built roads, hospitals, houses and railways across the southern African country.

This means, however, dollars don't end up entering the real economy, increasing costs for ordinary Angolans.

There are around 50 Chinese state companies and 400 private companies operating in Angola alone.

I honestly hope that Kenyans will be able to repay the Chinese without sacrificing their future.

My concerns are two. Can Kenya afford to pay the debt? How much technology-transfer is Involved?

This is not about Kenya but Africa in general. Can Africa afford to borrow so heavily without even demanding transfer of technology?

Angola has an economy twice as big as Kenya and still struggling to pay her debts.

Kenya does not exactly have Singaporean efficiency and financial discipline. She can easily get trapped just like Angola.



Do not be so arrogant. We can all learn from Indonesians. They have awarded a $5 billion tender to the Chinese to build them a railway network this year. However, they have a clause in their contract which demands that they transfer their technology to them. The Chinese will also build a factory to manufacture components of the train in Indonesia. The construction will also involve local firms so that they can learn from their counterparts.

Their government turned down a much superior Japanese technology because the Japanese insisted the Indonesian government borrow money to finance the project and it was more expensive. The Chinese agreed to finance it privately.

Thanks to the Indonesian government's insistence of transfer of technology when she award tenders, today they are able to make small arms, car engines, military vehicles and even aviation spare parts in their country.

That is how they built a one billion dollar economy.

Only a fool will think that transfer of technology is not THAT important.

Zitto huyo alisema ndege zetu za Bombardier Q400 za awali ni Terrible teen, leo anazipanda kwenda kwao Kigoma na kushangilia usafiri huo huo. Kwa Magu hiyo pronect ilishakufa cos ata katika ilani ya chama iliachwa kabisa na ndiyo maana ikapendekezwa kuongeza fund ya kutosha kwenye bandari za Mtwara, Dar na Tanga.

Leo hii tunaongea tangia mwaka juzi Meli za mafuta zinapaki bandari ya Mtwara kushusha mafuta tofauti na zaman kila kitu ilikuwa Dar then Magari yanasafiri kitu ambacho bei haikuwa sawa ya uuzaji wa mafuta.
Basi tunatekeleza kiporo cha ilani ya mwaka 2015, ahadi ni deni
