Mob seizes UPDF uniforms in Malaba

Government has since denied UPDF presence in Kenya

MALABA

CHAOS ensued in Malaba, Kenya yesterday as an angry gang blocked a truck which was carrying UPDF ceremonial uniforms meant for the 22nd NRM anniversary celebrations due on Saturday.
The uniforms are made in Kenya and were being transported to Uganda as diplomatic cargo.

Malaba [Kenya] Town Council Chairman Chrisendo Ipala told Daily Monitor that the mob impounded the truck on suspicion that it was carrying Kenya Army uniforms to Uganda to be given to UPDF soldiers to enable them cross to Kenya as Kenyan soldiers.

There have been speculation and accusations leveled against Kampala by some leaders of the opposition Orange Democratic Movement, who claimed in the recent past that UPDF had been sent into Kenya to support President Mwai Kibaki, who is accused of rigging the disputed December 27, 2007 Presidential elections.

Kenyan opposition politicians have been claiming that UPDF soldiers infiltrated western Kenya and have been responsible for the shooting and killing of several people who died in the post election violence.

Yesterday's chaos at Malaba broke out when the irate mob reportedly suspected that the Kenyan truck Registration No. KAV081T which was indicated to be carrying diplomatic cargo was having camouflage labels yet it could have been carrying the Kenya army uniforms.

People began to demonstrate and threatened to burn the truck if it was not opened for them to ascertain what it was carrying. They mobbed the customs offices and yard on the Kenyan side prompting the intervention of the Teso District Commissioner Mr Johnson Mweringi and other Kenya government officials in the area.

However, Mr Mweringi's pleas to the demonstrators to have the truck released without breaking the seal to ascertain its contents fell on deaf ears. He yielded to their demands when they threatened more violent acts.
The mob then forced the truck to be opened. And after ascertaining that it was carrying UPDF ceremonial uniforms, it was cleared and released.

Meanwhile, some of the protestors said that any vehicle bearing Uganda government registration numbers crossing to Kenya these days risks being burnt because they believe Kampala and the Kibaki regime are playing foul against the ODM.

"Because of such suspicion now, what the people wanted was to actually ascertain what the truck was carrying under the pretext of carrying diplomatic cargo. They wanted proof that it was actually carrying what the labels indicated," said Mr Ipala.

Kenyan rivals meet face-to-face

Kenyan President Mwai Kibaki and the opposition leader, Raila Odinga, have met for the first time since last month's disputed presidential election.

The face-to-face talks in central Nairobi were mediated by former UN chief Kofi Annan, who has been holding separate meetings with the two men.

Weeks of violence followed the election results, rejected by Mr Odinga and described as flawed by observers.

Earlier, a rights group accused Mr Odinga's party of ethnic violence.

"We have evidence that Orange Democratic Movement politicians and local leaders actively fomented some post-election violence," said Human Rights Watch's acting Africa director.

The ODM has denied previous charges of "ethnic cleansing" of Mr Kibaki's Kikuyu ethnic group during the unrest which has left more than 650 people dead and driven 250,000 from their homes.

Breakthrough
Mr Odinga, accompanied by ODM MP William Ruto and Mr Annan, was first to arrive at the private meeting at the president's office at Harambee House in central Nairobi on Thursday.

Mr Kibaki arrived shortly afterwards, and like the others said nothing to journalists before entering.

The talks are also being attended by Kenyan Foreign Minister Moses Wetangula and Internal Security Minister George Saitoti, Graca Machel, the wife of Nelson Mandela, and former Tanzanian President Benjamin Mkapa.

The BBC's Adam Mynott in the capital says the meeting is a breakthrough, although details of the agenda have not been released.

Several earlier attempts to get the rival leaders to hold face-to-face talks failed, with Mr Kibaki insisting on direct talks and Mr Odinga refusing to meet without a mediator.

At an earlier meeting with Mr Annan in Nairobi, Mr Kibaki told the former UN secretary general that he wanted to resolve the political crisis triggered by December's disputed election.

"President Kibaki also informed Mr Annan... on steps his government was taking to open political dialogue and ensure national reconciliation and healing," a Kenyan government statement said.

On Wednesday, Mr Odinga called off a mass protest planned for Thursday in Nairobi after holding talks with Mr Annan.

Earlier, Human Rights Watch accused ODM officials of helping to organise violence in the Rift Valley region in which hundreds of President Kibaki's Kikuyu community were killed following the announcement of his election victory.

Their researchers spoke to member of the rival Kalenjin group, who said they were mobilised by their leaders to attack and loot Kikuyu-owned shops and businesses.

Local ODM officials and Kalenjin leaders "arranged frequent meetings following the election to organise, direct and facilitate the violence unleashed by gangs of local youth", HRW said.

"Opposition leaders are right to challenge Kenya's rigged presidential poll, but they can't use it as an excuse for targeting ethnic groups," said Georgette Gagnon, the group's acting Africa director.

HRW warned that more attacks were being planned on the Eldoret areas of Langas and Munyaka, where many Kikuyu homes remain intact, and called on the opposition to take steps to prevent them.

An ODM spokesman, Salim Lone said it was easy for people to misunderstand second-hand stories about killings and said HRW should provide concrete evidence before jeopardising mediation efforts.

The HRW report came as at least 12 people were killed overnight in several incidents throughout the country, including eight people in the Rift Valley capital, Nakuru, according to the AFP news agency.

Kalonzo should have done better

Vice-President Kalonzo Musyoka sold himself as a Christian politician, without dirt or scandal. He told Kenyans that his faith and love for the country, compounded with his diplomatic experience, place him in a higher ground to lead the country compared to President Kibaki and Mr Raila Odinga.

He said time and again that he will not accept results of rigged elections, and warned of the impending plans by the Government to steal the poll. He was on the same page with Raila on this one, then.

What I do not understand is how he ended up impressing the Kibaki camp even to deserve and accept the vice presidency. Or was he a Kibaki decoy all along?

A transparent Christian in his position, should have been more instrumental in bridging the warring factions, even though he was a rival.

His diplomatic experience would have come handy to work and save Kenyans, but not to share Cabinet posts while Kenyans suffer.

Kalonzo had a grand opportunity to stay above politics, hunger for power, and tribalism, and prove to all that he broke ranks with Raila on ideological grounds.

The moral pillar of South Africa's former President Nelson Mandela, waited in anguish for 27 years unwaveringly. Similarly, Kalonzo should have told the President to shelve the VP's post until the country is at peace.

Are The Revenge Attacks Escalating?

News from Nakuru is scanty and difficult to come by but Kumekucha can confirm that there are some serious clashes going on in the town at the heart of the Rift Valley and the largest security operation since the aborted 1982 coup has now been deployed involving the Kenya Army.

I have been unable to reach our man on the ground but from the information gathered so far, it appears that a revenge attack by mainly members of the Kikuyu tribe, against Luos and Kalenjins living in the Cosmopolitan Nakuru town is what triggered off the whole incident.

Some reports indicate that members of the Kalenjin and Luo re-grouped too quickly (like they were expecting the attack) and chased after the attackers who had burnt houses as well as killed people. Some eyewitnesses claim that policemen stopped them and assured them that they would arrest the whole lot on their own. However this looked unlikely as the policemen were vastly outnumbered by the attackers.

It is not clear at what point the Kenya Army arrived, but it is common knowledge that the Army are mostly trained to kill and fight gun battles rather than to quell riots, which suggests that the security situation in the town must be extremely serious.

It is instructive to note that the clashes in most of the Rift Valley has brought a vast majority of the refugees to Nakuru town and many of the Kikuyu victims who have lost everything have been holed up in the town.

This development is significant because although we have seen clashes in the major city of Nairobi, so far they have been limited to slum areas like Kibera, Mathare and Huruma. In Nakuru we have witnessed for the first time clashes coming into town and involving the middle class. This is certainly very bad news for Kenya and illustrates the fact that despite the optimism from many quarters yesterday when Kibaki and Raila shook hands in front of the press, nobody is addressing the core issues and therefore we need to brace ourselves for the worst. Actually it is becoming increasingly clear by the day that nothing short of Mwai Kibaki's resignation from the stolen presidency will restore peace in the Rift valley.

Nairobi - Half a town has been burned down and at least two people have been killed in the latest ethnic clashes in western Kenya sparked by a dispute over elections, says the Kenya Red Cross Society.

Some 50 people had been wounded by clubs and machetes, and up to 3 000 had been made homeless in fighting that erupted on Thursday at Total Station, Red Cross Secretary General Abbas Gullet said.

Aid workers said the violence pits people from President Mwai Kibaki's Kikuyu ethnic group against Kalenjin supporting opposition leader Raila Odinga.

Sixty percent of Total Station's buildings had been razed in fires, Gullet said. The town was in the Rift Valley, which had seen some of the worst of the post-election violence.

"The spiral effects of counterattacks and reprisals is getting out of hand in the Rift Valley," said Gullet.

50 000 people flee homes

He showed film of people fleeing for safety to a mosque and police station with columns of flames and black smoke rising in the background.

He said up to 50 000 people had fled their homes in recent days in other Rift Valley clashes around Molo, 160km northwest of Nairobi, in the western Rift Valley.

Across the country since the December 27 vote, at least 685 people had been killed in riots and ethnic fighting and some 255 000 people had been forced from their homes.

On Thursday, Kibaki and Odinga held talks for the first time since the disputed December 27 election.

They were under international pressure to find a way to share power, but the president angered the opposition by insisting after Thursday's hour-long meeting mediated by former United Nations chief Kofi Annan that his position as head of state was not negotiable.

Kibaki's govt 'not legitimate'

On Friday, the opposition said Kibaki should not be allowed to send a delegation to an African Union summit planned next week in neighbouring Ethiopia.

Salim Lone, spokesperson for Odinga's Orange Democratic Movement, said: "We are telling the world, including the AU, that Kibaki's government is not the legitimate government.

"The AU should accept our call because Kibaki lost the election and all the independent institutions in the world have shown this was a fraudulent election."

Vice-President Kalonzo Musyoka reiterated Kibaki's position on Friday, saying: "The matter of the legitimacy of the government is not in doubt whatsoever."

International allies, though, had said the vote tally was rigged.

The Pan-African Parliament, set up under the AU, on Thursday issued a report from its election monitors that said Kenya's elections did not meet democratic standards.

It urged the AU "to look into a protocol that will deal with future revelations of vote-rigging by member states using state power".

Even the international community, Tanzania included inakubali either directly or indirectly kwamba makosa yamefanyika kwenye uchaguzi wa Kenya. Let the crime be punished accordingly at whatever cost, human life, money or otherwise. Kukosa kufanya hili basi ni kukubali kwamba hakuna haja ya uchaguzi tena Kenya. Kwanini tupi kura in future tutakapoona kwamba sio kura ndio inaamua nani kashinda ila ni mababe fulani wakishirikiana na jimbo/kabila lao?

Mimi nasisitiza kwamba warudi kwenye kinyanganyiro fahali hawa wawili after 90days under internationally-monitored rerun. Atakayeibuka mshindi waKenya wamkubali yeye ndio Rais. Ila nakiri kwamba nikichunguza sana umoja wa majimbo na makabila nchini ninaimani kubwa sana kwamba kwa mara ya pili Raila ataibuka mshindi tena sasa kwa zaidi ya nusu za kura hizo. Ya msingi ni if the people want to be ruled by mkenya fulani na wametummia ballot kufanya hivyo wape haki yao la sivyo jitayarishe watakapoamua kutumia bullet. Nawasilisha.

Curfew after Kenya town clashes

Kenyan police have imposed a night-time curfew in the Rift
Valley town of Nakuru following renewed political and ethnic
violence in the wake of last month's disputed presidential poll.

At least 10 people were killed and around the Nakuru, as rival
gangs of young men battled with machetes, metal bars, and
bows and arrows.

The Kenyan Red Cross said hundreds of others were injured
in the clashes between supporters of President Mwai Kibaki and
opposition leader Raila Odinga.

Dozens of armed men barricaded the main highway leading
in and out of Nakuru and threw stones at motorists who defied
their orders to stop.

Another alternative Raila atumie Bunge zaidi sasa so as to exert force for change!

Option ya re-run ndiyo inakubalika na wengi, nina uhakika kwamba siku Kibaki akikubali kuundwa kwa serikali ya mpito ambayo itaandaa re-run, vurugu tunazoziona leo hii zitaisha na watu watarejea kwenye maisha yao ya kila siku.

Kwa mtazamo wangu tatizo ni Kibaki. Kibaki alielewa wazi tangu 2005 kwamba alikuwa very unpopular na asingeweza kushinda kwenye urais na ndiyo maana serikali yake ili-frustrate efforts zote za marekebisho ya katiba na hata zile minimum reforms kwa ajili ya uchaguzi aligoma na msumari wa mwisho alioutumia ni kuteua makamishina wa tume ya uchaguzi bila kushirikisha wapinzani na alifanya hivyo kwa makusudi maana alijua akichanganya na wapinzani asingeweza kufanya wizi wa aina yoyote.

Mpaka sasa picha iliyowazi ni kwamba Kibaki alishindwa na hataki kusikia kitu kinaitwa kurudia uchaguzi maana ataumbuka tu na hasa kama uchaguzi utasimamiwa na ECK iliyo huru na siyo hii ya Kivuitu.

Raila hana uwezo wa kutumia Bunge kwa kuwa hana numbers za kutosha. Bunge anaweza kulitumia iwapo angekuwa na 2/3, lakini ana simple majority tu. Wale wabunge wa vyama vidogo vidogo watagawiwa peremende (cabinet posts) na hivyo watakuwa upande wa serikali. Angalia picha halisi kwenye uchaguzi wa Spika na Naibu wake. Matokeo hayawezi kuwa tofauti sana na hayo na hivyo kutegemea pressure ya Bunge ni tumaini lisilo na uhakika.
 
Kabla ya uchaguzi niliwahi kuongea na jamaa mmoja Mkikuyu wa Kenya nikimwambia kuwa kulingana na maendeleo ya kampeini na jinsi ambavyo Kibaki alikuwa ameboronga katika kipindi chake cha kwanza, ni dhahiri kuwa safari hii upinzani ungeshinda. Jamaa alicheka sana na kusema niache ndoto ya aina hiyo kwa sababu hadhani kama viongozi wa juu wa dola kama mkuu wa majeshi, IGP na jaji mkuu watakubali kufanya kazi chini ya mtu ambaye hakutahiriwa!

Inaelekea maneno ya aina hiyo yalikuwa pia yanaongelewa kwenye kampeini huko nyumbani na huenda ndiyo yamesaidia kuchochea mapigano hayo.
