I think that the newspaper article meant to refer to a shelf company rather than to a shell company. Whereas a shelf company is a registered company with no assets and no liabilities, a shell company is a nonentity (it does not exist; there is no such thing).
It is entirely possible that public funds have been stolen in this way every year, and perhaps many times each year. As Choveki correctly observes, you need collusion between fat cats in government and at the BoT for these kinds of astronomical embezzlements. Now we know why we are poor while our leaders are filthy rich! They have been stealing almost all our money!
