As of late August and September 2026, reports indicate that only five major Russian oil refineries remain untouched or out of reach from Ukrainian drone strikes across the entire country. With Russia having roughly 32 major refineries in total, this means around 27 major refineries have been successfully targeted or damaged over the course of the conflict, with some individual plants hit more than a dozen times.

Capacity Loss:
Ukraine's General Staff reported that ongoing long-range strikes have knocked out over 45% of Russia's total oil refining capacity.
Fuel Shortages:
The strikes have led to a severe domestic deficit in high-standard Euro-5/K5 gasoline and diesel, prompting emergency export bans on petroleum products by the Kremlin.
Recent Strikes:
High-profile attacks continue to hit critical facilities, including recent operations targeting the Moscow Oil Refinery, as well as refineries in Yaroslavl, Samara, and Bashkortostan. The only refineries remaining unscathed are located deep in eastern Siberia or the far east—beyond the 3,500 to 6,500-kilometer range of current long-range drones.
